1 ACCESS TO FINANCE RWANDA (AFR) RECRUITMENT OF A TECHNICAL DIRECTOR - (Re- Advertised) 1. BACKGROUND Over the past ten years the UK s Department for International Development (DFID) has worked with other leading agencies including the Swedish International Development Agency (Sida), Canadian International Development Agency (CIDA), World Bank, Danish International Development Agency and the Bill & Melinda Gates Foundation to establish financial market development programmes across Africa, including FinMark Trust, Financial Sector Deepening Tanzania (FSD Tanzania), FSD Kenya, Access to Finance Rwanda (AFR), and Enhancing Finance Innovation and Access (EFInA) Nigeria. These programmes share a common vision of making financial markets work for the poor, increasing access by poor people to savings, credit, agriculture finances, insurance and payments services. AFR was launched in March 2010 at the request of the GoR (Government of Rwanda) and with support from DFID, the UK Department for International Development and the World Bank. The core objective of AFR is to remove systemic barriers to financial services by putting the poor at the centre of its interventions in Rwanda. Improving access to financial services for the rural poor will be a particular focus. It is expected that the programme investment and transactions will be split between three complementary interventions. These are as follows: Micro level - more than 60% of resources will be spent at micro level with the aim of enabling financial institutions (mainly microfinances institutions and funders of MSMEs) to strengthen their capacity to provide innovative products/financial services for the poor including amongst others: targeted saving products, access to credit, agriculture finance, supporting informal savings and loans associations as well as financial education programmes, Meso level 20% of resources: This will mainly focus on capacity building Human resources development, systems and technology development including mobile phone banking, Macro level 10% of resources: this will be spent on activities to strengthen appropriate legal and regulatory structure of the financial sector in Rwanda in order to improve delivery of financial services to the poor. 2. OVERALL OBJECTIVES The Technical Director will have overall responsibility for leading AFR to achieve its vision of expanding financial inclusion and access by the poor in Rwanda. The Technical Director will be expected to work with existing initiatives and bring in innovative approaches that will help AFR to build the capacity of financial service providers, facilitate skills, knowledge and technology transfers and increase coordination between markets. The role encompasses four key areas: Strategy and ideas generation Team leadership and delivery Leading the development of AFR s strategy as well as the annual business planning process Identifying relevant new thinking across the field Identify quick wins early in the tenure of the Technical Director Creating new opportunities for the programme Managing against plan to deliver targets Identifying and solving performance bottlenecks Establishing, building, leading and assessing performance of a core technical team to deliver results Leading effective team working Mentoring senior staff Overseeing efficient and robust business processes page 1 of 6
2 Stakeholder relations and accountability Technical and advisory Accounting for results to the AFRIC (AFR Investment Committee) Supporting policymakers and implementers Networking with/influencing key industry players Harmonising with other key development players both at the national and regional/international levels Positioning AFR in the market Policy analysis Project design, review and analysis Implementation support and trouble-shooting Guide project monitoring and evaluation Technical advice to AFR team and key partners 3. SCOPE OF WORK The Technical Director will ensure that the following activities are undertaken: 3.1 AFR strategy development and implementation Market scoping and analysis to inform the development of the strategy; Developing a three-year strategic plan for presentation to the AFRIC, with clear areas of focus for each year of operation for the period ; Developing annual plans outlining inputs, activities and outputs required to achieve the AFR s outcome and presenting these to the AFRIC for approval; Revising and enhancing the monitoring and evaluation framework developed by DFID during the design phase of AFR, in order to measure and track progress towards the strategic and subsidiary objectives of AFR; Developing an effective communications and marketing strategy; Establishing mechanisms to progressively integrate AFR s activities with those of the GoR and development partners where these are consistent with AFR objectives. 3.2 Annual Business plans and staff management Drafting of annual business plans for AFRIC s approval, including expected requirements for the management and key outputs to be delivered in line with the AFR programme objectives, Reviewing the current team composition and suggesting necessary changes and/or additional staff required to deliver AFR objectives. Insofar as possible, all team members should be Rwandan or Rwanda-based. The Technical Director will be expected as part of his/her remit to recruit and develop a Rwandan Successor. 3.3 Investment cycle Manage and optimise the impact of the current (on-going) AFR investments; Identify quick wins early in the tenure of the role of Technical Director, with clear focus on conducting and concluding investments specifically in MSMEs; Develop appropriate mechanisms to originate investment opportunities and transactions for AFR to support demand driven financial services for the poor, leveraging the on-the-ground capacity of existing and new interventions (VUP, MFIs, AMIR, MSMEs, NGOs, Academic/High Learning Institutions); Identify and appraise new, catalytic investment opportunities in support of the AFR strategy and objectives and perform appropriate due diligence, to be presented to AFRIC for investment approval (all documents must be submitted at least 7 working days before scheduled quarterly meetings, later submissions will be at the discretion of AFRIC); Provide constant inputs and technical support to investments in order to maximise developmental returns, including appropriate mechanisms for monitoring and evaluation to ensure effective and regular tracking of performance for every AFR s investment; page 2 of 6
