CDIT requires experienced agencies / institutions for empanelment for assisting CDIT in this venture. 4 CENTRE FOR DEVELOPMENT OF IMAGING TECHNOLOGY Chithranjali Hills, Thiruvallam PO, Thiruvananthapuram Phone: , Fax: Invitation for Expression of Interest (EoI) EoIs are invited from agencies who are willing to associate with C-DIT for language translation and subtitling of educational videos Centre for Development of Imaging Technology (hereinafter called C-DIT ), Thiruvananthapuram, Kerala is a unique institution with diverse skill sets and achievements in the areas of Information and Communication Technologies and their applications, under the administrative control of Information & Public Relations Department (I&PRD), Govt. of Kerala. The institution is functioning as a total solution provider of Government in Information & Communication Technology sectors. C-DIT is in the process undertaking a large volume translation and subtitling of educational videos to Malayalam and other Indian languages. C-DIT requires experienced agencies / institutions who can assist C-DIT in this venture as detailed below. Agencies / institutions willing to assist C-DIT in the above project are requested to submit their Expression of Interest (EoI) giving details about the qualifying criteria as below and similar projects handled, profile and the quantity of work that can be assured in a time bound manner. Indicative costs also should be furnished. EoI document complete in all respects should be submitted on or before up to 3 P.M, in the office of C-DIT in the prescribed format. EoI document will be opened on the same date at 3.30 P.M in the presence of authorised representatives of applicants who wish to be present. In the event of any date indicated above falling on a day which is not a working day or which is a Public holiday, the next working day shall become operative for the respective purpose mentioned therein. EoI document can be downloaded from C-DIT website Any amendment/corrigendum with respect to this EoI document shall be uploaded on website only. The applicants should regularly follow up for any amendment/corrigendum/clarification on the C-DIT website. 5 Objectives of the EoI Overall objective of this EoI is: To critically assess the state of the art methodology adopted in translation & subtitling techniques for DVD as well as YouTube videos To evaluate the capabilities and experiences of agencies in terms of technology, infrastructure, output and financial background. To select the best technologically viable solution for the subtitling and language conversion project and empanel suitable firms for awarding similar works. Tasks to be undertaken by the associate agency Production planning and design of the total solution for the video language subtitling using subtitling file formats and integrating it with YouTube videos and videos uploaded in other official sites. Deriving a method for the following process: Transcribing the spoken audio of the original video, scrutiny of transcribed text by subject expert with the original video, translation of transcribed text to Malayalam, Scrutiny and approval by language expert and subject expert, Malayalam text overlay on original video. Output in digital format as well as in DVD with standard file names. To source and make available the software solutions and digital solutions for cost effective setup for the entire process. Ensure infrastructure facilities and deployment of suitable manpower for scaling up the work as and when required. In addition to the video capabilities the agency should be able to liaise with the subject experts in a variety of fields (refer List of Topics in page No.13), for the success of the project. Since the content is scientific in nature, no error, either factual or by omission or addition, can be allowed. Eligibility Criteria The Agencies/ institutions willing to assist C-DIT should meet the following qualification criteria. The agency should be registered in India. The agency should have sufficient experience in the field of video based solutions. The agency should have a pool of qualified and experienced content creators, language experts, translators, proof readers and data entry operators for the language translation part. The agency should have a pool of qualified and experienced manpower in the area of video/ audio editing, video conversion and non-linear video solutions. The agency should possess the language translation expertise and the entire infrastructure for video solutions in their ownership such that it could be scaled up to increase output as and when required. 6 The agency should have expertise in creating subtitle for the videos in the relevant formats applicable to YouTube videos. Subtitling by generation of srt files or similar formats compatible for YouTube video and online integration of subtitles in sync with YouTube videos so that the user/ viewer can select the language of choice. The agency should have adequate subject experts in the areas mentioned as per the List of topics (page No. 13). The sample video provided in the C-DIT website needs to be subtitled in malayalam using str or similar files and uploaded in YouTube. Criteria for Evaluation The following parameters will be evaluated for rating the agencies for the purpose of empanelment/ final selection. Sl. Presentations on proposed Solution/Methodology The shortlisted participants based on the eligibility criteria may be invited to make a presentation at a date, time and location notified by the C-DIT. The purpose of the presentation would be to allow the participants to present their solution/ methodology, experience, capabilities, infrastructure, and other key points, if any. The sample video provided in the C-DIT website needs to be subtitled in malayalam using srt/ similar files and uploaded in YouTube and to be demonstrated at the time of presentation at C-DIT.
