1 1+1 Program Review, Fall Semester of 2007 Dr. DJ Champagne, MWDP North Missouri Tech Prep Consortium Director Historically, Vocational [Career and Technical] Education has prepared learners for careers based in manual or practical activities. This preparation has traditionally been non-academic and totally related to a specific trade, occupation, or vocation. Vocational education at both the secondary and post-secondary level was coupled with an apprenticeship and/or work-based learning opportunity. Vo-Tech was determined an inappropriate and out-of-date term and became Career and Technical Education through the efforts of ACTE during the academic year. Both Vo-Tech and CTE education has been funded in part through federal Perkins dollars; and at the postsecondary level referred to as R-Tech. As labor markets continue to become more specialized with the demand for higher skills, it becomes imperative for program development expansion that avoids duplication of both effort and field specific training facilities. Congress re-authorized the Perkins IV grant monies with an expectation for seamless transition for students from their secondary education site that may include a certification and that continues through an associate degree post-secondary program completion. A 16-year education plan continues a seamless transition that will include degree completion with 4 year colleges/universities with a Bachelor degree. Currently, Career and Technical Education career paths are preparing highly skilled and academically grounded graduates to fill entry level, technical skill employment positions and to specifically promote postsecondary education and program completion. Mandated Personal Plans of Study serves as the impetus for seamless 1+1 Program of Study development. Tech Prep has as its goal, developing educational and skills training opportunities for Missouri secondary students. Developing a seamless process for education grounded in specific technical specialties has been the motivation for developing 1+1 programs of study by NCMC staff.

2 The institutional process of a 1+1 technical program of study is such that during the student s junior year and continuing through the senior year, he/she will enroll in an articulated, secondary program in career and/or technical education. Currently, 1+1 technical trade programs are offered at the Grand River Technical School, Northwest Technical School, North Central Career Center, and the Brookfield Career Center all in the North Missouri Tech Prep Consortium. At the request of the Hillyard Technical Center, NCMC has provided 1+1 articulation agreements for Computer Services, Construction Technology and Computer Aided Drafting, Manufacturing Technology, Auto Service Technology, Collision Repair Technology, Surgical and Radiology Tech. All of the programs comprise a 30 hour block of articulated Applied Technology credit. It is unique that the location of HTC in Buchanan County is a service provider for CTE for most of the mid- and southwestern North Missouri Consortium member students. HTC has been tracking those students separately when reporting enrollment data to this Director. The 1+1 educational plan serves to avoid duplication of introductory and basic skill study with rigorous instruction at the secondary level. A 1+1 personal plan of study meets the Congressional mandate of a seamless transition into programs for certification or an applied, post-secondary technical degree program. The 1+1 CTE programs are promoted, articulated, and offered through North Central Missouri College. It is the duty of the Director to promote personal plans of study and advise students in their transition through a program of study choice. NCMC also has numerous articulation agreements with surrounding Colleges and Universities for Bachelor degree program pursuit 2+2 programs of study. It is important to note that if a student pursues Tech Prep study with successful course(s)/block completion, these earned academic credits are guaranteed for use only on the NCMC campus. Missouri does not have a program of statewide articulation. It is also important for the student to understand that the transfer of credits without degree completion is not guaranteed.

3 During the student s secondary education sequence (junior and senior year), the student has the opportunity to earn a 30 hour block of credit in a DESE certified CTE curriculum in which 1040 specialty hours of instruction must completed. This plan of study may also earn the student a state/national certification; e.g. Welding, Industrial Manufacturing, Auto Maintenance, Collision Repair, Diesel Service Technology, Building Trades/Construction Technology, Computer Services Technology, Computer Aided Drafting, Radiologic Tech, Surgery Tech, and EMT program. With completion of the secondary plan of study, the student is eligible to complete the Associate of Applied Science in Applied Technology with 31 hours of credit general and advanced specialty studies at the local technical center and/or on the NCMC campus. Thus, the student completes the 1+1 education plan. This plan of study was finalized with the Career and Technical Centers in the North Missouri Tech Prep Consortium in NCMC expects to be graduating 30 currently enrolled 1+1 students during the 2008 academic year. It is the goal of the Perkins IV Tech Prep authorization monies that student retention and graduation numbers will increase significantly. Tech Prep opportunities for articulated credit with NCMC are possible for technical centers and free standing high schools. The 30 hour credit blocks are specifically developed for technical education programs that are NOT duplicated on the NCMC campus site. The student must compete the entire 1040 hours of technical study required by DESE in order to earn the 30 hour Block of credit it is an all or nothing plan to earn a complete Tech Prep Block of credit. One exception theoretically exists for the all or nothing plan of study. As an example, a senior successfully completes 520 hours in the Construction Trade block during his/her senior year in high school. The student graduates high school and enrolls at the Technical Center to continue post-secondary study in order to complete the 1040 required hours of study paying post-secondary tuition. After successful completion of the 1040 hours of study, the student is eligible to continue post-secondary study with NCMC in order to complete the Associate of Applied Technology degree. One post-secondary student at Northwest Technical School is pursuing this personal plan of study. It is necessary to reiterate the intended goal of a

