1 Mr Tony Mayer is the Europe Representative for Nanyang Technological University. He is a geologist who has specialized in research management and administration. Prior to joining NTU, he was the science policy adviser to the Chief Executive of the European Science Foundation and the Scientific Secretary of the European Research Advisory Board (EURAB). He was formerly Director of the European Cooperation in Science and Technology Office in Brussels and the head of the UK Natural Environment Research Council International Section. Mr. Mayer is the Treasurer and a Governing Board member of Euroscience and a member of the Euroscience Open Forum (ESOF) Supervisory Board. He was the co-organizer and co-chair of the first and second World Conferences on Research Integrity. She joined the National University of Singapore as a lecturer in 1996 and is currently Associate Professor (Marketing) at NUS Business School. She also qualified as a Chartered Financial Analyst in 2000 and holds a Postgraduate Diploma in Education from Nanyang Technological University (NTU). 2 Dr Ralf Emmers is Associate Professor and Coordinator of the Multilateralism and Regionalism Programme at the S. Rajaratnam School of International Studies (RSIS), Nanyang Technological University (NTU), Singapore. He completed his MSc and PhD in the International Relations Department of the London School of Economics (LSE). His research interests cover security studies and international relations theory, maritime security, international institutions in the Asia-Pacific, and the security and international politics of Southeast Asia. Dr Emmers is the co- Series Editor of the Warwick Studies in Globalisation (Routledge Book Series) and an Editorial Board member of The Pacific Review. Assoc Prof Ralf EMMERS Coordinator, Multilateralism & Regionalism Programme, RSIS, NTU Dr Emmers professional activities have included serving as the Acting Head of the Centre for Non-Traditional Security Studies (2011) and as the Head of Graduate Studies ( ) at RSIS; as a Visiting Fellow at the Australian National University/Griffith University (2009), funded by the Australian Research Council (ARC) Center of Excellence in Policing and Security (CEPS); as a Participant at the CSCAP Study Group on Human Trafficking in the Asia-Pacific Region (2005); as a Ford Fellow on Non-Traditional Security in Asia ( ), Institute of Defence and Strategic Studies (IDSS); as an IDSS Post Doctoral Fellow in Asian Security (2002); and as a Research Associate at the Institute of Southeast Asian Studies (ISEAS), Singapore, and the Center for Strategic and International Studies (CSIS), Jakarta (2000). Dr Emmers is the author or editor of 11 books and monographs and has contributed numerous journal articles and book chapters in edited volumes. He is the author of Resource Management and Contested Territories in East Asia (Palgrave Macmillan, 2013), Geopolitics and Maritime Territorial Disputes in East Asia (Routledge, 2010), Cooperative Security and the Balance of Power in ASEAN and the ARF (RoutledgeCurzon, 2003) and Non-Traditional Security in the Asia-Pacific: The Dynamics of Securitization (Marshall Cavendish, 2004) and the co-author of The East Asia Summit and the Regional Security Architecture (University of Maryland School of Law, 2011). He is the editor of ASEAN and the Institutionalization of East Asia (Routledge, 2012) and the co-editor of The Five Power Defence Arrangements at Forty (Institute of Southeast Asian Studies, 2011), Security and International Politics in the South China Sea: Towards a Cooperative Management Regime (Routledge, 2009), Order and Security in Southeast Asia: Essays in Memory of Michael Leifer (Routledge, 2006), Understanding Non-Traditional Security in Asia: Dilemmas in Securitization (Ashgate, 2006), and of Non-Traditional Security in Asia: Trends and Issues (Marshall Cavendish, 2006). Additionally, he has published articles in peerreviewed journals such as The Pacific Review, Asian Survey, Australian Journal of International Affairs, Asian Security, Harvard Asia Quarterly, Contemporary Southeast Asia, Contemporary Politics, Political Science, Pointer and Dialogue + Cooperation as well as numerous book chapters in edited volumes. He is one of the authors of a monograph on A New Agenda for the ASEAN Regional Forum (IDSS, 2002) and of An Agenda for the East Asia Summit (IDSS, 2005) as well as a contributor to International Relations in Southeast Asia: The Struggle for Autonomy (Rowman & Littlefield, 2005). Dr Emmers teaches a course on the Study of International Institutions as part of the MSc in International Relations at RSIS and lectures at the SAFTI Military Institute and the Home Team Command and Staff Course, Singapore.

3 Assoc Prof Hendrik Meyer-Ohle is Vice Dean (Graduate Studies) at the Vice Dean at the Faculty of Arts and Social Sciences (FASS), NUS since Jan Prior to that he was Acting Head, Department of Japanese Studies, FASS, NUS (Jan 2007) and Asst Dean (Graduate Studies and Research), FASS, NUS (Dec 2007). 4 Dr Michael Pulch is the Ambassador and Head of Delegation, Delegation of the European Union to Singapore. Before his arrival in Singapore, Dr Pulch served as the Deputy Chief of Mission of the EU Delegation to China from , and the Head of Russia Division in the European External Action Service (EEAS) in Brussels from 2011 to August He began his career with the German Ministry of Foreign Affairs in 1986, serving on the United Nations Directorate before postings to German embassies in Seoul and Washington DC. He joined the European Commission in Brussels in 1995, and headed the economic section of the EU Delegation in Tokyo from 1999 to HE Dr Michael PULCH Ambassador and Head of Delegation Delegation of the European Union to Singapore Dr Pulch speaks English, German, French and Dutch. He holds degrees in law and political sciences from the universities of Bonn, Paris and Cambridge. Nicholas graduated from Oxford University with a Masters in Politics, Philosophy and Economics. He has been a journalist for 11 years. He spent nine of those years at Singapore s national daily newspaper, The Straits Times, where he reported on financial and sports news, and also wrote lifestyle columns and special reports on a diverse range of topics, rising to the post of Senior Correspondent. He then spent two years as business desk editor at national broadcaster MediaCorp s Channel NewsAsia. There, he oversaw local and business news and also presented various bulletins, including the 2009 Singapore Budget Special. A former national athlete, Nicholas also hosted the International Olympic Committee meeting in Singapore in Mr Nicholas FANG Executive Director Singapore Institute of International Affairs He joined the Singapore Institute of International Affairs in 2010 where he is currently director and was appointed Nominated Member of Parliament in February 2012.

5 Ambassador Zhang Yan is the 6th Executive Director of the Asia-Europe Foundation (ASEF). His latest deputation before joining ASEF was as the Ambassador Extraordinary and Plenipotentiary of the People s Republic of China to the Republic of India (2007 October 2012). HE ZHANG Yan Executive Director Asia-Europe Foundation He is a veteran diplomat, with experience spanning over 30 years, serving in many countries including Liberia, Switzerland, the United States, Singapore, Austria and India. He has closely worked with the United Nations dealing with the Security Council as well as Disarmament and Arms Control. Ambassador Zhang holds a Bachelor s Degree from the Beijing Foreign Studies University (1976). Later he studied at Carleton University and McGill University in Canada ( ) and the China National Administrative Institute (1995). He has participated in the United Nations Disarmament Fellowship Programme (1984). He was born in the Zhejiang Province in China and is married with a daughter.
