The agendas for Cty Councl meetngs contan a bref general descrpton of those tems to be consdered at the meetngs. Councl Agendas are avalable n the Offce of the Cty Clerk, Councl and Publc Servces Dvson, Room 395, Cty Hall, 200 North Sprng Street, Los Angeles, CA 90012, and on the Cty's webste at lacty.org; or lacounclcalendar.com Ten (10) members of the Councl consttute a quorum for the transacton of busness. The Councl may consder an tem not lsted on the agenda only f t s determned by a two-thrds (10) vote that the need for acton arose after the postng of an Agenda. Some tems on the agenda may be approved wthout any dscusson, however, any tem may be called "specal" by a Counclmember. If an tem s called "specal" t wll be "held" untl the remander of the tems on the Councl agenda have been acted on by the Councl. An tem may also be called "specal" f a member of the publc has requested to speak on the tem and a publc hearng was not prevously held. The Cty Clerk wll announce the tems to be consdered by the Councl, however tems wll be grouped. For example, all tems for whch requred publc hearngs have not prevously been held are lsted n one secton on the prnted agenda. The Councl Presdent wll ask f any Counclmember or member or the publc wshes to speak on one or more of these tems. If anyone wshes to speak on an tem, t wll be called "specal". The remanng tems n ths secton wll be voted on by Councl wth one roll call vote. PUBLIC INPUT AT CITY COUNCIL MEETINGS - An opportunty for the publc to address the Councl on agenda tems for whch publc hearngs have not been held wll be provded at the tme the tem s consdered. Members of the publc who wsh to speak on any tem (a cumulatve tme of fve (5) mnutes) are requested to complete a speaker card for each tem they wsh to address, and present the completed card(s) to the Sergeant- At-Arms. Speaker cards are avalable at the back of the Councl Chamber. The Councl wll also provde an opportunty for the publc to speak on publc nterest tems for a cumulatve total of up to ffteen (15) mnutes. Testmony shall be lmted n content to matters whch are wthn the subject matter jursdcton of the Councl. The Cty Councl may not take any acton on matters dscussed durng the publc testmony perod. If you wsh to provde documents to the full Councl for consderaton on an tem, please present the Sergeant-At-Arms wth 35 copes. Otherwse, your materals wll smply be added to the offcal record. COUNCIL DISCUSSION AND TIME LIMITS - Counclmembers requestng to address the Councl wll be recognzed by the Councl Presdent n the order requested. For any tem, the Charperson of the Commttee, or the maker of the orgnal moton, or the member callng a matter "specal" shall have up to sx (6) mnutes to dscuss the tem. All other Counclmembers may speak up to three (3) mnutes each on the matter. After all members desrng to speak on a queston have had an opportunty to be heard once, the tme for each Member desrng to speak agan shall be lmted to a maxmum of three (3) mnutes. A moton callng the "prevous queston" may be ntroduced by any member durng a Councl debate. If adopted, ths moton wll termnate debate on a matter and the Char wll nstruct the Clerk to call the roll on the matter. VOTING AND DISPOSITION OF ITEMS - Most tems requre a majorty vote of the entre membershp of the Councl (8 members). Items whch have not been dscussed n a Councl Commttee and have been placed drectly on the agenda wll requre 10 votes to consder. Once consdered, these tems wll normally requre eght (8) affrmatve votes to be adopted. Ordnances requre a unanmous vote (at least 12 members must be present) n order to be adopted on frst consderaton. If an ordnance does not receve the necessary unanmous vote, t s lad over one calendar week. The votes requred for approval on second consderaton vary and depend upon the type of ordnance, but a typcal ordnance requres eght (8) affrmatve votes upon second consderaton. 