2 THE POSITION The City of Rocklin is seeking an Applications and Database Manager to plan organize, oversee and perform activities related to the development, programming, implementation, utilization and management of the City s software applications and database management systems. Responsibilities include coordinating the work of subordinate staff; provide technical assistance and training to IT support personnel and City staff; participate in the maintenance and security of the City s website; and provide administrative and technical support to the IT Manager. MINIMUM QUALIFICATIONS Any combination of training and experience which would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be: Equivalent to a Bachelor s degree with major course work in computer science, information technology or a closely related field and five (5) years of progressively responsible experience performing application and database support activities, and project management. Candidates should also possess the following knowledge and abilities. Knowledge of: Administrative principles and methods, including goal setting, program and budget development and implementation, personnel management and supervision. Principles of and current trends in information technology design and implementation across all platforms. Microsoft Server Operating Systems and management and configuration of server roles and features related to this position. VMWare virtual infrastructure administration and support; and Microsoft Active Directory. Infrastructure services including but not limited to domain authentication, DNS, DHCP, and DFS. Microsoft SQL database servers; file, print and application servers. Microsoft database applications and MS Office. Web development and implementation; Web based application development and database integration. Microsoft SQL Server Reporting Services (SSRS). Current computer industry technology, practices and trends, including system development and administration; and technical support techniques. Principles and practices of systems analysis, programming, and project management Pertinent laws, rules and regulations affecting the activities of City government. Ability to: Assist in the development and implementation of goals, objectives, practices, policies, procedures and work standards. Supervise, train, plan, organize, schedule, assign, review and evaluate the work of assigned staff to most effectively meet the needs of the City. Install and perform routine maintenance on technical infrastructure; troubleshoot complex technical problems. Understand, interpret and apply general and specific administrative and departmental policies and procedures. Participate in the preparation and administration of assigned budgets. Analyze, design, program, install and maintain highly technical and complex systems. Prepare clear and concise program documentation, user procedures, reports of work performed and other written materials. Organize and set priorities for a variety of projects and tasks in an effective and efficient manner to ensure meeting of deadlines; train and instruct others on work procedures Use tact, initiative, prudence and independent judgment within general policy, procedural and legal guidelines.

THE ORGANIZATION The City of Rocklin is a General Law City and operates under the Council/Manager form of government. Five Council Members are elected at large for four year terms. Each year, the Council elects the Mayor and Vicemayor from within their ranks. The City Council appoints the City Manager. Management staff from all departments work closely together to ensure stable growth and ongoing quality of life within the community. The City Council consistently supports public safety goals and efforts to maintain one of the safest communities in the State. The City prides itself as having friendly people, small town charm, as well as tree lined and safe, thriving neighborhoods. City staff work closely with residents and businesses to provide the best municipal services possible. COMPENSATION AND BENEFITS The annual salary range is $82,806 $105,689. The City offers a generous benefit package which includes health, dental, vision, life and long term disability insurance, CalPERS retirement, deferred compensation program, 12 paid holidays and a generous vacation and sick leave program based on years of service.

Describe how your education and experience qualifies you for this position, including your experience performing application and database management activities. Attach a copy of any degrees, certificates, and/or licenses you have. 2. Describe your experience building and supporting interfaces and coordinating, developing, and performing data export and import routines between applications. Include your specific duties, the types of applications used, and what type of data you exported and/or imported. 3. Describe your experience installing, configuring, and maintaining SQL servers. Include your experience with capacity planning, installation, and the configuration of SQL management tools and client uses. 4. Describe your experience developing custom reports using a variety of report applications and systems. Include the types of reports you developed, and the different types of applications and systems you used. 5. Describe your experience supervising IT personnel, including the number of people you supervised, their classifications, your supervisory style, and your specific responsibilities.
