Notice No. : JHS/CCTV/412 dated Procurement, Installation, Commissioning of the CCTV Cameras and Video Surveillance Systems (using Video Management Software) at various locations in Jhansi Cantonment Area Jhansi Cantonment Board invites Expression of Interest (EOI) for the Procurement, Installation, Commissioning of the CCTV Cameras and Video Surveillance Systems (using Video Management Software) at various locations in Jhansi Cantonment Area. Objective of the EOI is to short list eligible bidders for second stage of the process who have requisite technical and financial capacity for undertaking the project. EOI document can be downloaded from our website However at the time of submitting the EOI document, the Bidder is required to submit a demand draft for an amount of Rs. 2,000/ (non refundable) in favour of 'The Chief Executive Officer, Cantonment Board, Jhansi' payable at Jhansi. 5 1.1 About Jhansi Cantonment Board 1. INTRODUCTION Jhansi Cantonment Board (hereinafter called "the Board" is an autonomous body works under Ministry of Defence, Government of India. The Board is having its office at Subhash Marg, Jhansi Cantt (U.P.). The Board manage and maintain civic amenities in civil area of Jhansi Cantonment which is spread about 58 acres. 1.2 Project Vision Vision of the project is to implement holistic and integrated video surveillance system in Jhansi Cantonment. The system shall help- Support police to maintain Law and Order Act as an aid to investigation Improve Traffic Management Help in deterring, detecting and thus dealing with criminal activities Address threats from Terrorist attacks Attain faster turnaround time for crime resolution and proper investigation Monitoring of suspicious people, vehicles, objects etc. with respect to protecting life and property and maintaining law and order in the city Continuous monitoring of some vital installations / public places in Jhansi Cantonment area for keeping eye on regular activities & for disaster management support The Proposed video surveillance system will enable the above by following: Providing alerts / feedback to the Police Department about abnormal movements / suspicious objects etc. Better Management of Security breaches based on alerts received from system Improved turnaround time in responding to any investigation case, faster access to evidence in case of security breach, law violation in the prescribed areas. 1.3 Project Coverage Jhansi Cantonment Board intends to implement security and surveillance system in the areas within its jurisdiction for following pockets, in consultation with Local Military Authorities and Police Department Sadar Bazar Topkhana Bazar Lalkurti Bazar Typical types of Locations to be kept under surveillance are Entry and Exit points of the Cantonment Toll Nakas Important Chowks Traffic Junctions Important Road Stretches (accident prone areas) Entry/Exit of Schools, Key Residential Places, Market Places Vital installations in the civil area Inside Cantonment Schools and hospital Cantonment Pump Houses P a g e 3

6 2. SCOPE OF THE PROJECT 2.1 Key Highlights The proposed video surveillance system will involve setting up of IP based outdoor security cameras across various locations in the Cantonment Area. The video surveillance data from various cameras deployed will be stored and monitored at Command control centers and Viewing center which shall be decided later. Key highlights of the scope of work of the successful System Integrator are as follows: Area : Approx 58.0 acres Cameras : Command Control Centers : Viewing Centre : Storage of feeds : Viewing & Storage Frames : Project Go Live Period : Maintenance & Operations Support : 200 (may be increased or decreased) 01 (One) 01 (One) 30 days storage of video feeds 15 FPS during movement period & 8 FPS during no movement period 4 months from the date of work order For 5 years from the Go Live date 2.2 Scope of Work From the overall scoping perspective, project requirements have been classified into the following main components Surveillance Equipment The project includes surveillance of about 50 locations (200 cameras) across Jhansi Cantonment Area. These locations would get covered through different types of surveillance cameras including Fixed Box Camera and PTZ Cameras. The Audio facility of all CCTV cameras (to capture audio from the field) may need to be kept disabled and the Board should take appropriate decision in this regard from the perspective of privacy. The System Integrator (SI) shall asses the feasibility to use any existing electricity, phone or advertisement poles that are under Board s jurisdiction during initial site surveys. SI shall also asses the feasibility of leveraging other structures such as areas under a bridge or billboards. For the locations identified for re-purposing the existing poles or structures, an agreement shall be signed between the SI, Jhansi Cantonment Board, MES, Station Headquarters, BSNL and other relevant stakeholders for use of the facility for the Jhansi Cantonment CCTV Surveillance Project. No advertisement rights shall be given to the SI on poles. Select locations would be identified for placing Radar based Speeding Vehicle Detectors, integrated with CCTV Cameras to capture vehicle number plate & photographs. These would be ANPR cameras that would be expected to work at 60 FPS. Multilane, double sided ANPR cameras with speed calculation features to be preferred. If ANPR recognition fails, these cameras should at least be able to capture an clear image of license plate for investigation purposes. P a g e 4

