1 CITY OF SANTA ROSA CITY HALL WINGS GENERAL SKYLIGHT RESTORATION - - BASE BID 1 A. Summary of work: 1. Information herein is provided as a general overview of the project scope, and as such, does not grant authority for deviation from the manufacturers specifications for product, execution, or quality assurance. References to other documents, test reports, manufacturer requirements, and certifications found within other sections of the City of Santa Rosa contract documents should be considered inclusive to define the overall scope of work to be performed. 2. Definitions: For the purpose of clarification within this scope of work the following terms are defined as listed unless otherwise noted elsewhere in City of Santa Rosa contract documents. a. Contractor: Roofing/Waterproofing. b. Manufacturer: Waterproofing materials providing system. c. Owner: City of Santa Rosa. 3. The following paragraphs are generally applicable requirements for performance of work on this project and are supplements to the contract documents: a. Any construction details for the Scope of Work are as noted. Installation shall conform to manufacturer s specifications which may be designed specifically for this project superseding their printed literature. In the event where provisions of codes, safety orders, Contract Documents, referenced manufacturer s specifications or industry standards are in conflict, the more restrictive and higher quality shall govern. In instances where specific conditions exist that vary from this scope of work, a Manufacturer approved shop drawing to be submitted for consideration to the Owner. Installation shall not begin until approval by Owner has been given. b. Unless otherwise shown or noted, existing, functional and salvageable, sheet metal counterflashings shall be carefully handled to allow reuse after the specified work is complete. Damage done to otherwise salvageable metal flashings shall be repaired via replacement with new metal in the damaged area. c. All due precautions will be taken to prevent disruption to the occupancy of the facility interior or grounds. Every effort will be employed to prevent additional damage to the existing assembly while working in an adjacent area, point overloading and damage to areas not in this scope of work. d. During periods of precipitation perform at least daily interior building inspections for leaks in the area of Work. Owner s representative will inform Contractor about known leaks. Should there be any such leaks; the Contractor shall repair them immediately to prevent interior building damage. All leak related damage to the building under Work areas shall be repaired to the satisfaction of the Owner. e. Maintain a complete set of manufacturer specifications and drawings during the course of work. f. All demolition/tear-off Work, solvent based or fume producing Work and Work interfering with the normal operations of the facility will be coordinated with the Owner prior to start of Work, except such Work as is necessary for the proper care and protection of Work already performed, or except in a case of an emergency, and in any case, only with the written permission of the Owner. B. Work to be performed: 1. Skylight Restoration: a. Metal framed skylights with safety glass incorporating past repairs that included urethane sealant. Skylights are set on sloped wood curbs at the interior of skylight and terminated on the exterior of skylight at the pre-cast concrete wall. b. The scope of work is preparation and repair of the existing skylight framing/sealant/glass panel assembly to provide an aesthetically pleasing waterproofing assembly with an anticipated minimum life span of ten (10) years. This shall include installation of a preformed silicone elastomer extrusion and all designated accessory items to provide manufacturer's warranty. c. Verify all existing conditions relative to fulfill contract documents and installation of roof system per intent of contract documents. C. Submittals: Submit the following for contract officer review and approval: 1. Product data sheets, shop drawings and literature verifying physical properties and performance parameters of materials. Deliver materials in original sealed containers, clearly marked with: Manufacturer s logo and full product name. E. Protect all materials from freezing and other damage during transit, handling, storage and installation. F. Match existing components when possible. All replacement components to meet current code and industry standards for size, quality and applicability. G. Reasonable access for all operations to be provided by Owner. 