1 Sample specifications for an effective Flow Monitoring Services RFP Red copy indicates areas requiring specific input Each specification is numbered for quick identification 1. Project Specifications 1.1. Scope of Work The Contractor shall furnish and install open channel flow monitoring data collection equipment throughout the wastewater collection system of (Insert Organization Name). Flow monitoring shall be conducted on a 24-hour a day basis, every day of the contract period Number of Metering Locations (Insert Organization Name) anticipates placing flow monitors at (Insert desired number of meters) for the length of the contract. Prior to issuing the Notice to Proceed, the (Insert Organization Name) will designate the specific monitoring locations It is anticipated that (Insert number of sites) will be located in high traffic areas and will require traffic control for the installation and any maintenance Required Sensor Type - Flow monitoring system shall utilize area/velocity open-channel flow meters equipped with non-contact level (depth) and velocity flow monitoring sensors. Noncontact sensors are defined as sensors mounted above, not submerged in, the flow stream Required Data Logger Type - Flow monitoring system shall utilize data loggers equipped `to wirelessly transmit flow data to a server Contract length (Insert desired contract length) Installation Timeframe - Flow metering equipment, data delivery service equipment, and all other related appurtenances shall be installed and operational within 30 calendar days following the issuance of the Notice to Proceed Equipment removal timeframe - Removal of flow metering equipment shall be completed within the first 30 days after the conclusion of the Service Contract Period Meter Rotation Specifications If any meter rotation or location changes will be required, specify the desired quantity and frequency of movement Equipment Ownership - Contractor will retain ownership of all flow metering equipment throughout the contract period Pipe Dimensions The diameter of the sewers range in size from (insert dimensions) The depth of the sewers range from (insert dimensions). 2. Data Specifications 2.1. Unedited/Unaltered Data Monitoring system shall be capable of delivering unedited/unaltered raw flow data Logging Intervals Data shall be collected by the sensor(s) at a maximum rate of once every fifteen (15) minutes Call-out intervals Monitoring system shall transmit data at a maximum rate of once every sixty (60) minutes, providing data for viewing at that same interval Accuracy Accuracy Range Contractor shall provide data within a minimum accuracy range of plus or minus five percent (±5%) under all flows and conditions. If the contractor determines that the accuracy range cannot be met at a specific location because of poor hydraulics, the Yellow highlighting indicates Hach advantage (for this presentation)
2 Contractor shall notify (Insert Organization Name) upon identification in order to determine another location Data uptime guarantee - Contractor shall provide a guarantee that each monitored site will deliver unedited/unaltered measured data 95% of the time or greater in any given month. If the available data falls below the guaranteed 95% at any given site, that specific site s monthly fees will be credited Data confidentiality - All measured flow data shall remain confidential and shall be sole property of (insert organization name). The Contractor shall not release or give access to End User Flow Data to any third party unless permission is granted in writing by (insert organization name) Data Retrieval Expense - Contractor shall be responsible for the complete costs associated with telemetry and/or cellular data transfer services as required for data delivery Data access - Contractor shall allow unlimited secure access to the unedited/unaltered flow data 24 hours per day, seven (7) days per week for the duration of the Service Contract, through a webbased data interface Web-based Data Interface - Monitoring system shall be capable of interfacing with a web browser-based data management software and remote monitoring application Web-based interface shall be Username/Password-protected Contractor shall grant unlimited, secure access to the unedited/unaltered flow data by establishing a dedicated user identification (Login ID) and password for each desired user, as defined by (Insert organization name) Web-based interface shall function on all common web browsers, including Internet Explorer, Google Chrome and Mozilla Firefox Web-based interface shall allow: Access to view the unedited/unaltered flow data Ability to download the unedited/unaltered flow data Ability to create virtual channels Ability to monitor operational status of all installed flow meters Ability to view installed flow meter locations in map view Ability to create alarms Contractor shall be responsible for the complete maintenance, including upgrades, of the web-based data interface Data format Flow data shall be viewable through the web interface in the following formats: Hydrographs Hydrographs shall be downloadable in PDF format Scatterplots Scatterplots shall be downloadable in PDF format Tabular data Tabular data must be capable of showing minimum, maximum, and average values All data-viewing formats shall display user-selectable measurements obtained from the sensor including, but not limited to: Level Velocity Surface Velocity Flow
