We seek a creative, dynamic and progressive leader to fill the position of Dean of Academics and Workforce. The successful candidate will possess outstanding leadership and administrative abilities, excellent communication and interpersonal skills, and a demonstrated commitment to excellence in teaching and student-centered learning and results. The Dean will have a central role in leading OCCC through the independent accreditation process. Oregon Coast Community College's mission is to equip students for success by providing educational pathways and supports in response to the diverse needs of our community. Through accessible and engaging programs, we enrich the economic and civic vitality of Lincoln County and beyond. OCCC is on the path to independent accreditation (currently our programs and services are accredited through an agreement with Portland Community College) and we have plans for expansion to further fulfill our mission. Executive level leaders at OCCC are highly committed to collaboration and working as a team to fulfill our mission and advance our strategic framework of Big Five Ideas. 2 GENERAL NARRATIVE DESCRIPTION OF POSITION Reporting directly to the President, the DAW leads regional accreditation and strategic planning for all areas of instruction and workforce development; has primary leadership responsibility for planning, implementing, evaluating, and continuously improving the College s credit education programs and non-credit workforce development programs; and carries out other duties and responsibilities as assigned by the College President. Supervises the hiring, evaluation, and continued employment of faculty and staff pursuant to Collective Bargaining Agreements. ESSENTIAL JOB FUNCTIONS 1. Leads the development, assessment and enhancement of all credit instructional programs/curriculum. 2. Leads workforce education and economic development for the College. Works with industry and faculty to develop and support superior Career and Technical education, contract education and professional continuing education offerings. 3. Supports and supervises faculty: recruits, develops, supports, assesses. May supervise others including managers, staff, or students. 4. Leads accreditation work: as Accreditation Liaison Officer with NWCCU, Instruction/Academic Services liaison with Portland Community College, ensures that all academic and instructional areas meet NWCCU standards. 5. In close collaboration with Dean of Students (DOS), leads and ensures the tight linkage and effective functioning of essential academic and student support services and programs. With DOS ensures compliance with all Board, State and Federal policy and regulations (Title IX, ADA, etc.). 6. Integral member of the Executive Leadership Team. *The list of essential functions is intended to be representative of the tasks performed by this position. The omission of an essential function does not preclude management from assigning duties not listed herein if such functions are a logical assignment to the position. SUPERVISION AND LEADERSHIP 1. Collaborates with the community to understand and meet the educational and workforce needs of Lincoln County. 2. Supervises managers, faculty, classified staff, and/or student staff. Responsible for developing and maintaining a positive culture for and among faculty and staff that supports and advances College values. Works with all faculty (full-time and part-time) to develop and enhance shared governance structures. 3. Oversees and participates in the recruiting, selection, professional development, and evaluation of all faculty. Hires, evaluates, trains, disciplines and recommends dismissal of staff as necessary. 4. Provides leadership and direction to the College's curriculum development process and learning and teaching initiatives. 5. Leads the development and management of budgets in assigned areas of responsibility; strategizes, anticipates, and secures resources for programs and operational improvements. 6. Advises and responds to questions from College departments and external agencies regarding complex issues or policies impacting assigned programs and services. Investigates, addresses and resolves problems, grievances, and complaints related to instruction, academic services, and workforce development.
3 INSTRUCTION 1. Leads planning, implementing, evaluating, and modifying of programs, processes, and operations related to instructional programs and academic services. Heavy emphasis on developing processes for assessment of student learning, program review, and assessment based improvement. 2. Oversees curriculum development and delivery, including the implementation of systems improvements in educational programs and instructional delivery systems. 3. Leads the development of the academic master plan and strategies, methods and tools for assessment. 4. Leads the expansion of on-line learning. 5. Leads and expands articulation and direct academic relationships with school district and other institutions of higher education. WORKFORCE 1. Provides primary leadership in fulfilling the workforce training and economic development needs of local and regional business and industry through leadership, communication and liaisons with private and public sector educational and training providers. 2. Provides direction and oversight of program-level accreditation including communication of accreditation issues, time frames, data collection and reporting. 3. Creates and maintains strategic alliances with economic development and workforce entities, corporations, community groups, labor unions and political bodies, etc. ACCREDITATION 1. Together with the President, will lead the College to independent regional accreditation with the Northwest Commission of Colleges and Universities (NWCCU). 2. Serves as the accreditation liaison officer for the college with the NWCCU; oversees and resolves academic/instructional issues related to accreditation. 3. Works with other College leadership to ensure all areas are progressing towards independent accreditation in a synchronized and timely manner. IN COLLABORATION WITH DEAN OF STUDENTS 1. Provides leadership in problem-solving and promoting operational systems improvements. 2. Implement the Big Five Strategic Framework in a coordinated and integrated fashion, ensuring student services keep pace with enrollment and program growth. 3. Providing leadership and vision in the continuous planning and development of distance education programs and instructional and student support services. 4. Oversees Library and Media Services, Institutional Effectiveness, High School and Degree partnerships. 5. Supports Registrar functions to ensure coordinated and effective outputs in Catalog, Scheduling, Curriculum Input and approval processes. 6. Establishes, monitors, evaluates, and modifies processes, procedures, and/or standards, ensuring alignment with the College s mission, values, goals, and objectives, as well as all local, state, and federal laws and regulations. Monitors programs to ensure compliance with applicable accrediting bodies.
4 EDUCATION & EXPERIENCE Minimum Qualifications (must have to be considered) Master s degree in a discipline related to the mission and programs of the College from a regionally accredited college or university. Minimum 3 years recent, demonstrated experience in an academic leadership position with progressive responsibilities. Expert level communication skills. Preferred/Special Qualifications (some combination of the following is preferred, but not required to be considered) Experience effectively mentoring faculty in a positive and professional manner, and assessment of faculty performance using best practices. Expertise in NWCCU Accreditation standards and processes. Experience in the implementation of assessment of learning outcomes (course, degree, institutional) and program review, as relates to NWCCU standards. Demonstrated, recent administrative experience overseeing the successful delivery of credittransfer or career and technical education programs or workforce development programs at a higher education institution. Demonstrated experience actively participating in the collective bargaining process. OCCC is especially interested in qualified candidates who can contribute, through their experience, their leadership, their service or research, to the diversity and excellence of our College. WORKING ENVIRONMENT & PHYSICAL REQUIREMENTS The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Travel between College sites and other locations may be required as needed. Periodic travel and overnight stays outside of Lincoln County may be required for meetings, professional development, and other purposes. Light physical exertion with occasional, moderate lifting, bending, stooping, and pulling. Ability to carry equipment and tools of moderate weight, using arms and hands. Mobility to move between offices, classrooms, and floors. Ability to hear the conversational voice and effectively communicate responses. Visual acuity to read and evaluate student work and complete and maintain various types of records. **The use of tobacco and smoke-emitting materials and devices including electronic cigarettes is prohibited on all of the college s campuses, including OCCC s building exteriors and parking lots.
