This event is held every two years (every four years in Canada) and is a qualifier for the North, Central/Caribbean and South American countries vying to participate in the 2017 FINA Junior Water Polo World Championships. The top four women s teams and top five men s teams will represent the Americas at the Junior World Championships.

3 Introduction Water Polo Canada ( WPC ), in partnership with the Union Americana de Natacion ( UANA ), is responsible for hosting and organizing the Junior Men s and Women s Water Polo Pan American Championships once every four years. UANA is the governing body for the aquatics within the Americas (North, Central/Caribbean and South) and falls under the auspices of Pan American Sports Organization ( PASO ). PASO along with the City of Toronto recently hosted the Pan/Parapan American Games in which both UANA water polo technical delegates and WPC worked closely in organizing the water polo competition. The last time the Junior Pan American Championships was hosted in Canada was in Montreal in August of Other UANA events hosted by WPC have been the 2011 (Victoria), 2013 (Calgary) and 2015 (Markham) UANA Water Polo World Championships Qualification Tournament. The 2015 competition was also the Pan American Games test event. The 2012 Junior Pan American Championships featured a total of sixteen (16) teams comprising of eighteen (18) participants per team, twenty-four (24) international technical delegates and over seventy-five (75) volunteers and staff. The event took place over a three (3) day pre-competition training period and eight (8) day competition for an average stay of eleven (11) nights for each delegation. Event Logistics The training and competition dates will require a total of eleven (11) days: three (3) days of precompetition training and eight (8) days of competition. The dates of the event are flexible and can be held between July 16 and August 14 next summer (2016). WPC is in search of a Canadian city to provide assistance to the organizing committee in hosting the 2016 event in which we anticipate the between fifteen (15) and seventeen (17) teams to participate with an average of seventeen (17) participants, twenty-four (24) international technical delegates and around seventy-five (75) staff and volunteers. The host organizing committee is responsible for providing a venue comprising of three (3) pools that meet international standards, accommodations (hotel and 3 meals per day) for each team, separate accommodations (hotel and breakfast) for the international technical delegates and staff, transportation to and from the airport upon arrival and departure, daily shuttle service from the host hotel to the competition venue and the necessary marketing and communication materials required in promoting the event. 2 Bid Manual and Guidelines Water Polo Canada

4 Bid Eligibility and Submission Tourism authorities, city sport departments or a consortium of organizations who have access to venues, financing and hospitality services such as hotel, transportation and other potential sponsors are eligible to submit a bid proposal to host the 2016 UANA Pan American Junior Water Polo Championships. The bid submission must include the following: Refundable rights fee deposit of $1,000 made payable to WPC through PayPal at paypal@waterpolo.ca Suggested dates for competition based on the time period outlined above Event venue contract based on the standards and needs outlined herein Confirmation of appropriate sport equipment based on the standards and needs outlined herein Provincial and municipal grant opportunities Tourism funding commitments (cash and VIK) List of hotels based on the standards and needs outlined herein Description of transportation support based on the standards and needs outlined herein Description of marketing and communication support based on the standards and needs outlined herein Letter of support from the Provincial Water Polo Association endorsing the bid submission and ready to provide resources for the recruitment and training of volunteers Timelines All bid applications shall be sent to office@waterpolo.ca to the attention of Jeffrey Lindell, Business and Sport Development Director, no later than Friday October 30 th, The bid review committee will contact the short listed candidates within 7-10 business days after the bid submission deadline closes for further discussions. The winning bid will be announced to the water polo community at large before the end of October. Event Date 1. 5 Previous UANA Youth and Junior Competitions On alternating years, UANA hosts a youth (17 and under) boys and girls water polo championship and a junior (19 and under) men s and women s water polo championship. Each of the respective UANA Pan American Championships are qualifiers for the FINA Youth/Junior World Championships the following summer. Unsuccessful bids will have their deposit refunded, while the successful bid will have the deposit allocated towards the final rights fee amount of $10,000. The balance of payment ($9,000) will be required once the Memorandum of Understanding ( MOU ) is signed by both WPC and the organization of the winning bid. The winning bid organization will be responsible for conducting a STEAM PRO economic impact report. The host organizing committee will supply the volunteers while the winning bid organization will bear the costs of the economic impact report. A list of all of the funding opportunities available through provincial and municipal grants should be included in the bid submission. Further financial commitment by the organization submitting the bid, either in cash or VIK, should be included in the bid submission. The bid committee is in search of financial assistance in the form of discounted rates or cash towards venue rental and transportation. 4 Bid Manual and Guidelines Water Polo Canada

