1 WEB-BASED POWER MONITORING COMMUNICATIONS SYSTEM PART 1 GENERAL SCOPE This section describes the metering, communications, and visualization requirements for a modular, scalable Web-based Power Monitoring Communications System. This system shall allow the user to directly connect to the web enabled equipment using a standard Internet web browser. The Contractor shall furnish and install the equipment specified herein. The equipment shall be as shown on the drawings and outlined below. C. This section includes the supply and installation of a complete Power Monitoring Communications System (PMCS) as detailed on the drawings and as described in this specification. The PMCS is defined to include, but not to be limited to, remote devices for metering, monitoring, control and protection, a network time server, all Ethernet communications gateways, a server class computer, software, intercommunication wiring, ancillary equipment, startup and training services, and ongoing technical support. Note to Spec Writer: These sections reference the external guide specifications for communicating devices that should be utilized in comprising the metering, protection, and control aspects of the power monitoring communications system. Section Microprocessor-Based Metering Equipment Section Electrical Controls and Relays Section Microprocessor-Based Trip Units Section Protective Relays REFERENCES The PMCS shall comply with the applicable portions of ANSI/IEEE 803 and NEMA standards. In addition, the master control unit shall comply with FCC Emission Standards specified in Part 15, Subpart J for Class A application. SUBMITTALS FOR REVIEW/APPROVAL The following information shall be submitted to the Engineer: System description including an overview of the system provided with detailed description of system architecture. A customized system diagram showing location of computers, repeaters, gateways and assemblies/devices to be connected to the system, as well as types of wiring required (twisted pair, coax, fiber), and a general layout of wiring referencing the specific building/facility layout shall also be part of this description /06/14
2 Bill of material including a complete listing of all hardware, software, training, software configuration, and startup services being supplied under this contract Hardware and software description shall be provided in detail for all communications hardware, software, including sensor devices and gathering data to be transmitted over the network, and master display unit. This description will include a list of all the communicating devices to be connected to the network. 5. Typical software screen displays shall be provided in printout form and/or on disk SUBMITTALS FOR INFORMATION The Contractor shall provide a submittal for information to include a detailed listing of customer required actions, with timetable, to insure trouble-free startup of the PMCS. This information shall include any equipment access requirement, office requirements and manpower requirements. This submittal shall include the projected system startup time-line, including training dates. In addition, a proposed detailed wiring specification in compliance with these plans and specifications shall be included. The communication wiring specification shall include proposed communication cable, including general cable ratings, communication characteristics, cable routing proposed, termination requirements, and splicing/connections proposed to be made. SUBMITTALS FOR CONSTRUCTION C. D. E. Final submittal data shall include a systems operation manual which includes all the information required by Section 0 In addition, the systems operation manual shall include the following information: A system description overview, descriptive bulletins and/or sales aids covering all components in the system A maintenance section including all instruction leaflets and technical data necessary to set up, change setup parameters and maintain the communicating devices and sensors An original licensed copy of all software manuals shall be included. A section on communication wiring which includes: Type of communication wire utilized General cable ratings and communications characteristics Cable routing diagram including terminations and splicing connections made A detailed startup report, including a list of trained customer personnel shall be provided. QUALIFICATIONS The manufacturer of the equipment shall have been regularly engaged in the manufacture of the specified remote devices for a period of at least five (5) years and demonstrate that these products have been utilized in satisfactory use in functioning systems for similar applications. The manufacturer shall have at least five (5) years demonstrated capability in PMCS design, installation and startup /06/14
