Merced, the county seat, with a population of approximately 81,102 is the most populated area of the County. With Merced County s central location in the state, travel to the San Francisco Bay Area or the picturesque resorts of Monterey and Carmel takes about two hours. Lake Tahoe and Reno are within a four-hour drive. Residents enjoy summer temperatures averaging 95 F and winters averaging 55 F. 1
2 Who May Apply Applicants who meet the Minimum Qualifications as stated on this bulletin may apply for this recruitment. The Position Under general direction, to plan, organize, develop, administer, and manage a variety of operations, functions, and programs within the Merced County Human Services Agency; to oversee the investigation of suspected fraudulent receipt of public assistance; to plan, organize, direct, supervise, and manage the operations, services and programs of a group of assigned units; to review for assigned programs; to develop special grants and proposals; to represent programs, consult with, and advise County officials, local agencies, citizen groups, and community organizations; to act for the Deputy Director of the Human Services Agency is their absence; and to do related work as required. Minimum Qualifications While the following requirements outline the minimum qualifications, only applicants who demonstrate the best qualifications match for the job will be selected to continue in the recruitment process. Applicants must meet the minimum qualifications by the application deadline. Experience: Two (2) years management level experience in social services, eligibility and grant determination, employment and training or administrative and staff services work in areas such as personnel, administrative analysis, accounting, auditing, budgeting, or data processing. One (1) year of this experience must have been in a full time supervisory capacity. AND Education: Equivalent to graduation from an accredited four (4) year college or university with a degree in social work, public administration, business administration, or related area. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.) If assigned to Welfare Investigation Unit: OR Experience: Three (3) years of full-time paid experience in criminal investigation work locating, observing and interviewing suspects and witnesses and preparing reports of findings. AND Education: Equivalent to graduation from an accredited four (4) year college or university with a degree in social work, public administration, business administration, or related area. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.) Certification: Possession of Certificate of Completion from a Basic P.O.S.T. Academy. 2

Additional Information A valid driver s license may be required at the time of appointment and employees may also be required to drive their own car, provide proof of car insurance, and a DMV clearance. Applicants for positions within the Human Services Agency are subject to a criminal history background check. There is no existing eligible list for this position. The eligible list established from this recruitment will be used to fill part-time and full-time regular, limited-term or extra-help positions as vacancies occur or the need arises. Knowledge and Abilities The following may be tested in the examination. Knowledge of: The functions, policies, programs, and procedures of the County Human Services Agency. Rules, regulations, and laws governing the determination of eligibility and funding of public assistance grants. Operating policies and general functions of the State Department of Social Services and State Department of Health Services. Economic/business development strategies, program and revenue sources. Problems related to economically disadvantaged persons. Administrative principles, management techniques and concepts. Program monitoring, development, and evaluation. Planning techniques for human services. Grant and contract management of programs and data processing applications for CalWORKs services. Budget development and expenditure control. Public personnel management, including equal employment opportunity. 3
4 If assigned to Welfare Investigation Unit will also require knowledge of: Investigative techniques and sources of information. Legal procedures and rules of evidence with particular reference to fraud investigation. Laws of search and seizure. Ability to: Plan, organize, direct, manage and coordinate the operations, functions, and programs of a group of units in the Eligibility and Employment Division of the County Human Services Agency. Assist with budget development and expenditure control. Provide supervision, training, development, and evaluation for Eligibility and Employment Division staff. Interpret and evaluate laws and regulations related to CalWORKs programs. Oversee program development, monitoring, and evaluation activities. Direct the gathering and analysis of information and the preparation of a variety of reports. Prepare and present evidence, reports and correspondence in effective oral and written form. Develop and negotiate contracts and other business and financial agreements. Effectively represent the Human Services Agency in investigative functions, contacts with the public, community organizations, service providers and other government agencies. Establish and maintain cooperative working relationships with those contacted during the course of work. Deal effectively with potentially hostile people of diverse backgrounds.