3 When debate on an tem s completed, the Char wll nstruct the Clerk to "call the roll". Every member present must vote for or aganst each tem; abstentons are not permtted. The Clerk wll announce the votes on each tem. Any member of Councl may move to "reconsder" any vote on any tem on the agenda, except to adjourn, suspend the Rules, or where an ntervenng event has deprved the Councl of jursdcton, provdng that sad member orgnally voted on the prevalng sde of the tem. The moton to "reconsder" shall only be n order once durng the meetng, and once durng the next regular meetng. The member requestng reconsderaton shall dentfy for all members present the agenda number, Councl fle number and subject matter prevously voted upon. A moton to reconsder s not debatable and shall requre an affrmatve vote of eght (8) members of the Councl. When the Councl has faled by suffcent votes to approve or reject an tem, and has not lost jursdcton over the matter, or has not caused t to be contnued beyond the next regular meetng, the tem s contnued to the next regular meetng for the purpose of allowng the Councl to agan vote on the matter. The Cty Councl rules provde that all tems adopted by the Councl wll not be presented to the Mayor, or other desgnated offcer by the Cty Clerk untl the adjournment of the regular Councl meetng followng the date of the Councl acton. A moton to send an tem "forthwth" f adopted by ten (10) votes, suspends these rules and requres the Cty Clerk to forward the matter to the Mayor, or other offcer, wthout delay. 9 LAPD Response to Moton Re Body Worn Vdeo June 6, 2016 Councl Fle Number SI Background Ths report s submtted n response to a Moton made by Counclmember Mtchell Englander on Aprl 20, The Moton requested that the Los Angeles Polce Department (LAPD): Report back wth an updated body worn camera market analyss, to nclude any advances n body camera technology snce the LAPD last conducted ts market analyss n October 2015; Conduct a revew of Request for Proposals awarded n the last 12 months, wheren a deployment of a mnmum of 1,000 total cameras are to be mplemented, and report back on whether the Kern County bd s the best procurement vehcle for use by the LAPD; Conduct a cost beneft analyss to determne the potental savngs the Cty mght realze as a result of the body camera mplementaton, ncludng, but not be lmted to, the potental mpact on complant nvestgatons, use of force, and polce ltgaton; Ensure that any proposed contractual agreement for body cameras nclude a clause that allows the Cty to termnate the agreement for any reason ("termnaton for convenence clause); and Requre that any proposed contractual agreement for body cameras nclude a "most favored customer clause" that would guarantee that the Cty of Los Angeles be gven the best prce gven to any other buyer for the term of the contract. 1 Wednesday - June 22, PAGE 9

The Kosk soluton provdes agences wth an enterprse level, scalable soluton for camera uploads whch s ntellgently aware of network condtons and adjusts based on avalable resources. The Kosk soluton also provdes a user experence to allow for personal assgnment, dynamc assgnment and temporary assgnment on the fly. The Kosk soluton s the backbone between the camera fleet and the evdence management system wth a hgh level of ntegraton to support large-scale deployments across multple nstallaton locatons. Kosks can be deployed where there s suffcent nternet/network connectvty and AC power. DEMS, Reveal's Dgtal Evdence Management System, has been optmzed for Cloud mplementaton and delvery and s now runnng n Mcrosoft Azure s Government Cloud platform. Reveal has ntegrated enhanced playback features to allow playback of vdeos n low bandwdth scenaros whle preservng natve (orgnal} vdeo resoluton wth full audt and chan of custody. DEMS Web has also been optmzed to allow agences the flexblty of sharng evdence nternally and externally to support the needs of the judcal systems. The DEMS web soluton provdes three dstnct methods of sharng vdeo evdence drven by user role permsson herarchy managed through the Actve Drectory platform. DEMS Web has been optmzed to allow for on the fly clp creaton from orgnal vdeo evdence. Ths can be done drectly from the vdeo fle playback and the clp s automatcally added and stored. RS2 Camera hardware has been mproved wth a new processor and sensor, as well the vdeo fles now possess a stronger compresson algorthm whch generates smaller fle szes n 720/1080P. The RS2 has beneftted from a slghtly larger battery and memory to address longer run tmes, and pre-event vdeo capture. The RS2 now ncludes three areas of securty that nclude vdeo system encrypton, system access securty and playback securty. Evdence Lbrary 4 added new features, ncludng: o Management of both the 4RE n-car vdeo system and the VISTA body camera o Web clent access o CLOUD SHARE - The ablty to share vdeo by publshng t n a hosted CJIS complant cloud data center. Wolfcom: Improvements as follows - Extended the battery lfe of the camera by offerng an extended battery pack that allows for 23 hours of contnuous recordng and bufferng. Ant Vdeo Actvaton Technology (AVA). Ths feature prevents the body camera from accdentally turnng on and recordng n the event the offcer nadvertently pushes the swtch. Ths feature also complments the current Ant Vdeo Deactvaton Technology (AVD) feature that we have poneered nto both of our body cameras. The Ant Vdeo Deactvaton Technology prevents the camera from accdentally turnng off when the swtch s bumped when an offcer gets nto a fght or struggle wth a suspect. 6 Wednesday - June 22, PAGE 14

