2 County Superintendent of Schools Today a county office of education s role in California primarily revolves around: Fiscal Support and Accountability Approve Districts Budgets Administrative Services Student Data Management Student Services Severe Special Education Programs Personnel Services Substitute Consortium Technology and Telecommunications Services Financial Management Systems Curriculum and Instruction Services Career and Technical Education

3 Future Workforce Demands National Commission on Adult Literacy indicates that higher education leads to greater lifetime earning potential Mean annual earnings of adults $14,400 for adults lacking a regular high school diploma (or GED) $23,300 for adults that were high school graduates $32,000 for adults that had one to three years of college $50,700 for adults that had a Bachelor s s degree $73,100 for adults that had a Master s s degree or higher

4 Future Workforce Demands, con t. Public Policy Institute of California predicts that the economy will require 75% of the workforce to have at least some postsecondary education. Some studies indicate that 83% of the students with a two year college degree have the same annual earnings as four year college graduates

Economist Joel Kotkin in The Third California predicts that the Sacramento region will be the next major growth center in the state Sacramento region must provide a more powerful and relevant education to students and workers that will populate the area in order to attract the types of businesses and creative innovation that supports a high quality of life.

6 Future Workforce Demands, con t Sacramento Regional Workforce Forecast predicts: Thirty percent (30%) of Sacramento region careers in 2015 will require either a two year, four year or post graduate degree Many jobs will require increased mastery of technical literacy and training and the ability to apply knowledge in the workplace

PPIC predicts that by 2025, 41% of jobs in California will require a bachelor s degree Currently: Sacramento region ~ 28% have a bachelor s degree or higher SF/Marin ~ 60% have a bachelor s degree or higher San Jose area ~ 50% have a bachelor s degree or higher Sacramento region will need to increase the percent of the workforce with college degrees particularly in science, engineering and business management to compete nationally and internationally

In order for Sacramento to compete for the global, innovating economy the following must occur: Reinforce elementary, middle and high education programs so that all students are prepared for future employment, post-secondary education and training Reading, writing, math and science Technical vocabulary, decipher communication and data, use of technology Provide options for students through multiple pathways: Traditional 4 year colleges and universities Transfer programs through community colleges Career and Technical Education (CTE) certificate programs Attract more investment in CTE to engage students, enhance academic achievement, deliver 21 st century skills and prepare students for careers critical to support our region s economy

9 Career and Technical Education Today s students must possess the core academic skills that will enable them to access postsecondary education and training Mastery of the core academic concepts and 21 st century skills will be critical as workers transition and meet the challenges of a rapidly-changing global economy. CTE means education that combines academic rigor and real work relevance ~ Little Hover Commission

CTE can provide motivation for and increased academic achievement for many students Opportunity for students that are disengaged 81% of drop outs indicated that they wanted real world learning opportunities CTE has the potential to make education more personal by tailoring what a student experiences in school to his or her own interests Mastery of the core academic concepts and 21 st century skills will be critical as students transition into workers to meet the challenges of a rapidly changing global economy.

CTE program ~ A program of study that involves a multiyear sequence of courses that integrates core academic knowledge with technical and occupational knowledge to provide students with a pathway to postsecondary education and careers. The California Career and Technical Education (CCTE) model curriculum standards are organized in 15 industry sectors of interrelated occupations and broad industries A career pathway is a coherent sequence of rigorous academic and technical courses that allows the student to apply academics and develop technical skills in a curricular area.

16 CTE ~ Opportunities to Explore Project Lead The Way ~ 1500 middle and high school students to STEM (Science, Technology, Engineering and Mathematics) curriculum that emphasizes hands on applications and project based learning (Cooley Middle School & Antelope High School) STEM Program ~ 93% of students enrolled in program enroll in either a two or four year program. CAHSEE passage rate is 100% in ELA and 98% in Math (Franklin High School, Elk Grove) Arthur A. Benjamin Health Professions High School ~ all seniors (108) attending Sacramento City Community College; 91% of the school s 10 th graders passed both the CAHSEE ELA and Math tests on the first attempt.

18 LEED ~ Linking Education and Economic Development LEED is a 501(c)3 non-profit organization serving the six county Sacramento region (Yolo, Yuba, Sutter, Sacramento, El Dorado, and Placer) that works to align educational objectives to meet workforce needs. Through educational, business and economic development partnerships, LEED is guiding the Sacramento region to growing and innovative and well-educated and prepared workforce, developing a STEM Pipeline and ultimately providing the Sacramento region a competitive advantage in a very competitive economic marketplace.
