1 VIII. RESPONSIBILITIES AND FUNCTIONS OF COLLEGE ADMINISTRATIVE OFFICERS The President s Cabinet and the Executive Committee are two of the administrative bodies charged with leading and coordinating the work of the institution. The President s Cabinet is chaired by the President and includes the Vice President, Associate Vice President of Operations, Quality Assurance and Human Resources, Bursar, Academic Deans, Registrar, Director of Planning and Institutional Effectiveness, Director of the Virgin Gorda Centre, and Director of the Student Success Centre. The President, Vice President, Associate Vice President of Operations, Quality Assurance and Human Resources, and Bursar comprise the Executive Committee. PRESIDENT The President is the Chief Executive Officer of the College and is responsible for executing the mission of the institution. The President represents the College before the public, presides at all public academic occasions, represents the College on the Board of Governors, renders an annual comprehensive report to the Board that includes the annual audited financial statement, and presents the annual budget of the College. The President is the academic and administrative head of the College, and is responsible for the operation, administration, supervision, maintenance and promotion of the College programmes, as well as for the introduction of such measures, mechanisms and procedures as are necessary for the effective discharge of the institution s functions. The President is also responsible for the recruiting and hiring of faculty and staff. The Vice President(s), Academic Dean(s), Bursar, Registrar, Academic Coordinators, Department Heads and other members of the faculty and staff may share this responsibility by making available to the President any relevant information they may possess concerning available candidates. The President exercises such specific powers as are vested in the position by the British Virgin Islands Community College Act, 1990 as amended ("the College Act") or by direct action of the Board of Governors. The College Act, Section 16, states: Without prejudice to any other functions conferred or imposed upon him/her under the provisions of this Schedule, the President shall be responsible for; a) the implementation of policy pursuant to section 17 (see College Act, page 66); b) the operation, administration, supervision, maintenance and promotion of the College programmes, as well as for the introduction of such measures, mechanisms and procedures as are necessary for the effective discharge of these functions; c) the provision of leadership in matters relating to the curriculum of the College; d) the promotion of the interest of the College within and outside the Territory; and e) exercising such other powers conferred on, or duties delegated to, him by the Board in accordance with this Act. 14
2 VICE PRESIDENT The Vice President is the second-ranking officer of the College and leads the academic and student affairs functions. ASSOCIATE VICE PRESIDENT OF OPERATIONS, QUALITY ASSURANCE AND HUMAN RESOURCES The Associate Vice President takes responsibility for quality assurance of the College and provides leadership and support for the advancement of the College. The Associate Vice President is also responsible for human resources administration and the facilities department. BURSAR The Bursar is the Chief Financial Officer for the College and is responsible for all financial and business operations to ensure operational efficiency and cost effective resource utilization in all functions. DEAN OF ARTS, SCIENCES AND GENERAL STUDIES The Dean of Arts, Sciences and General Studies provides instructional leadership consistent with the College s mission and priorities and ensures the effective operation of specified academic and instructional departments. DEAN OF WORKFORCE TRAINING The Dean of Workforce Training provides instructional leadership for the Workforce Training Division consistent with the College s mission and priorities and ensures the effective operation of specified instructional departments and training services. REGISTRAR AND DIRECTOR OF ENROLMENT MANAGEMENT The Registrar & Director of Enrolment Management is responsible for the overall planning, organization, and coordination of the admissions and academic records function of the College. The Registrar provides leadership and vision for the department including the development of policies and procedures for the whole enrolment management function. DIRECTOR OF OUTCOMES ASSESSMENT The Director of Outcomes Assessment implements the College's student learning outcomes assessment plan by facilitating instructional assessment efforts among faculty and staff and works collaboratively with the Director of Planning and Institutional Effectiveness to ensure that assessment initiatives are successfully integrated into the College s institutional effectiveness plan and aligned with the institution s strategic goals and accreditation standards. 15