7 2.1.2 Help Desk and Facility Management Services As part of Facilities Management System (FMS) the Command center to have dedicated man power, to be provided by the System Integrator to troubleshoot & solve issues / problems. The FMS shall be supported by a centralized helpdesk, to be located near the Command Center. This Helpdesk shall be the single point of contact for complaint management & resolution for all the users of the surveillance system. This helpdesk shall be integrated with the Enterprise Management System. P a g e 5

8 3. ELIGIBILITY CRITERIA To encourage participation, the Eligibility Criteria for the Jhansi Cantonment CCTV Surveillance project is as below: 1. The bidder (or all consortium partners) must be a registered company in India, registered under the Companies Act The bidders should be OEM or its authorized agent operating in India for the last five years as on 31/03/ The bidder (prime bidder in case of consortium) should have overall revenue (gross income) of minimum Rs. 5.0 Crore from IT/ITES/Telecom or Public Infrastructure Projects in each of the last 3 financial years as on 31/03/ The bidder (or all consortium partners) should have a positive net-worth as on 31/03/ The bidder (prime bidder in case of consortium) should have a valid ISO 9001:2008 or should an SEI CMM Level 3 (or above) certification. 5. The bidder (or all consortium partners) should submit valid documentary proof of Sales Tax/VAT registration number and the details of income tax registration (PAN). 6. The Company must be well established in the area of Security Surveillance System and must have a valid agreement, establishing their business. If the company is based abroad they must have an office in India. 7. The Company should have sufficient technical expertise and requisite infrastructure to develop/install CCTV & other Security System. 8. The Company should also have the authorization of full support of maintenance and spares as required for the project. 9. The Company must have satisfactorily executed 03 similar projects each costing not less than Rs Lakh or 02 similar projects each costing not less than Rs Crore during the last five years ending 31st March Similar project shall mean work of supply, installation and commissioning of IP Based CCTV Cameras and any of the other security system in the major organization of Central Government / State Government / Central Autonomous bodies / State Autonomous bodies / Central Public Undertaking / State Public Undertaking or other government institute in India. 10. Letters of reference from past customers along with contact, address etc. of each customer should be provided in order to show past performance in the execution of projects of a comparable nature and complexity. 9 Expression of Interest should be supported with following documents: 1. Application Form in the format given at Annexure General information of the company. 3. Core business areas of operation, number of years in the business, ownership and organizational structure of the Company. 4. Client references and brief details of the similar projects. 5. Audited financial statement for the last 3 years showing financial capability, of F.Y , and Technical proposal. The application form along with the accompanying documents should be submitted in a closed and sealed envelope duly superscribed with "Procurement, Installation, Commissioning of the CCTV Cameras and Video Surveillance Systems (using Video Management Software) at various locations in Jhansi Cantonment Area" latest by 30th September, 2016 addressed to: Chief Executive Officer Office of the Cantonment Board Subhash Marg, Jhansi Cantt. JHANSI (U.P.) Shortlisting of agency will be done after scrutinizing/analysis of the pre-qualification documents and EOI. Only shortlisted agencies will be intimated by the Board for participating in further tendering process.