3 Commission business analysis/diagnostics in prospective investee organisations to identify opportunities for capacity building; Appraise/undertake due diligence of promising capacity building investment opportunities; Ensure full documentation of investment proposals, approved minutes of AFRIC deliberations and AFRIC opinions on proposals (including objection, qualified objection and no objection); Presentation of documentation to the Finance Manager to facilitate preparation of funding agreements and disbursements to implement approved projects on the basis of AFRIC s approval and opinion; Develop and maintain a regional database of business development service suppliers to provide capacity building on commercial terms when necessary; Ensure rapid action to suspend disbursements/payments (in conjunction with the Finance and Procurement Manager) in case of under-performance or other non-compliance against terms of funding agreements or contracts; Develop and manage appropriate exits from investment relationships (including identification and co-ordination with potential new institutional investors). 3.4 Strategic linkages Work with key stakeholders across the private sector, academic/high learning institutions, research institutes, government and other development programmes to develop a market segmentation and analysis to support strategy development; Provide strategic inputs and engage with policy level work on financial sector development involving the Government (FSD Secretariat, Central Bank, RCA, RDB, MINICOM, MINALOC, VUP), microfinance institutions/association of microfinance institutions, development partners and others (notably taking responsibility for feeding experience from field level work into higher level policy debates); Provide specific technical inputs to MINECOFIN s FSD Secretariat, the Central Bank and to other public institutions involved in the regulation and facilitation of financial sector development; Identify and exploit opportunities for joint action with other donor programmes and investors in microfinance institutions to maximise impact of AFR s programme; Liaise with key regional and country policy makers and regulators to ensure AFR programme responds effectively to policy; Maintain global links with sources of emerging best practice (notably CGAP) and with Financial Sector Deepening Trust in Tanzania and Kenya and contribute to key debates; Liaise with FIRST initiative to support the implementation of the financial Sector Development Programme. 3.5 Operations and administration The Technical Director is responsible for managing overall financial and operational risks undertaken by AFR, sharing the former with the Finance and Procurement and HR Administrator. This will entail, among other tasks: Support the efficient and effective operation of AFR in a manner at all times consistent with the terms of the constitution act, funding agreements with donors and the defined policies and procedures; Work with the Finance Manager to create the implementation capacity to deliver the strategy, encompassing the development of human resources, business processes, information and communication systems and office infrastructure; Establish the creation of an effective organisational culture within AFR to support its work, underpinned by appropriate specific working practices and reporting arrangements; page 3 of 6
4 Develop appropriate investment mechanisms/contracts, in conjunction with the Finance Manager and AFRIC, to deliver support to retail financial institutions, service providers and other organisations; Work with the Finance Manager to ensure appropriate reporting mechanisms and accounting systems to allow efficient accounting to AFRIC; Organise independent annual review and mid-term review to assess AFR progress as appropriate; Support the Finance Manager in ensuring project partners, consultants and all other suppliers comply with all specified reporting requirements, funding conditions and contractual terms under funding agreements and contracts; Oversee authorisation to the Finance Manager for all payments; Working with the Finance Manager to ensure contracting of service providers to support AFR activities is undertaken in a competitive manner, and consistent with the procurement policy of AFR; Work with the Finance Manager to ensure high levels of transparency and public accountability in the AFR s operations; Prepare and submit management reports to the AFRIC as well as preparation of annual reports to AFRIC and other stakeholders; Work with the Finance Manager to develop effective internal controls to manage portfolio risk and identify potential risks and vulnerabilities and suggest appropriate remedy; Collaborate closely with the Finance Manager in the timely preparation of quarterly financial reports, providing clear analysis of variances against budget; Support the Finance Manager in preparation of three year, annual and quarterly financial budgets and cash-flow forecasts; Assess and approve the annual budget and cash-flow forecast produced by the Finance Manager; Co-ordinate closely with the Finance Manager in ensuring timely funding requests are made to donor partners to ensure donor liquidity; Support the review of formal operating Policies and Procedures by the Finance Manager to be submitted to AFRIC for opinion and subsequently to the Board of Director for formal adoption; In association with the Finance Manager, make proposals for changes to the existing Policies and Procedures (including proposals for new policies and procedures) as required, to be submitted to the AFRIC for opinion and subsequently to the Board of Directors for formal adoption; Collaborate with the Finance Manager in the smooth management of AFR s office; Identify all potential, actual or perceived conflicts of interest and present to AFRIC and the Board for opinion; Working closely with the Finance Manager to ensure effective management of all AFR staff, including recruitment, appropriate oversight of performance, compliance with Policies and Procedures, learning and development opportunities, induction and coaching, career development and training, staff movement and annual leave plans, promotion, terms and conditions and disciplinary action. 