3 DIRECTOR OF PLANNING AND INSTITUTIONAL EFFECTIVENESS The Director of Planning and Institutional Effectiveness is responsible for data gathering, analyzing and disseminating institutional research, and developing institutional effectiveness programmes in line with the College s mission and priorities. DIRECTOR OF THE VIRGIN GORDA CENTRE The Director of the Virgin Gorda Centre provides leadership consistent with the College s mission and priorities, helps to set the vision and goals for the Centre, and ensures the effective operation of the Centre including instruction, training, library services, security, and maintenance and staffing. DIRECTOR OF THE STUDENT SUCCESS CENTRE The Director of the Student Success Centre promotes the success of the student body by identifying issues and coordinating services relevant to student success. The Director provides direction, leadership, and day-to-day management of services such as counseling, workshops, and student life activities. DIRECTOR OF THE LEARNING RESOURCE CENTRE The Director of the Learning Resource Centre serves as the Chief Librarian and provides leadership and vision for the Learning Resource Centre and creates a plan to achieve this vision. DIRECTOR OF INFORMATION TECHNOLOGY The Director of Information Technology oversees all academic and administrative computing. The Director of IT is responsible for the strategic planning and budgeting for all computing equipment and software. DIRECTOR OF COMMUNICATIONS, PUBLIC RELATIONS AND MARKETING The Director of Communication s, Public Relations and Marketing provides strategic leadership, marketing, and communications counsel as a member of the administrative team. DIRECTOR OF BUILDINGS AND GROUNDS/PHYSICAL PLANT The Director of Buildings and Grounds/Physical Plant oversees all aspects of facilities management for the College, its outlets, and the Virgin Gorda Centre, including, but not limited to custodial, maintenance, logistics, capital improvements and grounds services. 16
4 DIRECTOR OF THE CENTRE FOR TEACHING AND LEARNING The Director of the Centre for Teaching and Learning ensures high-quality educational experiences for students at the College through professional development and support for faculty, curriculum development and standardization, and facilitation of academic support of students. DIRECTOR OF THE CULINARY ARTS PROGRAMME The Director of the Culinary Arts Programme is responsible for implementing curriculum and policies, supervising faculty, and coordinating student services; maintaining an overview of programme administration, including accreditation and compliance; and as the lead instructor, integrating education into operations. DIRECTOR OF STUDENT LIFE AND SPECIAL EVENTS The Director of Student Life and Special Events oversees all extracurricular activities such as student athletics, club, and leadership programmes. The Director of Student Life and Special Events is responsible for the administrative function of this department. DIRECTOR OF VIRGIN ISLANDS STUDIES INSTITUTE The Director of Virgin Islands Studies Institute lead and direct the Virgin Islands Studies Programme which is charged with research, teaching, community education, and collection of resources related to Virgin Islands history, culture and contemporary issues. HUMAN RESOURCES MANAGER The Human Resources Manager advises and assists in the planning, directing, and coordinating of human resource management activities of the organization to maximize the strategic use of human resources and maintain functions such as employee recruitment, compensation, personnel policies, and compliance. MANAGER OF WEBSITES AND PUBLICATIONS The Manager of the Websites and Publications Department oversees and supervises the daily operation of the department while providing support and advice to superiors and staff on print and design issues. BOOKSTORE MANAGER The Bookstore Manager supervises the Bookstore, identifies needs, purchases textbooks, merchandise, supplies, and equipment at the best price; operates the store on a self-sustained basis to sell books and merchandise to students and the general public; and maintains an inventory. 17
