3 MAJOR IMPROVEMENT PLAN GOALS AND OBJECTIVES 1. Health and Safety In all construction, maintenance and renovation, it is our goal to bring Mercer County Board of Education facilities to the requisite standards of all local, state and federal regulatory agencies. Annually an updated corrective action plan to address deficiencies discovered during inspection of schools is developed and submitted to the Board. This report along with the LSIC Maintenance needs identified in the statutory LSIC meeting with the Board is used to develop a comprehensive schedule of "Maintenance Priorities". This document developed annually in a BOE work session is regularly updated to ensure constant attention to facility related deficiencies. In addition, the "Maintenance Priorities" schedule is used to assist in developing a Long Range Facility Improvement Plan. Our Sanitation Plant Operator and the requisite maintenance crews have been trained in maintaining the sewage treatment plants for all schools served by such plants. The Plant Operator and maintenance staff have made recommended improvements in meeting the citations stipulated by Schirmer Engineering Corporation, the contracted agency that provides the annual inspections for the State Board of Risk and Insurance Management. In addition periodic inspections are conducted by representatives of the Environmental Protection Agency, particularly after episodes of high water that occasionally causes flooding of sewage treatment plants. All of the most recent identified deficiencies have been corrected. The 2010 CEFP Plan addressed the need for ADA accessibility of all schools as well as upgrades to restroom facilities in buildings lacking such. Implementation of the plan will result in ADA accessibility in all buildings countywide. All construction that has occurred in the county since 2000 complies with all health and safety requirements of the West Virginia Department of Education and the West Virginia School Building Authority.

Instructional Program This section details the capital improvement and maintenance expenses undertaken over the last decade to improve the delivery of educational programs on Mercer County s campuses. From , the Mercer County Board of Education has spent approximately $77,145,000 to provide improvements to all facilities. These funds were drawn from levy maintenance budgets approved in 1999 and 2004 and from other local sources. During that period, the county has also contributed approximately $2,508,300 to match $14,631,728 in Needs and MIP grants awarded by the SBA for construction/renovation projects. As funds become available, Mercer County will seek to address the short-term and longterm improvements identified in the Major Improvement Plan contained within this document. 3. Routine Maintenance To advance sound maintenance practices in Mercer County Schools, the county maintenance director routinely inspects all schools to determine maintenance needs and to work with principals to prioritize those needs. Additionally, Local School Improvement Councils from each school annually submit, along with other documents, a short, prioritized list of facility needs. With verbal and written input from the LSIC s, the Board of Education meets in late summer to discuss and prioritize the most pressing maintenance/renovation needs. A significant portion of the county s maintenance budget comes from local levies. Fiveyear levies approved in 1999, 2005, and 2010 included annual budget allocations for maintenance/facility improvements as follows: 1999 Levy: $1,374, Levy: $1,400, Levy: $1,800,000
5 4. Preventive Maintenance As stated, the CEFP Facilities Committee has recommended a long-range facility improvement plan that serves as a basis for a preventive maintenance plan to be developed for all facilities in the county. Several steps have already been taken to achieve a scheduled maintenance plan. HVAC manufacturers have worked with the Director of Facilities and custodial staff in scheduling routine maintenance and cleaning of HVAC equipment. Roof debris and drains are regularly inspected and cleaned. Our goal is to maintain the facilities in such a manner as to insure the building components meet or exceed the manufactures life expectancy for such components. Objectives: 1. A preventative maintenance plan will be developed and implemented so that the following equipment or systems receive appropriate periodic maintenance. a) life safety warning system b) heating, ventilating and air conditioning systems c) fire suppression systems including sprinklers and extinguishers d) emergency and exit lighting e) hot water tanks f) plumbing systems g) playground and other outdoor support facilities h) fire and exit doors i) video security systems j) key card entrance systems 2. The building envelope will be periodically inspected to insure: a) the integrity of the roof remains intact b) the structural integrity of the facility is not compromised

