CenterPlace at Mirabeau Point is a 54,000 square foot regional and community gathering facility. In addition to a great room/banquet facility, numerous meeting rooms, multi-purpose rooms and a lecture hall, it houses the Spokane Valley Senior Center and some Community Colleges of Spokane classes are held there. CenterPlace combines with Mirabeau Meadows Park and Mirabeau Springs to form a regional conference and cultural center serving Northeast Washington, Northern Idaho and Western Montana. The Spokane Indians, a minor league baseball team, plays its home games in Avista Stadium located just inside the Spokane Valley city limits. Avista Stadium is one of the finest facilities in the Northwest League and can seat 7,200 spectators. THE COMMUNITY Spokane Valley and the surrounding area have an abundance of recreational activities, including four ski resorts, more than 75 lakes, and 40 golf courses all within an hour s drive, along with many hiking and biking trails. The City operates as a code city with a Council - Manager form of government. The City Manager serves as chief executive officer of the City and has responsibility for supervising all departments, hiring and firing personnel, providing leadership and direction in the development of short and long-range plans, and serving as the Council's chief policy adviser. Mr. Mike Jackson has been City Manager since January Mr. Jackson joined the City of Spokane Valley in June 2003 as its first Parks & Recreation Director, and was appointed Deputy City Manager in November Spokane Valley is primarily a contract city, having many of its municipal services outsourced. Law enforcement services are contracted with Spokane County. Park and public works maintenance is contracted with the private sector. The fire department and library are independent districts. 4 THE DEPARTMENT & POSITION The Finance Department provides financial management services for all city departments. Programs include accounting and reporting, payroll, accounts payable, purchasing, budgeting and financial planning, treasury, and investment. The department has a staff of FTEs and a budget of approximately $1.2 million. CURRENT CHALLENGES & OPPORTUNITIES Spokane Valley is fiscally sound with financial policies in place to ensure a 50% ending fund balance. We are seeking a finance director to support and protect the financial health the City has worked to achieve. Like many cities, Spokane Valley is facing budget challenges primarily in funding of capital projects and transportation infrastructure. Managing the City s finances will continue to be a high priority and will require a finance director who can operate effectively, creatively, and thoughtfully in an economy that continues to provide challenges. The new Finance Director will have a critical role in the following projects and programs: Participate in the ongoing economic development initiatives of the City. Monitor funding of transportation infrastructure and the Pavement Preservation Program. Identify funding sources to support public works and parks capital projects. Keep operating contracts within budget. Finding acceptable new revenue sources or reducing costs in the General Fund. Maintain a workforce of highly qualified and skilled employees. IDEAL CANDIDATE PROFILE Reporting to the City Manager, the Finance Director is responsible for maintaining the fiscal records and systems of the City and supervising department staff. The position directs the City s accounting and reporting operations and directs the City s cash management functions, and monitors financial trends and budgeted revenues and expenditures to assure the fiscal well-being of the City. The Director also assists the City Manager and City Council in preparation of the City s budget and serves as an important resource in preparing financial forecasts, financial policies, and ensuring the City s compliance with Washington State Law and auditing requirements. The Finance Director supervises the City s information technology and computer services programs, and participates in economic development activities. The past Finance Director, Mr. Mark Calhoun, joined the City in June of 2011 and has been promoted to Deputy City Manager. The City is seeking a highly ethical, principled, and talented manager and leader with a strong financial background. The ideal candidate will have extensive experience in municipal or other local government finance management, accounting, fiscal reporting and control, budget development and monitoring, development of financial policies and the implementation of sound financial practices, and an understanding of municipal taxation and revenue sources. A key value of the City is customer service and candidates should have a proven track record and philosophy of providing excellent customer service. Experience in Information Technology management will also be a plus. The new Finance Director will be politically astute and possess a strong sense of honesty and will encourage open communication based on an environment of trust and integrity. The successful candidate will build accountability for staff and create a positive working environment characterized by teamwork and innovation. It is crucial that the Finance Director be able look at the big picture and to understand and 4 P a g e

This individual will be recognized for building consensus and cooperation among city staff, and will bring an appropriate sense of humor to the job. The ideal candidate will be a strong and confident leader with excellent interpersonal skills. He or she will be a good listener who is accessible and works well with personnel throughout the organization. EDUCATION & EXPERIENCE This position requires a bachelor's degree or equivalent from an accredited college or university in accounting, finance, business or public administration, or a closely related field, and seven years of progressively responsible government accounting or finance work, with at least four years supervisory experience at the senior managerial level. Municipal finance experience strongly preferred. An equivalent combination of education and experience may be considered.