Summary of Fndngs After revewng all of the responses to the vendor questonnare, three themes emerged, asde from typcal hardware and software mprovements: 1) cloud storage offerngs; 2) smartphones as body cameras; and 3) auto-actvaton. Frst, most vendors have ether mproved or ntroduced a cloud storage opton. Uchda, Ph.D. June 2016 Recent research on the use of body-worn cameras shows that wearng the cameras reduces the number of uses of force and the number of complants made by ctzens aganst the polce. Table 1 shows fndngs from the three most recent studes n the Unted States. Table 1. By reducng the number of uses of force and complants, there wll be a reducton n the amount of tme that t takes for nvestgators, supervsors, and command staff to nvestgate and conduct revews of these ncdents. In addton, for non-categorcal uses of force and for some cvlan complants, footage from the cameras wll enable supervsors to make decsons more quckly about stuatons and reduce the tme an nvestgaton s pendng. Anecdotally, n Newton and Msson Dvsons where cameras are currently beng used, the Captans and sergeants ndcated that n at least three nstances where cvlans made complants, they were able to revew the footage quckly and determne that the complants were unfounded. Rather than take a week to conduct an nvestgaton (ncludng ntervews, wrte-ups, and tme away from the street), the Captans were able to make decsons wthn a day. More mportantly, they were able to reach a frm decson n the adjudcaton of the complant ( unfounded or C demonstrably false ) rather than one that was undetermned ( not resolved ). Ths secton brefly examnes cost and tme savngs for complants, lawsuts, and uses of force. Complants Currently, about 2,200 personnel complants are fled aganst LAPD offcers annually. Usng conservatve estmates based on the research fndngs above, we assume that LAPD wll see a reducton n complants of 30% annually or about n=660. Based on an estmate of 40 hours for an nvestgaton, ths would equate to about 26,400 hours saved n sworn staff tme (660 X 40 = 26,400). The average fully-loaded-offcer-hourly rate s about $83. Thus, we antcpate a savngs of about $2,191,200 ($83 X 26,400) annually or about offcers back on the street per year. Lawsuts Snce 2011 the cty and LAPD have pad out $65 M n settlements and jury verdcts for Cvl Rghts volatons and excessve/unlawful uses of force. Two major cases were recently settled, one case for $8 M and another for $15 M. In both nstances, vdeo footage may have asssted the Department n exoneratng the offcer or mtgatng the crcumstances of the cases. Lawsuts fled aganst the LAPD have ncreased each year snce To defend the cty and the Department, we estmate that t costs about $100,000 to $200,000 per case. Table 2 shows the year, number of lawsuts and estmated costs to defend the cases each year. Table 2. Second, f the evdence shows that the offcer acted napproprately, then the case could be settled earler and not nvolve extensve ltgaton. If 25 cases occur that exonerate the polce, then $2.5 M to $5 M wll be saved n defense costs alone. Uses of Force Table 3, below, shows the number of uses of force per year for Durng the 15-year perod, 28,515 use of force ncdents occurred, wth an average of 1,901 across the perod. If a 10% reducton n use of force ncdents occurred n the LAPD as a result of the body-worn cameras, then about 190 fewer ncdents would take place each year. Usng the same logc and fgures from the cvlan complants, we calculate the number of hours saved and the dollars saved for a reducton of use of force. Based on a very conservatve estmate of 40 hours for a use of force nvestgaton, ths would equate to about 7,600 hours saved n sworn staff tme (190 X 40 = 7,600). The average fully-loaded-offcer-hourly rate s about $83. Ths equates to about $630,800 ($83 X 7,600) annually or 4-5 offcers dong other nvestgatons per year. Table 3.