4 Tech Prep 1+1 program of study to encourage retention, completion, and transition for certification and/or post-secondary program of study completion. Tech Prep articulations are available to schools and technical centers outside of the North Missouri Tech Prep Consortium. These articulations are provided at the request of school personnel and are generally pursued to accommodate students specifically wanting to attend NCMC. Hillyard Technical Center has requested 1+1 technical programs of study and NCMC has accommodated those requests. Many of the students in these programs attend school within the North Missouri Tech Prep Consortium. Many articulation requests from outside the North Missouri Consortium focus on Agriculture and Early Childhood Development programs offered here at NCMC. With the expansion of these programs at NCMC it is expected that students in these programs of studies will increase and program information is a focus of all student and school district contacts by this Director. Agriculture and Early Childhood Development programs are not 1+1 programs although it is possible for students to earn 20 hours of Tech Prep credit that will convert to NCMC transcript credit following the successful completion of 12 hours of study at NCMC that continue with their personal plan of study. It is important to note that a focus for personal plans of study by this Director includes discussing how a student may combine Tech Prep credits and A+ scholar funding to compete an Associate degree for virtually little or no cost. Tech Prep/Block studies offer a tremendous motivation opportunity for completion of secondary and post-secondary CTE studies the intent of the Perkins IV law. Students may earn from 1 to 26 hours of articulated credit in other career education programs while successfully completing articulated course work at their secondary centers of education, i.e., accounting, child development, agriculture, etc... These Tech Prep enrolled students (participants) must complete specific course work and must earn a C (2.0 GPA) grade or higher in their studies (concentrators with 3 > CTE hours). Completion certificates are awarded to students completing any of the Tech Prep/Block

5 opportunities listed below. The NCMC instructors, Dean of Instruction, and Tech Prep Director responsible for articulation acceptance and renewal are listed along with CTE study opportunities offered at North Central Missouri College in Trenton, Missouri. The Missouri plan for Tech Prep implementation will continue for 2 years with funding provided at a base level for the 13 Consortiums in Missouri. A continual challenge faced by this Director is that of accountability. Data must be collected from all schools and technical centers that is complete, accurate with standardized testing scores, and that is consistent with definitions explaining Tech Prep Participant and Tech Prep Concentrator. Collection of numbers is being facilitated with a spreadsheet that will be universally used across the state. It is the role of this Director to familiarize, train, and to assist personnel with data collection across the Consortium. Professional development workshops allow us the perfect opportunity to discuss accountability and to further enrollment interests and information for the North Central Missouri College campus and programs. A Technical Assistance meeting will be held on the NCMC campus December 19 and 20, 2007 in order to dialog and develop a process for collecting accountability and compliance necessary data. A second challenge for this Director is maintaining up-to-date standards and skills in current articulation agreements. Redefining competencies for rigor and relevance is an ongoing process with NCMC instructors in the articulation process. Revisiting articulations is necessary to insure relevancy with changes in necessary skill set development. This process is ongoing and will include technical changes in wording to ensure accuracy of institutional guarantees to constituents. Part of the monies budgeted for staff development are being used to educate Consortium members with required DESE mandates for implementation that include career cluster, personal plans of study, and programs of study. We must continue to work within the new definition of program of study to develop and implement rigorous and relevant articulations within and across the North Missouri Consortium. As we continue to refine our program offerings it will be imperative to develop brochures that continue to develop interest in and respect for the post-secondary education opportunities at NCMC. As we continue to develop articulations with our university colleagues, I will continue to promote our programs across the Consortium to increase CTE enrollment at NCMC. In summary, it is necessary to look at the strengths, weaknesses, opportunities, and threats to the efforts for increasing articulation agreements, Tech Prep participants, and encouraging personal plans of study as CTE concentrators with North Central Missouri College.

8 Strengths: -Leadership that is knowledgeable of and pro-active in meeting the educational and training needs of an ever changing workforce environment -Flexibility of instructional and administrative staff at NCMC -Rigorous competencies developed by staff and that are required for articulation approval -Career and Technical centers with skilled staff, well equipped and up-to-date laboratories -Program of Study development and Personal Plan of Study understanding -Academic and Technical skill advisement and mentoring -Ability to work with constituents in order to meet the needs of students with their transition from secondary to post-secondary educational pursuits, and into employment Weaknessess: -Prior difficulty with consistent communication vital to smooth transition for students and program development with Consortium constituents -Tech Prep Director hand no developmental input into development process for the 1+1 post-secondary side of the articulation process -Collection of accurate data required by DESE; definitions that continue to change -Fragmentation of the programs being put together Opportunities: -NCMC has excellent working relationships with our 5 technical education centers -We will continue to build these professional and educational relationships to best meet the needs of students in meeting their personal career goals -NCMC continues to develop and expand the working articulations with 4 year colleges and universities in order to expand our 2+2 offerings; especially the articulations with Northwest Missouri State University in Agriculture, Business, Nursing, and Education program development Threats: -Competition within and among education consortiums -Remaining versed in technological up-dates and certification requirements -Funding necessary to adequately promote, recruit, and continue to provide services to retain programs and students -Ability to track students in order to determine effectiveness of 1+1 program opportunities
