1 Stanley Primary School Business Manager Summary Stanley Primary School is a large and growing school based in Teddington, Middlesex. The school was formed from separate infant and junior schools. in September It is expanding to four-form entry,and by the end of the expansion, it will be one of the largest Primary schools in the country with over 100 staff, 840 pupils, a 39 place nursery and 22 place Unit for children on the Autistic spectrum. There are currently 2 co-headteachers. To enable us to accommodate our growing population, the school is undergoing a substantial new build/refurbishment project to provide an impressive new educational establishment for the 21 st Century. The recent amalgamation and the expansion project mean that the successful candidate will be joining the school at a time of significant change. The school has a very high standard of educational provision and as a minimum this must be maintained despite the inevitable disruption. In order to achieve this, the School is recruiting an outstanding School Business Manager to run the finance, HR, and premises operations of the schools. The candidate will be a key member of the school s senior leadership team and as such will share responsibility for maintaining the school s overall success. Additionally, the role will also form a focal point for many of the activities related to the premises expansion and redevelopment programme. In order to succeed in this diverse role, successful candidates should strongly demonstrate that they have the following key skills: Project management Financial management Staff Management Strong interpersonal and communication skills Flexible and able to work in and manage a changing and challenging environment ICT skills The role s key responsibilities are: To manage an effective team to support the running of the school (administration, HR, finance, premises) To develop the budget and manage the financial position of the school on behalf of the head and Governing Body in line with LA requirements To manage contracts with suppliers, contractors and third parties To manage the school premises including lettings, repairs and maintenance, ensuring full compliance with health and safety policies and procedures. To promote positive relationships with the local community To manage the existing and new build premises as the school expands during the multi-phase building project. To provide support to the Headteachers as the school expands. Page 1 of 6

2 Stanley Primary School Business Manager Job Description Job Title: School Business Manager Work Location: School Based Reports To: Head Teachers Grade: Salary Range: Leads & Manages: School Office, Finance Administration, Site Manager and Caretakers, Technicians, Catering Team (currently contracted out) PURPOSE OF THE JOB To organise, maintain and monitor the School s financial systems and maximise school funding through management of delegated funds and securing additional grants and revenue. To organise, maintain and monitor the School s HR systems and to manage office functions to ensure an effective service to the School. To coordinate premises management. To line manage administrative and ancillary staff, including commissioning and delegation of relevant activities. To be an active member of the School s Senior Leadership Team. RESPONSIBLE TO: The Head Teacher. DUTIES AND RESPONSIBILITIES LEADERSHIP AND MANAGEMENT Member of Senior Leadership Team offering financial and HR support and advice as required Improve and develop financial statements, forecasts and best value procedures Attendance at Governors Finance, HR and Premises Committee Meetings as well as full Governing Body to provide information as required and to carry out follow up actions on behalf of the Committees. Line management of administrative and ancillary staff as well as assisting in the creation and implementation of recruitment / induction / appraisal / training / mentoring systems for all school staff.. Develop and manage the roles of administrative and ancillary staff teams to support the changing requirements of the expanded school. FINANCE To be responsible for the effective management of financial administration procedures, including budget-setting, benchmarking and responsibility for compliance with financial regulations. To ensure that the school is meeting the Schools Financial Value Standard (SFVS) and collating evidence to demonstrate Monitoring the weekly / monthly expenditure and advising the Head Teachers / Finance Committee of possible under / over spending whilst providing options for varying expenditure. 3 Preparation of work specifications for tender and assisting with the selection of contractors. Ensuring the preparation and maintenance of such reports, records and accounts as are required in conjunction with the School s computerised accounting systems. Being responsible for seeking and securing relevant grants and additional revenue/commercial sponsorship. Ensure the maintenance of an assets register and inventory as part of wider school business continuity planning. HR AND STAFFING Ensure the effective operation of payroll systems. Ensure the completion of all new starter paperwork and other documents relating to staff employment. Ensure the maintenance and updating of the HR database. To liaise with the Co-Heads on HR issues. Ensure the completing and submitting of monthly timesheets for staff and supply teachers. Ensure effective school HR administration. Ensure safer recruitment and appointment procedures are fully implemented Ensure the maintenance of confidential staff records. PREMISES MANAGEMENT To co-ordinate the maintenance of the School site and the buildings, now and during rebuilding, the preparation of maintenance schedules and the efficient operation of all facilities on the property. To oversee the letting of the school premises to outside organisations and the development of all school facilities for out-of-school use, with particular reference to the local community To implement risk management strategies across school to ensure high standards of health and safety. To ensure the completion of all health and safety checks in school and to ensure that accurate records are maintained of all such tests.to ensure emergency procedures are current and timely. To ensure the upkeep of playing fields, gardens, all weather surfaces, MUGAs, swimming pool and land drainage. To ensure the maintenance of boundaries, footpaths, roads and rights of way. To co-ordinate purchase, repair and maintain all furniture and fittings. Develop work specifications and manage service contracts. Be responsible for the management of Health & Safety within the School. Page 3 of 6

4 ADMINISTRATION To bring together and manage the administrative functions from the two schools into one, including the administrative ICT facilities, school reception, welfare, reprographics, records and telephones. To be responsible for the systems and general management of the School s administrative and financial computer network and the implementation of appropriate Management Information Systems. To contribute to the introduction and ongoing use of Fronter (virtual learning environment) so that staff policies and procedures can be maintained in one central area. GENERAL Comply with and assist with the development of policies and procedures relating to child protection, safeguarding, HR, health, safety and security, confidentiality and data protection, reporting all concerns to an appropriate person. Work with other members of the team to produce appropriate marketing materials for the school including effective use of the school website and social media.
