2 B-1 Buildings & Service Maintenance SAFETY, HEALTH AND ENVIRONMENTAL POLICY: B-1 DATE OF ISSUE: AUGUST BUILDINGS AND SERVICES MAINTENANCE 1. Introduction It is widely recognised that buildings are assets which must be maintained to ensure their value is not eroded. However, there are also basic statutory requirements that buildings should be kept safe for their occupants and for those who visit or pass buildings. There are also specific legal requirement to ensure health and safety in respect of issues such as fire, pressure vessels, boilers, lifts and hoists and so forth. Minimum standards of cleaning are also given in legislation, but are included in this policy. The Estates Service is generally responsible for arranging maintenance and their procedures are set out in the Estates Service Code. This also covers liaison between Estates Service and client Schools and Services: for details of these liaison procedure see SHE Policy P-2 "Permits to Work". 2. University Policy a) Buildings and Services Maintenance It is University of Sunderland policy that buildings and their services are maintained in accordance with and to the standard specified in the schedule in Appendix 1 of this policy. b) Portable Electrical Equipment The Estates Service, in addition to the maintenance and inspection of their own equipment, also inspect and maintain a limited quantity of other portable electrical equipment. School and Services not covered by the Estates Service must make arrangements to appoint portable appliance tester in accordance with SHE Policy E-3 "Maintenance of Portable and Transportable Electrical Equipment". c) Fire Safety Log Books Irrespective of any other records kept, all relevant maintenance and inspection must be recorded in the Fire Safety Log Book kept in each building
3 Appendix 1 Defined Areas of Responsibility Undertaken by Estates Services on Behalf of the University of Sunderland Summary Estates Services areas of responsibility have been divided into three specific groupings, to facilitate easier examination, as follows: Building Fabric and External Works All aspects of construction or maintenance relating to building structure, both externally and internally, comprising roofs, walls, windows, doors, floors, finishings, fire precautions and built-in fixtures. Also, all grounds, gardens, paths, features, roads and associated drainage which lie within University boundaries. Electrical Installation or maintenance of electrical services, including high and low voltage installations, distribution of electrical power, lighting, fire alarms, emergency lighting and Estates Services security installations/devices. Mechanical Installation or maintenance of mechanical services including hot and cold water services, space heating systems, water and gas supplies and fittings, ventilation and air conditioning systems, local exhaust ventilation and extract systems, pressure vessels, sanitary accommodation, fire hose reels, hydrants and extinguishers. Note Areas of responsibility lie within defined University boundaries, or as contained within current lease agreements. The following pages highlight the detailed areas of Estates services responsibility together with the relevant legislative guidance applicable to each installation or service.
