RESPONSIBILITIES Under the direction of the Data Processing Manager II, the Data Processing Manager I is responsible for directing a Telecom Team, either Voice or Data, and for providing technical leadership for the design and implementation of the most complex telecommunications related issues. 2 MAJOR DUTIES INCLUDE Manages, coordinates, and directs the activities of the Telecom Voice/Data Team which includes resource management, project management, customer relations, internal and external linkage and networking (data switching) technology connecting to the department s databases, and communication of a critical nature with other agencies. Ensures mission-critical environments such as data operations, network operations, network attached devices, production terminals, production printers, thin clients voice operations, call center and field offices connections, cellular and smartphones, Executone and managed Voice over Internet Protocol (VoIP), and customer transactions are functioning. Assists in the development and vision of all telecommunications (data and telephony) technology within the department. Prepares, analyzes, recommends, negotiates, and proposes cost benefit analysis for telecommunications equipment, facilities, and services based on project volumes, anticipated growth, scope, and the technical work involved for Information Technology (IT) contracts and projects. Acts as technical lead on departmental projects with a data and/or telephony component. Provides technical consultation on projects in support of the Department s mission critical data and voice network. Administration of the telecommunications policies established by the Department of Motor Vehicles (DMV), California Department of Technology, Department of General Services (DGS) Telecommunications Division, DGS Office of Procurement, and other governmental agencies with regard to departmental projects. Coordinates telecommunications service and equipment issues with vendors, other DMV divisions, and/or appropriate State agencies. Maintains effective communication and customer relations with multiple management levels, with the division, business partners, department, and vendors. Complies with security policies and procedures established by the data owners and the Information Security Officer. Implements the technical means to preserve the integrity and security of the department s information assets, and manages the risks associated with those assets. Advises the data owners and Information Security Officer of control vulnerabilities, and recommends alternatives to enhance data security and integrity for existing and developing systems. Performs other duties as required. 2

3 POSITION SPECIFIC QUALIFICATIONS/EVALUATION CRITERIA In addition to the minimum qualifications listed, the following position specific qualifications will be evaluated. Describe your knowledge of general management principles, including your ability to analyze situations accurately and take effective action. 2. Describe your knowledge of and experience with general telephony and data network technology. 3. Describe your knowledge of and experience with VoIP and call center technologies. 4. Describe your knowledge of and experience with the administration of department and state telecommunication and project policies. 5. Describe your ability to effectively communicate and coordinate with multiple levels of management, divisions, vendors, state agencies, and business partners; and your ability to effectively communicate technical terms and concepts to a non-technical and or a diverse audience or group 6. Describe your ability to establish and maintain cooperative working relationships with peers and co-workers; and your ability to create team work groups. 7. Describe your knowledge of the budget process; and your ability to prepare, analyze, recommend, and negotiate cost benefit analysis for telecommunication equipment and services for IT contracts and projects. 8. Describe your ability to lead meetings; your ability to develop presentations to a wide variety of audiences; and your ability to act as a lead on high profile departmental projects. 3

4 MINIMUM QUALIFICATIONS Either I One year of experience in the California state service performing electronic data processing duties of a class with a level of responsibility equivalent to Information Systems Technician Supervisor II. Four years of progressively responsible experience in EDP systems design, programming, or operations, at least two years of which shall have been in a supervisory assignment. (Experience in the California state service applied toward this requirement must include one year performing the duties of a class with a level of responsibility equivalent to Information Systems Technician Supervisor II.) Or II Education Experience: The following educational background is required of all competitors who wish to be given credit for experience under the outside experience pattern for any level: Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.) KNOWLEDGE AND ABILITIES Knowledge of: Principles, practices, and trends of public administration, including management, organization, planning, cost/benefit analysis, budgeting, and project management and evaluation; employee supervision, training, development and personnel management; current computer industry technology and practices; principles of data processing systems design, programming, operations, and controls; State level policies and procedures relating to EDP; the department s goals and policies; department s Equal Employment Opportunity Program objectives; a manager s role in the Equal Employment Opportunity Program and the processes available to meet Equal Employment Opportunity objectives. EXAMINATION INFORMATION The SEA Program provides for position specific examining and selection of the most qualified managerial candidates. Job-selection criteria specific to each position and consistent with the knowledge, skills, and abilities of the classification will be applied.