1.1 REGULATORY & PERFORMANCE STANDARDS A. Compliance for Design: 2010 California Building Code (CBC Title 24) B. Performance standards: American Society for Testing and Materials (ASTM): Reference latest revisions of standards unless otherwise indicated. 1.2 WARRANTY & QUALITY ASSURANCE A. Skylight Restoration: 1. Manufacturers 10 year covering defective material. 2. Contractor 3 year labor/workmanship warranty. 3. Quality Assurance: a. Contractors project superintendent to complete attached daily inspection form complete with photos. Provide copies to owners designated representative. b. The Owner shall make periodic roof inspections and inspect the completed Work with the contractor. Any defects in the application will be in the form of a punch list or inspection report. c. Manufacturer inspections as required for warranty. 2.0 PRODUCTS A. Components to meet current code and industry standards for size, quality and applicability as required by shingle manufacturer for proper installation to meet project warranty. Primary materials are listed below. All additional components required to meet mfg. & code requirements will be provided. 2.1 WOOD A. Not Applicable. 2.2 FASTENERS A. Fasteners as required to repair skylights. 2.3 SKYLIGHT RESTORATION - A. Mfg: Dow-Corning. B. Primer: As supplied and required by mfg. for installation and project warranty. C. Cleaners: As supplied and/or required by mfg. for installation and project warranty. D. Preformed Silicone Extrusion: 1. Product: Dow Corning 123 Silicone Seal. 2. Description: Custom-designed, multi-dimensional, shaped silicone seals fabricated from elastomer silicone extrusions for bonding to substrates with silicone sealant. Dimensions: Contractor to measure and provide manufacturer with dimensions for prefabricated extrusions to fit existing metal skylight frame & mullions. 5. As Supplied Cured Rubber Extrusion: ASTM D Day Sealant Cure 0.5 Joint, 1.5 Wide Silicone Strip, Bonded w/silicone Building Sealant - ASTM C 1135, ASTM C 719: 7 Unprimed Adhesion of Silicone Strip, Bonded w/silicone Building Sealant - ASTM C 794, ASTM C 719: Peel Strength: (Dow Corning 795) 25 pli / 4.38 N/m. E. Sealant: 1. Product: Dow Corning 795 Silicone Building Sealant. 2. Description: Neutral, one part silicone sealant. 3. Function: Used to bond preformed silicone elastomer extrusion to form elastomeric cover for skylight frame seams, transitions and penetrations. 4. Applicable Standards. Meet or exceed: a. Federal Specification TT-S A (COM-NBS) Class A. b. Federal Specification TT-S-230C (COM-NBS) Class A. c. ASTM C-920, Class 50, Type S, Grade NS, Use NT, G,A,O. d. Staining of Masonry ASTM 1248: None. 2.4 ACCESSORIES A. Additional accessories as required to complete work and manufacturers requirements for installation and warranty. 3.0 INSTALLATION - GENERAL A. Preparation requirements: 1. Verify any additional surface preparation relative to inspection and treatment of defects in the structural integrity and receiving surfaces is in accordance with good waterproofing practices. 2. Verify substrate is suitable surface to receive and hold the materials referring to manufacturers recommendations and/or requirements. 3. Comply with applicable manufacturers published instructions. Clean substrate of dust, debris, and other substances detrimental to adhesion. This includes thoroughly clean surface in a manner to remove loose materials, dirt and other debris to provide a clean dry surface for optimal application and adhesion. 4. Complete all openings or projections prior to repair installation. 5. Primer: As required by material manufacturer. B. Installation requirements: 1. Completed installation shall consist of indicated components. 2. Follow the manufacturer s requirements as they pertain to manufacturer s warranty. If a conflict exists verify acceptability/compatibility from the manufacturer prior to installation. 3. Install materials per mfg. requirements. Inspect for any deficiencies. 4. Install to insure proper application per scope of work and or additional manufacturer requirements. 5. Areas not meeting criteria to be reapplied or reinstalled. 3.1 INSTALLATION DEMOLITION A. Pre-construction requirements: 1. Contractor shall not proceed with any removal or installations until all submittals, certifications, required pre-constructions conferences, changes or variations in project specifications have been submitted, conducted and approved for start. 