3 PART 2 PRODUCTS MANUFACTURERS C. Eaton * * GENERAL Furnish and install a complete web-based Power Monitoring Communications System (PMCS) as detailed on the drawings and as described in this specification. The PMCS is defined to include, but not to be limited to, metering devices, protection devices, Ethernet communications gateways, intercommunication wiring,, startup, training services, and ongoing technical support. WEB-ENABLED POWER MONITORING COMMUNICATION SYSTEM The PMCS shall provide a web browser-based monitoring and management system for all communicating devices in the power system. The PMCS shall communicate to all devices over an industry standard Ethernet communication backbone. For devices that cannot communicate directly on Ethernet, a gateway can be provided as long as it complies with Section 05 C. The PMCS shall provide a real time, web based system to allow the user to easily view the key operational characteristics of the system. These features of the system shall not require any custom screen development or configuration to provide the following functions The PMCS shall provide the ability to view the current value of all operational variables available from all supported devices connected to the Ethernet network without the need for any additional system software. The PMCS shall not require specific knowledge of a device to be able to display information from that device. Instead, the software shall have the ability to query the device for its operational capabilities and automatically set up web based pages to display the information. No custom screen development shall be required to display data from any device able to connect to the system. The software shall support the ability to automatically establish a connection to any device added to a gateway without the user doing any configuration in the software. The PMCS shall automatically build a one-line network hierarchy for all connected devices so the user can easily view them and display the corresponding data, status for those devices. The PMCS shall provide the ability trend one or more variables (volts, amps, kw, kwh, etc.) from one or more devices on a web based trend graph. The trend viewer shall support the following features Web accessible trending tool b. Option to display all variables on a single chart c. Ability to select trend date ranges from a calendar Ability to save the selected trend data to a CSV file using the web interface The PMCS shall provide an energy graph on the home page and shall include Ability to show either demand or usage. Ability to show the peak value for selected time periods and load factor. Compare energy usage across devices. Display peak periods for each device. 5. Ability to display line, bar, stacked bar, and cumulative usage for each selected period Move cursor to view energy values at any given time. Calendar based date and time selection. The PMCS shall support displaying of the waveform data collected by the power monitoring devices that can capture waveforms. The graphic format will display the data in an oscilligraphic format and in a Fourier Amplitude Spectrum graph. The PMCS shall provide time stamped sequential order of events for trips, analog alarms, motor start profiles, and operator actions based on the information received from the actual devices. The PMCS shall have the ability to manage alarm and event conditions detected by the devices. Alarm management shall include: Ability to acknowledge alarms via the web interface b. Ability to flag priority alarms. c. Ability to export alarms. d. Ability to sort and analyze alarms by time, device or priority. The PMCS shall provide web based navigation system to easily: Drill down in the one-line hierarchy. Upload any.jpeg or, png file as a one-line background. The PMCS shall be easy to operate and manage and shall include Ability to have a favorite s list of devices. Ability to add and remove devices from the favorites list. Ability to see devices current status and key parameters at a glance. Ability to navigate to main software views with a single mouse click. The PMCS shall be scalable such that the system can be expanded without requiring the user to reconfigure a new system. The PMCS shall be sized to support the number of devices shown on the drawings, plus the capacity to accommodate 10% additional devices. The PMCS shall not restrict the number of simultaneous users except based on the computing resources provided to support the system. The PMCS shall allow users to be granted privileges based on their user ID and password, to perform various functions in the system. The software shall support, at a minimum 2 levels of access with one supporting Read only access and the other provide full Administration access /06/14
5 The PMCS shall provide onboard embedded memory that is not external to the system or resident on a separate computer. 04 WEB-ENABLED POWER MONITORING HARDWARE COMPONENTS All web enabled devices in the PMCS shall provide any authorized user on the customer s network access to the critical data listed below with the user requiring only a supported Internet browser on their own computer. b. c. b. c. b. c. Meter Screen providing: Volts: L-L and L-N, and average Frequency Current and average phase A, B, and C, N & G Power Screen providing: Energy Demand Power Factor Quality Screen providing: Total Harmonic Distortion (THD) of volts and current Events screen providing: Latest events Enabled Triggers Historical Events The web-enabled power monitoring hardware shall support multiple protocols over Ethernet to ensure the system can easily be integrated into the PCMS software system as well as existing systems. These protocols shall include: C Modbus TCP/IP BACnet/IP SNMP HTTP SMTP NTP File System for exporting.csv trend files The web enabled power monitoring hardware shall provide connectivity to the actual power system in one of two ways: Web enabled meters that measure the critical power system parameters and provide support for the requirements listed in Sections 04 The specifications for the meters are provided in detail in Section *OR -- Web enabled gateways that communicate to power system devices over