3.6 Supports to the Service Provider and the Finance Manager Provide all reasonable support to the Service Provider in executing their obligations, providing information expeditiously where requested and advice on specific issues raised; Offer close operational support to the Finance Manager in support of effective and efficient execution of AFR s activities/programme. 3.7 Fiduciary responsibility The Technical Director will be expected to take all reasonable steps in execution of his/her role to: page 4 of 6
5 Avoid financial losses to AFR (commensurate with the investment risks undertaken); Control fraud both internally and externally; Comply with operating policies and procedures; Ensure full transparency and accountability to AFRIC and other relevant stakeholders; Maintain accurately and protect key financial records and data; Safeguard confidential information, and Avoid damage to the public reputation of the AFR and AFRIC. The Technical Director will be obligated to bring to the attention of the AFRIC and the Board all potential, actual or perceived threats of financial loss, violation of defined operating policies and procedures or other material threats to AFR and AFRIC. 3.8 Securing additional funding to AFR Although AFR has started with core funding from DFID and the World Bank, the Technical Director will seek additional financial resources from other donors and private sector for financial sector development activity/initiatives. 3.9 Communications Lead advocacy of improvements to policy, financial sector outreach and depth and other factors supporting AFR s overall and specific objectives; Ensure AFR results and overall performance are, timely, communicated to AFRIC key stakeholders (including potential funders) in government, the private sector, NGOs and other development partners within and outside Rwanda as appropriate; Ensure the AFR website is up and running and that all key information about AFR (mission, values, activities, ) are available for public consumption as appropriate; Build strong relationship with existing private sector and nascent private sector with an objective to explore transformative opportunities. The specific approach to meeting the scope of work defined here will be determined by the Technical Director and set out in the AFR strategy paper. It will be the responsibility of the Technical Director to identify/recruit the staff team necessary to fulfil the activities set out in these terms of reference, in consultation with AFRIC and the Board as appropriate and when necessary. 4 OUTPUTS AND DELIVERABLES The Technical Director is responsible for the achievement of AFR objectives through the delivery of the outputs and outcome set out in the logical framework (logframe). This will contribute to the programme s impact of improving the livelihoods of poor rural and urban people and MSMEs in Rwanda. The Technical Director is expected to revise the AFR logframe following the recommendations made by the annual review of November/December 2011 and to present the amended version to AFRIC for no-objection. The Technical Director will perform these services and will provide the outputs required of him by AFR all the times, or within the time periods, reasonably required of him including, without limitation, such outputs as shall be consistent with the scope of work described in section 3 above. 5 REPORTING AND CONDUCT OF THE WORK The Technical Director will formally report to the AFRIC and to the Board of AFR.The AFRIC will meet on a regular basis (at least quarterly but up to monthly based on needs). 6 TIMING This is a 2 year contract (March 2013 to February 2015) and if the AFRIC considers it desirable and necessary, this contract may be extended for 1-2 years. 7 COMPETENCY AND EXPERTISE REQUIREMENTS The Technical Director of AFR must possess the following minimum requirements: page 5 of 6
6 Experience in managing financial sector development programmes in developing economies, with a particular focus on micro and rural finance; Experience in implementing successful transactions and track record of experience in supporting actual investments in MSMEs that have catalytic effects on rural economies and job creation; At least 3 years of experience in successfully running financial sector development initiatives including working in financial inclusion in sub Saharan Africa. Experience in East Africa in particular Rwanda economy will be an added advantage; Successful track record in management of projects/ organisations; Track record of technical expertise in financial sector development policies and regulations, financial market integration, financial cooperatives development, management and development interventions in micro-credit to individuals and MSMEs and financial services provision to the poor, including financial literacy and products development in the Sub Saharan region; Expertise in the use of the making markets work for the poor (M4P) approach in the design, appraisal and implementation of pro-poor financial services in Sub Saharan Africa; Experience in capacity building and effective transfers of skills, particularly within public and private institutions involved in the provision and facilitation of financial sector development and at micro/retail level in sub Saharan Africa; Minimum of a master s degree (or equivalent) in a relevant subject; Fluency in English and working knowledge of French; and Very good written and oral communication skills.
