1 LOS ANGELES UNIFIED SCHOOL DISTRICT Division of Adult and Career Education Articulation Sub-committee Meeting July 9, :00 a.m. Beaudry Building Conference Room 126 MEMBERS: Judy De La Torre, Chair (Present) Julie Benavides,, East Los Angeles College (Present) Gina Chelstrom, Director, Tech Prep, East Los Angeles College (Present) Marcia Wilson, Director, Tech Prep, Los Angeles Trade Tech College (Present) Marlo Clark, Career Advisor and Member of Statewide Career Pathways Committee Tessie Castillo, CTE Curriculum Adviser (Present) Beatriz Zavala, ROP Administrator (Present) David Garcia, Principal, Gompers Middle School REVIEW OF MINUTES The motion was made, seconded and carried to approve the minutes of the April 22, 2008 meeting. REPORT ON PLANS OF ACTION Action Item #1: Judy reported on her conversation with the Board of Barbering and Cosmetology regarding the CRX designation on community college transcripts for licensing qualification. She was informed that the Board will accept the CRX designation if it is accompanied with a Board of Barbering and Cosmetology form. The form was to be mailed to Judy but was never received. Judy will follow up again regarding the accuracy of the information and request the form again. Judy described the difficulty to speak with someone familiar with her request regarding language on the Child Permit Matrix. Julie Benavides has a contact person and will provide the name and phone number to Judy. Julie made reference to the similar Cosmetology program credit issue at with the Early Childhood Education program credit at ELAC. She explained that the Department of Social Services (DSS) will accept the CRX designation for students pursuing employment opportunities with DSS as long as students comply with the DSS list of acceptable courses. Julie has the DSS list of acceptable courses and will provide them to the sub-committee. Tessie visited San Diego ROP and commented on their successful Early Childhood Education articulation process. The issues facing the Division s articulation with the local community colleges was not an issue in San Diego. Judy will contact San Diego ROP to see how their ECE articulation works and see if it can be modeled with LAUSD. Action Items #2 4: Tessie advised on the work completed and in progress on sequencing of the Division s courses. Tessie distributed a handout identifying the course sequences by industry sector and pathway. 1
2 UPDATE ON DACE COURSE SEQUENCES Tessie explained the course sequences in the handout and how it meets AB 2448 requirements. 4 CTE Program Community College Program Fashion Design Hospitality, Tourism & Recreation WLAC Networking Not offered Animation Photography Graphic Design Aviation WLAC Julie commented on the difficulty of articulating the early childhood education courses. In lieu of articulation agreements, Julie suggested the creation of sequencing plans from the high schools through college: high school ROP ROC/P community college CSU Julie further explained that research has shown the A.A. degree no longer a viable educational goal for employment; industries have moved towards the attainment of a Bachelor s degree. Bea suggested the Division evaluate and identify its CTE courses as either course to course articulation or fulfilling a community college pre-requisite. The design of course sequencing plans can also include partnership activities with the local community colleges such as mentoring, guest speakers and field trips. Julie suggested offering students a pathway of Early Childhood Education experiences from 9 th grade to 10 th grade to 11 th grade to 12 th grade to ROC/P to community college. In some pathways, a sequencing plan may be more practical than an articulation agreement. Tessie asked ELAC and to list each campus top 5 CTE programs to articulate. Marcia and Julie responded based on the willingness of faculty members from the following departments: ELAC 1. Automotive 1. Engineering (Robotics program) 2. Cosmetology 2. Automotive 3. Fashion 3. CAOT (Computer Applications) 4. Culinary 4. Theater Arts 5. Construction 5. Business (Accounting & Real Estate) 6. Energy & Utilities (Electrical) 6. Electronics Tessie and Judy will use this information to develop course sequencing and articulation priorities. ACTION PLAN FOR ARTICULATION OF SEQUENCED COURSES ELAC To facilitate course sequencing, Gina is working with Julie to plan and coordinate a Counselor Conference for the neighboring school districts hosted by ELAC. Judy attended these in the past and commented on its effectiveness in promoting and advertising the school s major programs of study. Gina is available to make presentations on ELAC s CTE programs. Marcia is interested in hosting an event for all stakeholders (faculty to faculty and articulation officers) by subject area to discuss and share course outlines and student learning outcomes. Bea attended a similar event at Rio Hondo with an ROP Drafting/CAD teacher. She confirmed the benefits 4
5 of collaboration between faculties. Marcia recommended to Gina to arrange the approval of ELAC s articulation process prior to planning any articulation meetings with local school districts. DACE Judy advised of an upcoming presentation to be made at the Community College District Offices to the Community College CTE Deans on articulation mandates in AB A suggestion was made that the Division coordinate a follow up presentation to the community college Tech Prep Directors. Judy will share this recommendation with Isabel Vazquez, Director of CTE for the Division. Tessie wants to create articulation and/or sequential agreements that will be student-friendly. Marcia explained s student-friendly process that begins with the ROP teacher at the high school. When a student passes a credit by exam at the end of the ROP course, the ROP teacher completes a Certification Form and has the student complete the college application form. Both completed forms are submitted to Marcia who delivers the forms to s Matriculation Office and student CR-X designations are immediately inputted into their computer systems. Julie expressed that all campuses are different. ELAC needs to look at their process and have it approved by the campus Academic Senate. PLANS OF ACTION 1. Judy will follow up with the State Board of Barbering and Cosmetology regarding the CRX designation on transcripts for licensing qualification. Judy will also follow up with Julie on her contact to confirm/clarify language on the Child Permit Matrix. 2. Marcia and Judy will coordinate a faculty to faculty meeting of and DACE Cosmetology Deans and instructors to share and discuss course competencies leading to articulation and/or sequencing agreements. 3. Gina will work on ELAC s articulation process to be approved by the Academic Senate. ON THE HORIZON s focus is on green and will integrate sustainability into all programs of study. is applying for grants in STEM. is an L.A. Infrastructure Academy site that works with DWP. ELAC Julie is working on the Early Childhood Education course articulation agreements between the community colleges and the CSU s. Julie also advised that ELAC s CAOT department is introducing a new program in logistics. NEXT MEETING: Members present agreed upon the next meeting for the month of October. 6 To facilitate articulation discussions, it was suggested to have meetings by articulation area with high school department chairs and faculty for their feedback, comments and input. It was agreed that DACE and community college faculty participation and interaction will be beneficial to the articulation process. It will also be mutually beneficial to notify of the EAB meeting schedule. Marcia informed us of her outreach efforts to the high schools and middle schools through s Bridges to Success Program and the CAHSEE programs and how successful they have been. Marcia will elaborate more on the status of the outreach programs at the next meeting as a model for middle school outreach collaboration and success. 6