4 CITY OF SANTA ROSA CITY HALL WINGS 6-10 B. Site conditions: 1. Submit to Owner a video or photographs and a written report of existing interior and exterior damage, leakage etc. 2. Provide an employee to monitor interior conditions any removals, replacements or other critical operations that may expose the occupants or property to hazard. Contractor to coordinate activities with owner. 3. Provide protection to occupants, interior activities and property unless otherwise directed by project documents or in writing by the Owner. 4. Wherever surface preparation, patching/repair, priming or coating is being performed, all walks, stairs, floors, plants or shrubbery, or other exposed surfaces and items shall be carefully protected from damage. 5. All supplies, equipment, materials, coatings, containers, etc. shall be stored in an orderly manner, carefully arranged and adequately protected. C. Demolition - general: 1. When inclement weather threatens, cease removal work and return to a watertight condition and dry in at the end of the day. 2. Coordinate demolition with other trades. 3. Only commence installation of after all maximum roof loads have been confirmed to insure that no point loading occurs beyond structural limits set by owner. 4. No removal structural supports without direct approval from Owners Structural Engineer. Immediately report any structural deficiencies to Owner and cease work until authorized by Owners Structural Engineer. D. Demolition - removals: 1. As required to complete scope of repairs / restoration. E. Demolition - Equipment / Electrical disconnects and removals: 1. Bid to include all associated cost relating to disconnect, reconnect including any necessary raising of gas lines, electrical conduits, refrigeration lines, condensate lines, duct work to accommodate installation of work. 2. Electrical conduit and junction boxes located on the roof deck and walls. Remove and/or prepare all materials without damage to electrical. Do not proceed with work until: a. Determine if existing electrical is live or abandoned, meet current regulatory requirements. b. Mark all live junction boxes prior to installation. Reconnection and disconnect as required to safely install repairs by a licensed electrician under separate contract. 3.2 INSTALLATION SKYLIGHT REPAIR A. Examine the areas and conditions under which Work will be performed. Conditions detrimental to timely and proper completion of the Work shall be brought to the attention of the Owner for resolution prior to proceeding. Incorrectly installed materials requiring changes will be at Contractor's expense. 1. Prepare all surfaces per mfg. requirements including application of primer, extrusions and sealants. All deficiencies, regardless of trade, must be corrected prior to application. Do not proceed until all areas have been inspected and approved by quality assurance representative. 2. Perform an adhesion test on all surfaces, per manufacturer s direction, prior to start of full repairs. 3. Beginning of installation means acceptance of existing conditions. B. Protect skylights & concrete walls from environmental conditions. Failure to protect the skylights, walls, accessories and sealants will result in the removal of damaged materials. Skylight frames / mullions: Clean, remove or cut back existing repairs/sealant to provide smooth surface/transition for application of silicone extrusions. 2. Skylight glass: Remove / cut back existing skylight frame sealant/coating from skylight glass to provide a smooth surface for application of silicone extrusions. 3. Cleaning: Per mfg requirements and allow too dry thoroughly. 4. Masking: Apply masking tape outlining area where silicone seal will be applied. 5. Do not apply additional materials until after repairs have fully cured. 6. Perform adhesion test in accordance with ASTM C1193, Method A, to determine if primer is required to achieve adequate adhesion. D. Installation: 1. Install new specified prefabricated silicone extrusion to encapsulate designated skylight frame / mullion assemblies. 2 Apply primer as required. 3. Sealant: Apply bead of 795 silicone sealant on each side of joint and 1/4 inch (6 mm) inside masking tape. 4. Bead size: As specified by manufacturer. 5. Minimum bonding area: 3/8 inch (9 mm). 6. Silicone seal: Per Mfg. requirements. 7. Complete horizontal joints prior to vertical joints unless otherwise directed by manufacturer. 8. Reapply any improperly applied and/or defective materials or areas of application not meeting specified rates of application and dried mil thickness. 9. Allow curing thoroughly per manufacturer s instructions. Inspect for defects. E. Isolate between aluminum and dissimilar metals with a protective coating or plastic strip to prevent electrolytic corrosion. 3.3 DETAIL DRAWING LEGEND A.