Establishing Cost Effective Maintenance Planning This ten-year CEFP plan will recommend a preventive maintenance schedule be developed for use by the Board of Education in budgeting maintenance funds more efficiently and effectively. Although unforeseen emergencies always arise in the area of planned maintenance requiring certain expenditures, a long-range preventive maintenance plan will greatly assist the prevention of unanticipated expenditures through the establishment of procedures that will increase the predictability of problems. Goal: To expend available funds in an efficient manner so as to assure an effective facilities management program. Objectives: 1. Both short and long range maintenance plans will be developed to: a. Implement the preventative maintenance plan creating a more proactive approach to maintenance. b. Create a long range replacement schedule for building components based upon their reasonable life expectancy. c. Implement plans so that floor coverings receive appropriate care. d. Originate a cycle for painting of facilities so that all facilities are kept clean and attractive 6. Managing Energy Resources Since 1990, Mercer County Schools has established procedures for managing energy resources such as HVAC system service contracts and installation of state-of-art thermostats. All of the school facilities as feasible in Mercer County contain night setback devices and computer terminals as part of the controls for the heating and cooling systems. As facilities are modified, energy conservation becomes a critical part of our planning. Items such as insulation, windows, HVAC systems and controls, etc., as well as an effective staff training program, are given high priority in order to ensure our best control of our energy resources. Goal: Effective and efficient management of energy resources will be a responsibility shared by the entire school system. Objectives: 1. Energy resources will be effectively and efficiently managed by: a. Developing and monitoring practices designed to provide for the efficient use of heating and air conditioning equipment. b. Eliminating the use of unnecessary lighting. c. Including in the 2010 CEFP a plan to replace existing lighting fixtures with more energy efficient ones where practical.
7 7. Life Cycle Cost Analysis All materials, equipment, appliances, and all other purchases for upgrading and maintaining the physical plants owned by the Mercer County Board of Education are high quality components. Experience has taught us that, in the long run, we will save money if we purchase a high-quality product for a slightly higher initial cost than if we purchase a lesser quality product at a lower initial cost. Maintenance costs quickly consume initial costs savings realized through the purchase of lower quality components. When components are installed, maintenance and custodial staffs are thoroughly trained in proper ways to maintain and service these components. The Director of Maintenance designated staff conduct periodic checks to ensure that mechanical components are being routinely inspected and serviced by the appropriate personnel. Goal: Funds will be expended to purchase, repair or replace building components and equipment after determination is made as to the most favorable life cycle cost. Objectives: a. Strategies will be developed to determine life cycle costs of components and equipment. b. Maintenance costs will be projected and considered as a factor when purchasing. c. Manufactures warrantees and projected useful lives will be information considered when making purchases. 8. Purchasing Practices The Mercer County Board of Education has a policy requiring that specifications be developed for the purchase of all equipment, appliances, and other major facilities components. These competitive bidding procedures effect considerable cost savings while ensuring that an adequate standard of product and quality is met. We have also standardized, to the extent possible, equipment, appliances, and other building components so that interchangeable parts may be used. Limited manufacturing products of HVAC equipment units are used in the county. Likewise, many of the fire alarm systems have been standardized so that routine service can be performed at a considerable cost savings. The Mercer County School System is committed to effecting even more standardized equipment and other building components in the future.

Establishing Staff Training As is required by West Virginia Code 18A-3-9 and West Virginia Board of Education Policy , the Mercer County Board of Education Service Personnel Staff Development Council, in cooperation with the administration, develops programs to increase the skills of employees. In addition, the Board of Education provides specialized training to allow for additional skill development in areas such as electrician, asbestos management, masons, and plumbing. Our employees are a valuable asset and their continuing skill development is extremely important. The Asbestos Management Plan has been developed by county maintenance department staff and approved by the appropriate government agencies evaluating the plan.
