1 Job Title: Community Land Trust Development Officer Job Purpose : Bristol Community Land Trust (BCLT) was set up to support self-organised housing solutions in Bristol - including self-build. Its membership and board are made up of those seeking housing, community members and representatives of stakeholders organisations, which are currently BCHF / UHA, Independent Living Servicesand Bristol City Council. The Development Officer works with the Board to advance development proposals and liaise with members. Responsibility to: The BCLT Board. The post is supervised by and reports to the Head of Development at United Communities through hosting agreement. Indirect Supervisory Responsibility For Others involved indirectly with the overall project. Important Functional Relationships Internal : Members of BCLT with particular responsibilities 1

2 External : Bristol City Council officers, consultants and contractors of BCLT, officers and representatives of partner organisations and regulatory bodies Job Objectives 1. To encourage and build the membership of BCLT, including stakeholder, community and resident/future resident members, and to keep members informed 2. To manage projects on behalf of and by instruction from the Board of BCLT both while under development and later during construction and occupation.. 3. To draft and submit applications for support from the CLT Fund, BCC and other sources to enable the pre-development costs of projects to be funded 4. To support and report to the Board of BCLT in all governance matters including preparing board papers, maintaining the declarations of interest log and taking minutes at meetings. 5. To undertake other general duties and liaison, including reporting to the Business Development Director of BCHF/UHA. Key Responsibilities Membership support 2 To maintain and update the database of members details, currently held on the Groupspaces web platform, and send out news and information about opportunities To process applications for membership using the Groupspaces databas To collate details of member responses to particular opportunities and report to the Board To assist board members in delivering Bristol CLT-related events and members meetings To maintain and update the Bristol CLT web site and social media

3 accounts as necessary and issue quarterly newsletters To assist the Board in promoting BCLT generally, and in explaining its aims and proposed methods of working Project development To Provide support to the Bristol CLT chair and board members on active projects by: Liaising with United Communities or other supportive bodies to obtain advice and support Researching supplementary information about possible sites from agencies, planners, The Environment Agency and others Liaising between BCLT and any specific group of members relating to a project Progress-chasing Project Management To act on behalf of the BCLT Board on active projects by: Managing the pre-development programme including commissioning surveys, investigations and scheme design by instruction by the BCLT Board Attending site meetings and co-ordinating decisions required from the BCLT board Maintaining a file of project related documentation in accordance with any funding or regulatory requirements eg. From the HCA orbristol City Council Inputting scheme information into the HCA IMS system where appropriate Liaising between the contractor, BCLT consultants and prospective residents Assisting the BCLT Board in forecasting, cash flow and in recording and tracking spend 3

4 Non-housing elements To assist the Board in supporting community groups in developing plans for community development related to community buildings, workspace, allotments and green spaces. To help identify sources of grant and other support for these elements Finance To co-ordinate payments on behalf of the BCLT Board To assist the BCLT Board in securing development finance as well as any existing loan finance To process invoices and maintain a log of income and expenditure on an organisational and project specific basis To assist the Board in completing its annual return To assist the Board in VAT matters To assist in identifying other sources of grants and loans Reporting To report to the BCLT Board in relation to membership and about progress on schemes To report to any regulatory bodies as required and submit quarterly and annual information as necessary To adapt these reports as necessary to enable BCLT to report quarterly or as required to Bristol City Council To prepare and circulate Board meeting papers. General To report quarterly to the United Communities in relation to the performance of this post and all matters relating to pay and conditions of service: BCLT will provide an annual staff appraisal 4

5 To represent BCLT at meetings. To uphold and promote all of BCLT's policies and procedures, particularly those relating to equality and diversity, confidentiality and codes of conduct. To observe the policies and procedures in respect of health and safety in order to ensure personal safety as well as the safety of colleagues, customers, contractors and visitors. To maintain confidentiality of information acquired in the course of undertaking duties. To provide cover for other members of the team as directed. To work flexibly within the organisation and when necessary be prepared to provide assistance. To consider the need for continuing self-development and request training as appropriate Carry out other duties commensurate with the post as directed by the Director of Business Development. No job description can be entirely comprehensive. The job holder may therefore be expected to carry out other activities that are required from time to time and which are broadly consistent with those detailed above. 5

6 CLT Development Officer - PERSON SPECIFICATION The successful candidate will need to demonstrate the following: ESSENTIAL DESIRABLE Education & Qualifications Degree or NVQ4 qualification or equivalent experience in a work context Experience, knowledge, understanding Experience of project management Knowledge of construction processes and procedures Experience of reporting to and supporting a committee Thinking Style ESSENTIAL DESIRABLE Business Awareness Good numeracy and ability to use information technology. Ability to prepare budget and financial forecasts using spreadsheets Knowledge of planning processes especially in relation to affordable housing Knowledge of housing policy issues Knowledge of housing association development processes and Homes and Communities Agency requirements 6

Ability to write concise, grammatical English, e.g. in the preparation of reports, publicity material and newsletters.
