1 Position Description for Human Resource Advisor Archdiocese of Hobart Programme: Human Resource Department Location: Hobart based with travel throughout Tasmania & occasional interstate Reports To: Business Manager Approved by: Business Manager Version: March 2012 Classification: Outside award Full Time Equivalent: 1 FTE Context: The Archdiocese of Hobart is the expression of the Catholic Church in Tasmania. The Human Resource Department within the Business Manager s Office is responsible for the provision of guidance and advice to all agencies within the Archdiocese of Hobart, with the exception of Catholic Education, relating to human resource functions and the development of workplace wellbeing. Primary Objectives: The Human Resource Advisor is responsible for overseeing and ensuring that all agencies within the Archdiocese of Hobart, with the exception of Catholic Education, can access an effective and efficient human resource advisory service. The obligation of the Human Resource Department, under the management of the HR Advisor, is to contribute professional human resource expertise and sound judgement in the form of advice, coaching or assistance to the variety of situations that are presented to our agencies, programmes, priests, managers and employees. This position is part of a service delivery team in Human Resources that collaboratively provides a resource for professional assistance across the broad range of industries, arrangements and individual contexts that arise within the Archdiocese of Hobart. The Archdiocese of Hobart is committed to providing an HR service of broad expertise for support across the many facets of operation in multiple industries. The HR Department works closely with the Business Manager and Risk Manager to co ordinate that the business advice provided by the HR Department is within the overall organisational framework and risk context as developed and amended from time to time. 1 P age Position Description: Human Resource Advisor Version date: February 2013

2 Major Accountabilities: 1 Interpersonal and communication style: a. Develop a positive and collaborative relationship with priests and managers within the Archdiocese of Hobart b. Ensure that behaviour from Human Resources role models appropriate ethical and behavioural standards c. Encouraging liaison with priests, managers, supervisors and employees to maintain and further develop all aspects of human resources and a positive workplace d. Resourcefulness and commitment to high performance standards and adapt to the ongoing development of agencies within the Archdiocese of Hobart e. Demonstrated personal qualities of warmth, tolerance and discretion 2 Professional/technical elements: a. Proactively monitor relevant industries and key external human resource changes that may affect service delivery and/or the context of the human resource advice and wherever possible provide advance warning of significant legal or human resource changes. b. Maintain professional human resource knowledge of practise and emerging trends to ensure advice is current and effective c. Develop a broad understanding of each industry and programme of the Archdiocese of Hobart in order to better tailor the human resource service to that area d. Provision of advice and coaching in all generalist areas of Human Resources including coaching, advice or process guidance for: i. Recruitment and selection ii. Performance coaching of managers iii. All aspects of industrial relations iv. Employee concerns and grievances v. Employee departures and terminations vi. Employment issues regarding productivity, working relationships, feedback and similar vii. Remuneration and payroll operation viii. Work Health and Safety including injury management and RTW ix. Continuous improvement of the HR service and or supporting documents e. Oversight and accountability for Archdiocese of Hobart Human Resource policy and procedure development and updating f. Provision of key advice and support for agencies in developing their own level policies and procedures for aspects of human resources that are agency specific, required by compliance or funding arrangements g. Monitoring relevant case processes and activities to completion h. Liaison with key stakeholders such as insurers and any of their appointed representatives i. Production of process documentation and reports as needed to a professional human resource standard j. Demonstrated integrity and maintenance of confidentiality and discretion in all matters, including awareness of and ensuring appropriate confidentiality of workplace issues and private and personal issues of employees is maintained k. Undertake special projects as agreed with the Business Manager 3 Financial and organisational activities and reporting: a. Management of the human resource budget as determined from year to year b. Co ordinate information to payroll processing and meet required deadlines to provide effective payroll information to Finance c. Provide assistance and coaching to all areas upon timesheet and employee payment options based upon industrial interpretations d. 3 i. service supplier invoices ii. legal invoices iii. recruitment advertising requests e. Provide management of injury management invoice and wages reimbursement claims f. Provision of specific management reports or Board reports as requested 4 People management or teamwork activities: a. Ensure that all activities are co ordinated and shared appropriately within the context of the Human