6 Venue Requirements The event requires the following pool specifications throughout: Pre-Competition Period (3 days) Competition pool 8am-9pm 25m x 20m x 2m Competition Period (8 days) 8am-10pm 25m x 20m x 2m Full competition pool needed, cannot share with other activities Training pool 8am-9pm 25m x 20m x 2m Warm-up pool N/A The event venue also requires the following meeting space: 7:30am-1pm & 4:30-9pm 25m x 20m x 2m 8am-7pm 20-25m x 15-20m x 2m Competition office with tables, chairs, electrical outlets and internet access UANA technical committee office with tables, chairs, electrical outlets and internet access Hospitality room with tables, chairs, fridge and electrical outlets Doping control center o Secured washroom with space for a table and chairs Preference for four (4) locker rooms o Minimally a male and female change room Change room for technical officials The organizing committee will be web casting the event and will require a hard line independent IP internet connection with up to 5mb/s upstream capacity. WiFi access throughout the building should be made available to the organizing committee and technical delegates, and if possible, the general public. Water Polo Canada Bid Manual and Guidelines 5

7 Sport Equipment Requirements The following sport equipment is required to be provided by the host city and venue, and are based on international hosting standards outlined by UANA: Water polo rink with the appropriate colored lane ropes as outlined in FINA WP 1 Six (6) water polo goals that meet the standards outlined in FINA WP 2 Water polo side markers o Six (6) white o Four (4) red o Four (4) yellow Penalty flags o White o Blue o Yellow o Red Referee platforms o 30m x 1m x 0.8m Elevated platform for the technical officials o 15m x 1m x 0.8m Synchronized timing and scoring system o Visible game clock o Visible shot clock o Visible penalty board Eight (8) rolling storage bins for athlete bags and clothing Four (4) rolling storage bins for water polo balls 6 tables for officials (14) Chairs (35-45) The FINA WP rule book is available online at 6 Bid Manual and Guidelines Water Polo Canada

8 Accommodations Requirements The event requires two (2) separate and distinct properties. One hotel for the teams and one hotel for the technical delegates, officials and staff. Team Hotel 3-star property 16 teams, an average of 17 persons per team An average of 11 nights per team Each team will require o 1 single room o 1 double room o 1 triple room o 3 quad rooms Rate should be quoted for single to quad occupancy and cannot exceed $115 / night (excluding taxes) A $10 / room night sponsorship rebate to WPC to be included A dedicated meeting room for the duration of the event with A/V capabilities for Team Canada, men and women, should be included at no additional charge A meeting room for up to 50 people for the pre-competition technical meeting the eve of the competition should be included at no additional charge o Coffee, tea, water and cookies should be included Storage room available for the organizing committee at no additional charge Daily breakfast, lunch and dinner for up to 270 persons at a rate that cannot exceed $55 / person per day (excluding service and tax) o Dedicated dining room at no additional charge o Buffet style o Breakfast: American/Canadian buffet o Lunch/Dinner: 2 protein choices; 1 starch choices; 1 salad choice; side of vegetables; desert; juices, coffee, tea and water Water Polo Canada Bid Manual and Guidelines 7

9 Delegate Hotel 4-star property 25 technical delegates o 5 single rooms o 10 double rooms o An average of 10 nights each 13 staff and volunteers o 3 single rooms o 5 double rooms o An average of 14 nights each Hotel buffet breakfast to be included in the rate Rate cannot exceed $129 / night for single and double occupancy Board room for up to 12 people available through the duration of the event at no additional charge Transportation Requirements The host organizing committee is responsible for airport pickup and drop-off for each team upon arrival and departure. In additional, daily shuttle service for teams from the host hotel to the competition venue. Each team will require a minimum of two (2) round trips daily for training and competition respectively. The host organizing committee will be in search of a transportation company, with preferred rates, to assist with airport shuttles as well as a looping shuttle service with departures every 45 minutes for teams. The host organizing committee is also responsible for shuttle service for the technical delegates, officials and staff from the host hotel to the competition venue. Van rentals will be provided to this group, subsequently, the organizing committee will be in search of a rental agency with preferred rates for up to 9 vehicles throughout the event period. Prepaid gas cards will be considered a welcomed addition to the bid submission. 8 Bid Manual and Guidelines Water Polo Canada

10 Marketing and Communication Requirements The host organizing committee will be in search for partnerships with local media outlets to promote the event. The bid committee will take into consideration the network available to the organization submitting the bid. The cost of developing and producing welcome signs at the airport, hotels and venue (a total of 7) will be the responsibility of the winning bid organization. The final artwork and dimensions of the welcome signs will be determined by the organizing committee. Other Value-Added Bid Enhancements Organizations submitting a bid can enhance their offerings through donations, sponsorship, VIK or discounted prices on products, equipment and/or services that will be needed throughout the event. They may include, but are not limited to: Experience and number of personnel who will be part of the organizing committee Assistance in requesting participation from city and provincial officials in the opening ceremonies and awards presentation Support in securing sponsors for the various assets available: o Title sponsor o Hospitality room (volunteers, coaches, officials and delegates) o Volunteer appreciation program o Event program and micro-site Water Polo Canada Bid Manual and Guidelines 9
