1 S AN JOAQUIN COUNTY H UMAN RESOURCES DEPARTMENT Is Recruiting For: EEO Program Manager THE POSITION The San Joaquin County Human Resources Department is seeking an experienced and proven human resources professional to manage the County s EEO Office. This key leadership position will be responsible for managing the County s EEO programs and activities to support employee and client non-discrimination practices. This position will also serve as the administrative staff support and advisor to the County EEO Advisory Committee. Well-qualified candidates will possess exceptional management and leadership skills and have a strong foundation and understanding of state and federal EEO laws. The ideal candidate will also possess excellent interpersonal and communication skills, be able to work collaboratively with individuals from various cultural background and at all levels of the organization, be a consensus builder, have extensive experience conducting EEO investigations and developing long-term EEO plans, be a strategic thinker, and have successfully developed and provided training programs on EEO laws and workplace diversity. AGRICULTURE The county is one of the most agriculturally rich regions in California and is the number one producer, statewide, of asparagus. Twenty-four thousand acres of county farmland is dedicated to production of this crop. In recent years, the leading crop in the county has been wine grapes, and wineries and vineyards have sprung up from Stockton to Lodi. 3 Mission Statement The mission of the Human Resources Department is to partner with all county departments, community organizations, and educational institutions to recruit, develop, and retain employees of the highest quality and competency, and who represent the diverse community we work and live in. Major Responsibilities Administers and manages San Joaquin County's Equal Employment Opportunity Program and activities that support employee and client non-discrimination practices. Plans, develops, recommends and implements EEO policies, plans, training programs, systems and procedures for the purpose of supporting and maintaining a non-discriminatory environment in County government and assuring County compliance with applicable local, State and Federal laws. Supervises/performs investigations into complaints of discrimination or harassment; interfaces with employees, unions, management, legal representatives, and external agencies as needed during the investigative process; renders decisions on complaints and appeals as required; develops detailed and comprehensive reports of investigations and maintains careful records; assures confidentiality of witnesses and participants as appropriate; may provide testimony or expert witness in a hearing or other venue as required. Serves as administrative staff support and advisor to the County EEO Advisory Committee; schedules speakers for meetings; develops Committee agendas and programs; provides general guidance to Committee members. Researches, develops, prepares and presents bi-annual County EEO Plan and other required reports; submits plan for Board of Supervisors adoption; distributes plan to County management; monitors the status and progress of EEO goals and program objectives. Supervises clerical, technical and/or professional staff in performing EEOP activities; selects, trains, assigns, and directs subordinate staff; evaluates staff performance; corrects/ disciplines as appropriate. Conducts EEO related training in various settings. Interprets equal employment opportunity requirements of State and Federal agencies, analyzes their impact on County operations, and makes recommendations as appropriate; monitors ongoing legislative activity that impacts EEOP issues; researches and evaluates County data to identify compliance concerns. Provides guidance, information, and training to County managers and administrators to facilitate achievement of department EEO goals and obligations; works with departmental EEO coordinators to train them in performing firstlevel investigations. 4 COMPENSATION PACKAGE *Annual Salary: $91,383 to $111,104 1% employer contribution to the County s 457 Deferred Compensation Plan (valued from $913 to $1,111 annually). Vacation cash-out up to 8 days annually (valued from $2,812 to $3,419) 1937 Retirement Act plan with reciprocity with CALPERS. 125 Flex Spending Benefits Plan. 12 days sick leave annually with unlimited accumulation. 10 days of vacation leave (15 days after 3 years, 20 days after 10 years, and 23 days after 20 years) 14 holidays per year 125 Flex Benefits Plan Life Insurance * Annual salary listed includes confidential unit pay This civil service position is exempt from FLSA and is unrepresented. Cafeteria Unit Retention: Existing County employees who currently receive a cafeteria plan allowance and subsequently transfer, demote or promote from or into the confidential unit shall have the option to either retain their existing cafeteria plan contribution amount or have a one-time option at time of hire of opting for the confidential unit pay in lieu of retaining their cafeteria allowance. MINIMUM QUALIFICATIONS Education: Graduation from an accredited fouryear college or university with a major in one of the social or behavioral sciences, humanities, business or public administration, or a closely related field. Experience: Five years of responsible administrative, managerial, or analytical experience including at least three years that involved substantial responsibility for administering equal employment opportunity programs, conducting investigations of allegations of harassment/ discrimination, and/or conducting equal employment opportunity-related training programs. Experience must include at least one year at a supervisory level. Substitution: Additional qualifying experience may be substituted for the required education on a yearfor-year basis and a Master's Degree in one of the social or behavioral sciences, humanities, business or public administration, or a closely related field may substitute for one year of the general administrative, managerial or analytical experience. License: Possession of a valid California driver s license. RECRUITMENT INCENTIVES** Reimbursement of qualifying moving expenses up to $2,000 Vacation accrual rate consistent with candidate s total years of Public Service Sick leave credit up to 160 hours of unreimbursed sick leave from prior employer **Recruitment Incentives may be available. Describe your experience developing and conducting EEO training. Include any experience you have in selecting an outside consultant or agency to provide EEO training and investigation. 6. Describe your experience developing and/or making recommendations to EEO related policies and procedures and EEO plans, including your specific roles and responsibilities and any formal presentations you conducted for executive management and/or governing board/commission. 7.