Resource Department b. Flexibility and willingness to adapt to changed timelines, deadlines or significant events including oversight of rebalancing of workload between Human Resource practitioners c. Where opportunities present, assist co operation across areas of the Archdiocese of Hobart d. Work independently, with senior managers and with consultative processes to develop co operation and a positive workplace culture 5 Compliance requirements and quality control activities: a. Management of quality standards of the human resource service b. Ensure that legislative deadlines are tracked and met for key requirements such as workers compensation cases or family flexibility requests c. Case oversight and management of timeframes and activities as needed for return to work processes or injury management processes generally d. Work within and provide resourcing as agreed for the Archdiocese of Hobart quality and risk processes e. Provision of significant advice or interpretation of legal elements to limits of expertise and experience f. Ensure that matters are escalated or flagged for additional external support as needed where the HR Department has exceeded its capability to provide advice or where the matter poses significant risk to the Archdiocese of Hobart g. Preparedness and capability to provide proofreading and/or coaching upon business documents in development such as investigation reports or letters drafted by supervisors h. Professional handling of all complaints or concerns regarding the operation of the Human Resource Department i. Ensuring service availability for coaching of Archdiocese of Hobart entities in relation to their development or improvement of workplace health and safety systems Organisational Environment: The HR Advisor is within the Human Resource Department which consists of a team of professional advisors. The HR Department in turn reports to the Business Manager of the Archdiocese of Hobart which is a canon law appointment of the Archdiocese of Hobart. The Business Manager has the authority of the Archbishop of Hobart to manage the business affairs of the Archdiocese of Hobart. The Archdiocese of Hobart has varied entities and this role provides advice and coaching assistance across this spectrum, with the exception of Catholic Education. This role manages advice across multiple industries and Modern Awards, under multiple pieces of supporting legislation and throughout locations in Tasmania. Risk and Workplace Health & Safety: The Archdiocese of Hobart is committed to ensuring that our operations at all Agencies are conducted with proper regard for health and safety of all. You are required to observe safe work practices in accordance with training and instruction given and report any risk to your immediate supervisor. Identify, report and where appropriate action risks/hazards in order to eliminate or mitigate against the risk occurring. We expect all employees to participate in and contribute to Workplace Health and Safety activities, including participation in the consultative processes provided by the organisation, to ensure a safe work environment for clients, our community, employees and visitors. Key Communications Linkages: This position will regularly communicate with the following: Senior managers of the Archdiocese of Hobart including the Business Manager, Risk Manager, Financial Controller, CDF Treasury Manager All members of the Finance Department Parish Priests and Parish employees Executives of Centacare Tasmania including the Executive Director; Director, Family Services; and Director Community and Education Services All managers of Centacare Tasmania Employees of the Diocesan Centre or Centacare Tasmania Key insurer, legal and industrial contacts Personal Accountability Level: This position is established with professional authority and is expected to operate independently with status update reporting to the Business Manager. It is expected that the position will work to a high level with ability to interpret and use appropriate judgement within the range of human resources expertise and experience. This role has responsibility for the Human Resource budget and for two direct reports: Human Resource Advisory Officer and Human Resource Quality and Compliance Officer. 5 Selection Criteria Essential requirements: 1. An understanding of, and commitment to, the operations of the Catholic Church and a commitment to the philosophy and core values of the Archdiocese of Hobart 2. Tertiary qualification at degree level in Human Resources 3. Significant demonstrated experience in a senior Human Resources Generalist role and awareness across a the full range of generalist functions 4. Significant demonstration of sound and broad understanding of relevant legislation, regulations and contemporary human resource issues 5. Broad understanding of business models and management of a wide range of industries; experience in the not for profit industry will be considered favourably. 6. Significant demonstrated experience in workers compensation, injury management, case management and return to work processes 7. Strong awareness and experience in delivery of workplace health and safety and associated processes 8. Ability and willingness to undertake the relevant employee screening processes, including: a. the provision of a National Police Criminal History Check satisfactory to the Archdiocese of Hobart b. the provision of a Child Safety Screening for Child Care as administered by the Tasmanian Government 9.