5 CAFETERIA MANAGER The Cafeteria Manager is responsible for the general supervision of all activities in Cafeteria, including production and customer service. COORDINATOR OF AUDITORIUM EVENTS AND SPECIAL PROJECTS The Coordinator of Auditorium Events & Special Projects is responsible for planning, managing and supervising events that take place in the Auditorium, as well as coordinating the Performing Arts Series and the rental of College facilities. SENIOR EXECUTIVE ADMINISTRATIVE OFFICER / COORDINATOR OF CENTRE FOR PROFESSIONAL DEVELOPMENT AND COMMUNITY EDUCATION The Senior Executive Administrative Officer / Coordinator of the Centre for Professional Development and Community Education is responsible for providing entrepreneurial leadership and administrative support for the identification and delivery of training, career enhancement, personal enrichment, and continuing education courses, programmes and services to address the existing, new and changing needs of employers with the public and private sectors, as well as individual clients within the BVI community. HEAD OF THE BUSINESS AND COMPUTER STUDIES DEPARTMENT The Head of the Business and Computer Studies Department is responsible for leading the department towards the achievement of the department s mission. The Department Head provides leadership in curricular issues, customer service and human relations and ensures that suitable educational offerings are delivered at a high standard. HEAD OF THE HUMANITIES, SOCIAL SCIENCES AND COMMUNICATIONS DEPARTMENT The Head of the Humanities, Social Sciences and Communications Department is responsible for leading the department towards the achievement of the department s mission. The Department Head provides leadership in curricular issues, customer service and human relations and ensures that suitable educational offerings are delivered at a high standard. HEAD OF THE MATHEMATICS AND NATURAL SCIENCES DEPARTMENT The Head of the Mathematics and Natural Sciences Department is responsible for leading the department towards the achievement of the department s mission. The Department Head provides leadership in curricular issues, customer service and human relations and ensures that suitable educational offerings are delivered at a high standard. HEAD OF THE TEACHER EDUCATION DEPARTMENT The Head of the Teacher Education Department is responsible for leading the department towards the achievement of the department s mission. The Department Head should provide leadership in curricular issues, customer service and human relations and ensures that suitable educational offerings are delivered at a high standard. 18
6 HEAD OF TECHNICAL STUDIES DEPARTMENT The Head of the Technical Studies Department is responsible for leading the department towards the achievement of the department s mission. The Department Head provides leadership in curricular issues, customer service and human relations and ensures that suitable educational offerings are delivered at a high standard. IX. GUIDES FOR SELECTED POSITIONS DESCRIPTIONS/RESPONSIBILITIES AND FUNCTIONS ACADEMIC DEPARTMENT HEADS The Department Head shall coordinate the specialized functions of the department on advice of the Academic Dean. The Department Head shall teach and serve for two years on a rotational basis at the discretion of the President, and shall be directly responsible to the Academic Dean. Responsibilities and functions of Department Heads include the following: 1. Advise department programme majors, with assistance from departmental faculty, throughout the planning of individual programmes and the selection of courses. 2. Plan and implement appropriate orientation activities for department faculty, and propose faculty development activities for refinement and funding within the department. 3. Resolve student problems involving programme/class schedule and grading, and mediate disputes between and among students and faculty. 4. Restructure and upgrade the department course outlines on a regular basis. 5. Demonstrate administrative and instructional leadership through exemplary organization, teaching, advising, and approving syllabi of all courses taught within the department. 6. Coordinate official hours and schedules for the department faculty in collaboration with the Academic Dean. 7. Call and preside over the regular meetings of the department faculty. 8. Collaborate with the Academic Dean in the assignment of faculty to courses. 9. Coordinate the revision and submission of accurate catalogue data and class schedule. 10. Work with the department faculty in identifying emerging needs and appropriate candidates for appointments for recommendation to the Academic Dean. 11. In consultation with the Academic Dean, recommend faculty to the Academic Rank Committee for promotion according to the established criteria and procedures. 12. Assume responsibility for the preparation of a preliminary department budget proposal, management of the approved budget, and planning for and prioritizing anticipated needs. This budget should be presented to the College Bursar through the Academic Dean. 13. Assume joint responsibility with the Director of Student Success, Registrar, Academic Dean, Vice Presidents, and the President for planning and implementing recruitment, retention, image enhancement, and other marketing activities beneficial to the department and the College. 19