device specific communication links and provide support for the requirements listed in Sections * Note to Spec. 6 D. E. 04 The web enabled gateways will support the following device communication protocols: Eaton s INCOM protocol b. ModBus RTU over RS-485 The web enabled gateway shall support the following devices Spec Writer to provide list based on project The devices connected to the Web enabled gateway shall communicate using the protocols described in Section 04 B over a local area network interconnected with #18 gauge twisted pair shielded cable, 600 V Class Belden 9463 family, in properly sized conduit (when run outside of factory assembled equipment for the communication channel). The web enabled power monitoring hardware shall provide support for configuration of all web enabled meters and gateways directly via the web pages on the device. To support the configuration of legacy devices on the device networks connected to the gateway, the gateway shall support a pass through mode to allow the legacy configuration software to connect from any computer on the users network to the device via the gateway. All web enabled power monitoring hardware that is connected directly to Ethernet shall support the ability to synchronize their time clock using Network Time Protocol (NTP). The purpose for this support is to ensure all device clocks are accurate so that event sequences can be adequately analyzed. For devices that support clock synchronization and are on the device networks connected to the gateways, they shall support the ability to sync their clock to the clock in the gateway. 05 ETHERNET SWITCHES A single web access point: 4 or 6 port Ethernet switch shall be provided in the equipment to allow a single access point for the user and the ability to connect more than one network device directly on the customer s Ethernet Local Area Network (LAN). Ethernet switch shall support standard copper RJ45 connectors and/or 100BaseFX Fiber- Optic via ST connectors. PART 3 EXECUTION 01 WARRANTY The manufacturer shall warrant the equipment supplied hereunder. The warranty shall include: One (1) year free telephone technical support Warranty on all hardware supplied under this system shall be for one (1) year from start-up or 18 months from shipment, whichever is less When the Manufacturer provides startup service on the hardware supplied under this system, the standard warranty shall be for two (2) years from startup or 30 months from shipment, whichever is less /06/14
7 FACTORY TESTING The following standard factory tests shall be performed on the equipment provided under this section: Configure and load all software Test and operate computer and software in a simulated system mode for minimum of 24 hours INSTALLATION Demonstrate full system functionality The Contractor shall furnish, install and terminate all communication conductors and associated conduits external to any factory supplied equipment. All communication conductor wiring and routing shall be per the manufacturer s recommendations and as shown on the contract drawings. FIELD QUALITY CONTROL The contractor shall furnish the services of a manufacturer s representative for a minimum period of three * 8-hour days to assist the owner in starting up and programming the system. The manufacturer s representative shall be factory-trained and shall have a thorough knowledge of the software, hardware, and system programming. The manufacturer s representative shall provide the following services: 5. FIELD ADJUSTMENTS FIELD TESTING Setting all the addresses of all devices in the equipment Verifying and troubleshooting the integrity of the data line (run by others) Assisting the owner in correcting any data line problems Coordinating any possible warranty problems with the PMCS Configure the PMCS software to match the field devices Verify complete system operation including all hardware, software and communication devices. Verify networking performance with all interfacing systems by other manufacturers. MANUFACTURER S CERTIFICATION A qualified factory-trained manufacturer s representative shall certify in writing that the equipment has been installed, adjusted and tested in accordance with the manufacturer s recommendations. 8 08 09 TRAINING The Contractor shall furnish the services of a manufacturer s representative for a period of * 8-hour days to train the owner s personnel in operation and programming of the system. The manufacturer s representative shall be factory-trained and shall have a thorough knowledge of the software, hardware and system programming. The training session shall be provided for approximately * people and shall include: Hands-on training of site personnel Explanation of system operation Explanation of devices Explanation of owner s system AFTER STARTUP SUPPORT The PMCS manufacturer shall provide a 24-hour 800 telephone number manned with Engineers/Technicians expert in PMCS devices, software and communication system troubleshooting or capable of providing technical information. *The PMCS Manufacturer shall provide a 1 year service contract to maintain the software and system devices. The contract shall be renewable on an annual basis at a fixed charge and shall include a minimum of 2 site visits yearly to perform system maintenance. The service contract shall include as a minimum: Installation of Software patches and Upgrades to System Operating Software as required Anti-Virus Software upgrades as required PMCS Software upgrades as required.
