Initial salary placement is typically between Steps A ($8,463.73) and Step C ($9,289.48) with six (6) years of verifiable, directly related experience. Promoted or transferred employees will be placed as specified in the CBA. This position is FLSA Exempt (does not accrue overtime). Annual Salaries will be recalculated for service less than a full academic year based on Education Code 87815, any required adjustment will be made on the first pay period. This is a designated educational management position. Benefits will be provided under the terms of the Management Agreement. The incumbent will be considered for contract renewal on a yearly basis and is eligible for administrative retreat rights in accordance with the Management Employees Handbook. Travel reimbursement for interviewees traveling more than 200 miles, one way, will be paid according to geographic location (see SDCCD Travel Stipend Policy, Rev 7/14/2011). Relocation expenses up to $5,000 may be provided. Applications are now being accepted for the position of Dean, Institutional Effectiveness at San Diego City College. One of three colleges in the San Diego Community College District, City College is an urban campus, minutes away from a world class zoo and Balboa Park, providing academic and career technical offerings to meet the needs of a diverse student population. The anticipated start date for the position is June Under the direction of the College President, plan, organize, and direct systems and processes for all aspects of Institutional Effectiveness to include research, integrated planning (program review, evaluation, and resource allocation), strategic planning, learning assessment, grant support, and related research and planning per the College s research agenda in support of its culture of inquiry. Major Responsibilities Plan, organize, coordinate, manage, and evaluate all institutional effectiveness processes. Using the participatory governance model, advance the College s research agenda and research studies (including data development, analysis and report writing) to identify implications for College practices. Support faculty interests in developing and submitting grant applications, including coordinating related data needs. Coordinate a systematic and integrated institutional planning process that is aligned with accreditation, the campus strategic and master plans, and other planning related requirements. Sustain and further develop the College s culture of inquiry within the institution and support the development and assessment of college wide institutional goals, student learning outcomes, and administrative support outcomes. Manage and coordinate the collection, analysis, and reporting of data related to institutional effectiveness as needed for internal and external entities including, but not limited to, student equity, enrollment, and student success. Coordinate timely responses to external agencies and other ongoing college efforts to measure effectiveness. Serve in leadership roles on committees related to integrated planning and evaluation, as assigned. Coordinate college wide systems of academic and service area program reviews; administer the online accountability management system; provide orientation and support to programs and services areas in understanding and completing the program review process. Serve as the College s liaison in matters related to institutional effectiveness, including serving on the District Strategic Planning Committee. Collaborate with the District, campuses, and other colleges on matters relating to strategic planning, institutional effectiveness, and accreditation. Screen, interview, select, assign, supervise and evaluate professional and classified staff for the Office of Institutional Effectiveness; plan, coordinate and provide orientation and in service education for professional development of assigned staff. Develop annual budget recommendations according to established procedures; monitor and control assigned budgets. Prepare reports and make presentations as necessary; assure the preparation, distribution and maintenance of required reports, records and files. Qualifications MINIMUM QUALIFICATIONS In compliance with policies adopted by the Board of Trustees, applicants for this position must show evidence of the following minimum qualifications: Possession of a Master s degree from a regionally accredited institution AND one (1) year of formal training, internship, or leadership experience 2/5

3 one (1) year of formal training, internship, or leadership experience reasonably related to the administrator s assignment; OR, Possession of a lifetime California Community College Supervisor Credential. Applicants will ideally possess the following: Three years of increasingly responsible experience reasonably related to the assignment. An understanding of the teaching/learning process, student services, and institutional effectiveness practices and processes within the context of institutions of higher education. Experience in development and implementation of strategic planning processes and systems. Experience with integrated planning, evaluation, and resource allocation processes and systems. Experience with development, assessment, and analysis of student learning outcomes and administrative unit outcomes leading to a continuous cycle of improvement. Experience with accreditation at a leadership level, and specifically related to institutional effectiveness. Knowledge: Formal education or training in research, assessment, and planning, particularly related to institutions of higher education. Knowledge of electronic and print research resources relative to educational research, planning, and leadership. Knowledge of computer software available for various research, tracking, reporting, and documentation activities. Knowledge of local, state, and federal laws governing community college districts. Skills and Abilities: Skill in facilitation of group planning activities and training. Skill in administering and advancing integrated planning, evaluation, and resource allocation systems. Demonstrate analytical and assessment abilities. Proven leadership skills within a robust participatory governance environment, leading to measurable improvement of practices. Communicate effectively both verbally and in writing. Experience working on behalf of diverse and underserved populations.
