1 POSITION: CLASS CODE: OPENINGS: OPEN TO: COMMUNICATIONS SYSTEM PROJECT MANAGER, REQ #: PS (Position is located in San Rafael, CA) 91212/Exempt 1 and To Create a List All Qualified Applicants SALARY RANGE: $83, to $100, annually, plus excellent benefits (40.00 Hour WorkWeek) (Employee pays 8% of salary/wage toward CalPERS retirement plan) DATE POSTED: Thursday, July 29, 2010 CLOSING DATE: Open Until Filled Review of Applications will begin on Friday, August 13, 2010 POSITION DESCRIPTION: Under the general direction of the Deputy General Manager, Administration and Development, this position plans, directs and supervises the District s Radio Replacement and Intelligent Transportation System (Radio/ITS) Project. This position includes developing, procuring, installing, updating, testing, documenting, and troubleshooting the Radio/ITS and related systems, keeps appropriate records and performs related duties as required or assigned. MINIMUM JOB REQUIREMENTS: College level training and experience equivalent to: Four-year project management or engineering degree with major course work in communications, telecommunications, electronics, electrical engineering or a related field. (Additional recent qualifying experience may be substituted on a year-for-for year basis in lieu of a degree.) Five years of recent full-time position related professional experience in project management, telecommunications or a related field One year of supervisory experience Experience in a public or governmental agency is highly desirable LICENSE(S): Must possess and maintain a current, valid California Driver's License and satisfactory driving record (May drive a District vehicle on an occasional basis for various off-site meetings.)

2 ESSENTIAL RESPONSIBILITIES: Manages engineering design and analysis, technical consultation, planning, coordination and supervision of Radio/ITS design, procurement, construction, testing, and operation in coordination with District personnel, consultants and vendors Delivers the Radio/ITS to the assigned user community Manages and tracks the project from initiation to successful completion Defines and manages the project s scope, deliverables, schedules, budgets, and task list Coordinates user expectations, communicates project status, and resolves issues, problems, and makes necessary changes Evaluates the need for changes to related systems, coordinates systems and engineering studies, and determines equipment requirements and configurations Coordinates systems and engineering design consultation, evaluation, needs analysis, and technical problem solving Coordinates preparation of drawings and specifications for equipment bid documents, evaluates bids, recommends whether to accept bids, and represents the District in negotiations with vendors regarding specifications Manages the planning and implementation, and advises about maintenance and operation of the District s Radio/ITS including microwave transmission system and repeater sites, Operations Control Center equipment with computer-aided dispatching, related computer systems and software, and automated vehicle locator system Coordinates change orders, approvals, and their proper execution Uses sophisticated project management and project tracking techniques for each component project element in order to develop priority sequences for the activities required to complete each project phase on schedule, and within the allotted budget Assists with cost projections for each phase of project implementation Manages the Radio/ITS project during implementation, including coordination of District departments and preparation of change orders, payment requests, punch lists, and reports Assures that as-built data is properly recorded, operation and maintenance data is distributed and that the project is properly closed out at completion Follows through on warranty issues during warranty period and assures timely and proper repair or replacement of covered items Maintains specification, code and project information library and data Reviews, analyzes and approves operational characteristics, user interfaces, reporting systems and data conversion methods Prepares final systems design and documentation and user documentation Plans and assures the documentation of system parameters used within the host computers, data channel controllers, local area networks, vehicle logic units, global positioning system (GPS), and related radio equipment Coordinates with the Information Systems Department, consultants, and others regarding database maintenance requirements and software and operating system upgrades Prepares reports, requests for proposals, contract documents, policies and procedures, system documentation, correspondence and related materials Coordinates with other District Departments to respond to system failures Coordinates the analyses, troubleshooting, and problems resolution with the Radio/ITS and related systems Coordinates training for user community Represents the District in interactions with federal, state and local agencies Ensures the District has the proper licenses for Radio/ITS and related systems, as required by the Federal Communications Commission