3 Battery voltage Surcharge Level Temperature Sensor specific diagnostic / quality parameters Data shall be available in intervals of 1 minute, 5 minutes, 15 minutes, 30 minutes, 60 minutes and 24 hours with customizable date and time ranges, depending on established logging interval Data Downloading - Data shall be downloadable in TSV and CSV formats directly from the web-interface Reporting capabilities Web-based data interface shall provide pre-formatted summary and statistical reports in PDF format. Reports shall be customizable by date range, time range and channels (velocity, level and flow). Required report types include: Data Import Report Data Summary Report Summary Statistics Report Event Log Report Tabular Data Report Communication Report Sample History Report Site Alarm Report User Login Report User Actions Report Call Alarm Report Data Storage Logger Data Storage Specifications Flow meters must have the ability to store, at a minimum, over 1000 days of collected data, based on collecting data for up to 3 channels and 15 minute logging intervals Server Data Storage Specifications - Flow monitoring program shall include the storage of the unedited/unaltered flow data on firewall-protected server(s) with built-in backup redundancies. Data shall be stored and backed up in a structured query language (SQL) server database Contractor shall be responsible for all costs associated with maintaining the data server(s), firewall, and data redundancy requirements Continued Data Availability All unedited/unaltered data shall remain stored and accessible for up to five (5) years after the specified contract period Data integration (Web Services) - Contractor shall provide the ability to integrate both real time and historical flow monitoring data with other data management systems through a web service API. 3. Equipment Specifications 3.1. Overview Prior to installation, Contractor shall demonstrate that their equipment and services meet the specifications and requirements described in this Section Proven Equipment shall have been in the marketplace for a minimum of 3 years Age of equipment
4 All equipment shall be new and/or factory calibrated no more than 30 days prior to installation, with calibration reports available upon request Wireless capabilities Wireless data transmission is required at each site Wireless data transfer Flow meter shall be supported with an FCC and national cellular phone carrier-approved embedded cellular modem Alarming Flow monitoring system shall include alarming features capable of issuing alerts via , SMS text messaging, and paging services Channel alarm settings Monitoring system shall have a minimum of 10 channel alarms to be triggered based on any logged channel. Types of channel alarms shall include high/high, high, low, and low/low System alarm settings Monitoring system shall have a minimum of 6 system alarms, including low battery, low RTC battery, low slate memory, slate memory full, sensor timeout, and sensor ID error Server alarm settings Monitoring system shall have a no call server alarm that alerts the team that measurements are not being transferred to the server when expected Remote programming - Flow meter shall communicate with the server to: Adjust site schedules and parameters Perform clock maintenance Adjust logging and calling intervals Create new alarms Non-contact - The flow meter shall utilize Digital Doppler Radar velocity sensing technology combined with ultrasonic pulse echo level sensing to measure open channel flow, in non-surcharge conditions Velocity measurement method Accuracy Velocity measurement accuracy range shall be within ±5% Measurement Range - Velocity measurement range shall be 0.75 to 20 feet per second (fps) Level (Depth) measurement method Accuracy - Level measurement accuracy range shall be within ±5% Measurement Range - Level measurement range shall be 0.25 inches to 60 inches Surcharge monitoring capabilities Flow meter shall be capable of monitoring a minimum of flow depths, velocities and rates within the specified accuracy under surcharging conditions Equipment Durability - All installed equipment shall operate effectively in the harsh sanitary sewer environment. (Insert as needed Equipment may be located within areas of moderate to high levels of (insert hazardous/material)) Environmental rating(s) All metering equipment shall carry NEMA 6P and IP68 submersible ratings Power Power is required at each monitoring site. (Insert information appropriate for your specific monitoring locations. Typical power options include battery, solar, or AC. Sample Battery Power specifications are included below, as they are the most common.) Battery Power - Equipment shall be capable of operating with non-proprietary alkaline batteries available commercially at typical hardware stores Battery life The battery life for flow meters shall be a minimum of six (6) months of continual operation at a 15-minute logging interval and 60-minute callin frequency.
5 3.12. Software Updates Contractor shall be responsible for all equipment-manufacturerrequired software updates to the monitoring equipment. Flow meter shall be microprocessor and erasable programmable read only memory (EPROM) structured with the ability to upload software updates in the field or via modem and without need to ship the meter to the factory. Software updates shall be made available on-line via web site. 4. Service Specifications 4.1. Equipment Installation Contractor shall furnish all labor, material and equipment necessary for the completion of the equipment installation. All costs must be included in the Bid price The Contractor shall have sufficient personnel and equipment to complete all work requests, as defined in the RFP, and in the time frame defined in the RFP Contractor shall familiarize themselves with the nature and extent of the RFP and contract documents, work to be performed, all local conditions, and federal, state and local laws, ordinances, rules and regulations that may, in any manner, affect cost, progress or performance of the work Contractor shall protect and prevent damage to wires, cable, structures, fences, vehicles, trees, plants and other artifacts. Any damage to public or private property shall be corrected by repair or replacement by the Contractor, at the Contractor s expense, to the satisfaction of the property owner and/or (Insert Organization Name) Contractor shall be responsible for providing on-call support personnel and equipment for the duration of field activities Safety All crews entering sewer manholes shall be trained and equipped for confined space entry and shall perform all such entries in accordance with Federal, State, County and City requirements, including those of the Occupational Safety and Health Administration (OSHA). Proper documentation to enter a confined space is required, and shall be retained by the Contractor and made available to (Insert Organization Name) upon request All support vehicles used during flow monitoring site visits shall be equipped with approved safety equipment and traffic control equipment, such as dual warning strobes, cones, flags and flares Traffic control - Contractor shall be responsible for the traffic control measures necessary to provide safe conditions for the personnel utilized on this project and the general public. All traffic costs shall be included in the Bid Confined Space Entry & Safety Guidelines Contractor shall provide supporting documentation demonstrating their safety procedures and guidelines Site Profiling Flow Profile - During installation, the Contractor shall develop a flow profile for the pipeline section being monitored. Flow profile shall consist of a velocity profile and wetted-depth measurements. Contractor shall submit a copy of the flow profile for each site to the (Insert Organization Name) upon request Equipment Mounting Sensors - The flow sensor shall be mounted securely above the flow stream on a stainless steel bracket affixed to the manhole inner wall.
6 Contractor must be able to retrieve the flow monitoring equipment (logger and non-contact sensor) for maintenance without requiring confined space entry All cables and connectors shall be secured to prevent disruption of operation and debris collection Loggers - The data logger shall be securely installed at the top of the manhole Antennas Equipment shall utilize a low-profile, multi-band cellular antenna for data transmission Installation certification - Installation and upfront calibration of flow meters must be certified by an on-site factory technician Equipment maintenance - Contractor shall be responsible for the complete maintenance of the supplied flow monitoring system, including all associated costs. Maintenance expectations include: Sensor maintenance and cleaning Battery replacement Preservation of wireless connectivity 4.7. Customer Service On-call support - The Contractor must be able to respond to flow data collection, transmission and maintenance issues within the framework of the data uptime guarantee, including nights and weekends. All costs for operation and maintenance of the flow meters and data delivery systems, including on-call/emergency support shall be included in the Contractor s Bid Local support The Contractor shall provide on-site field technicians for service and support as needed to maintain the data uptime agreement Technical support The Contractor shall provide technical support directly from the equipment manufacturer 24 hours a day, 7 days a week. 5. Contractor Specifications 5.1. Years in business - Contractor shall have a minimum of five (5) years of experience operating and maintaining the described sanitary sewer flow meters and the accompanying data delivery service required for this project. Contractor shall be financially responsible and have the adequate and appropriate personnel to competently perform the Work described herein References - Contractor shall provide 3+ references for similar projects from the past 3 years in which the proposed monitoring equipment was used Personnel Factory-certified personnel - Installation of flow meters and all related equipment shall be performed by factory certified personnel following equipment manufacturer-recommended installation and calibration procedures Availability of parts and service All necessary parts and service, including replacement parts, required to maintain mandatory data uptime defined in Section 2.4.2, shall be provided by Contractor at no additional cost to (Insert Organization Name) Service provider resumes Contractor shall provide proof of experience and qualifications for all assigned project personnel and subcontractors.
