Helen Keller The Asia-Pacific College of Diplomacy (APCD) was established in 2003 and is the only such institution in the southern hemisphere. Located in the Australian capital of Canberra, APCD benefits from direct access to key government departments such as the Prime Minister and Cabinet, Foreign Affairs and Trade, Defence, and Treasury, amongst others. It is part and parcel of the ANU College of Asia and the Pacific, which hosts the largest assembly of cutting-edge regional experts in the English-speaking world. APCD is a training and educational hub for practitioners seeking to advance their careers in a wide range of areas that require them to navigate an increasingly globalised work environment multilateral diplomacy, international institutions, national government agencies, non-governmental organizations, multinational corporations, international law, and journalism amongst others. DIPLOMATIC TRAINING APCD delivers and facilitates diplomatic training. As deliverer, it provides enhanced competence, knowledge and skills to practitioners in ways that contribute to more rewarding and creative solutions. As facilitator, APCD brings together leaders in their fields, challenging conventional modes of thought and practice in order to produce more successful professionals. Aims Specifically, our courses are designed to achieve one or more of the following aims: To provide relevant conceptual frameworks and skill-sets enabling practitioners to better understand and navigate their operating environment. To draw upon the historical and contemporary conditions in which particular diplomatic processes and strategies can be assessed. To consider alternative approaches to emerging issues in our globalised world, particularly those involving specific regional dimensions. ASIA-PACIFIC COLLEGE OF DIPLOMACY 3
4 Content and Delivery APCD offers the full range of executive education, including the design, delivery, and evaluation of professional training. Quality control and quality assurance of training programs is executed at two levels:- a) the Executive Troika, comprising the APCD Director, a recently retired Australian Ambassador, and the Director of Executive Training; b) the Program Troika, comprising the lead academic overseeing the intellectual content of the course, a high-ranking practitioner (APCD Ambassador) overseeing the practical relevance and assisting in program delivery, and the Director of Executive Training, in charge of program design, delivery, and evaluation. Collaborations APCD collaborates with a global network of international agencies, diplomatic academies and training programs such as Clingendael, the United Nations Institute for Training and Research (UNITAR), the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), the Lee Kuan Yew School of Public Policy at the National University of Singapore, the Pacific Islands Forum Secretariat (PIFS), the Association of Southeast Asian Nations (ASEAN), the International Forum on Diplomatic Training (IFDT), the Harvard Negotiation Project, the Australian Civil-Military Centre, and the Centre for Political and Diplomatic Studies (CPDS). Pathway into APCD Degree Programs At the same time, APCD executive training is a potential pathway into its prestigious Master and doctoral programs. MAIN THEMES Global skills, diplomacy in shifting global and regional contexts, security and conflict, and diplomatic capacity building are the main themes of our executive training program. In addition, every year we offer a limited number of open registration courses that enable ambitious professionals to be ahead of the curve. While the global skills theme is designed to provide a generic understanding of how to navigate a globalized operational environment, the more specialized themes allow to developing and applying the same set of skills within particular policy contexts of global and regional developments. 5 Global Skills APCD offers training that helps to be flexible in very complex social environments, equipping professionals with specific expert knowledge together with broad cross-cultural communication skills. The focus of all skills training at APCD is to improve the personal performance of professionals in managing global and regional environments. Possible courses include but are not limited to negotiation skills, conference diplomacy, bilateral negotiations, hostage negotiations, mediation, multi-stakeholder diplomacy, cross-cultural communication, navigating social media, policy writing, and cable writing. Diplomacy in Shifting Global and Regional Contexts Today s world is marked by unprecedented complexity and uncertainty. Globalization, conflict, regional instability, technology, and the changing role of major powers shape and challenge the world we inhabit. Policymakers are increasingly faced with an infinite range of alternatives and uncertain consequences to choosing each alternative. Diplomacy is the framework through which policymakers communicate, contest and negotiate solutions to govern these tectonic challenges. We have developed courses some in cooperation with our partners on how to engage with China, how to deal in and with regional institutions, as well as in the areas of modern diplomacy, multilateralism, strategy and diplomacy, defence diplomacy, development diplomacy, public diplomacy, as well as religion and diplomacy. Security and Conflict The struggle for order and peaceful cooperation is most pronounced in the Asia-Pacific region, where deep-seated, still unsettled post-colonial and Cold War era divisions persist, as well as tensions over territorial and resource conflicts. While the region remains potentially unstable, major power conflict has been absent since What are the sources of regional peace, and what neuralgic points of conflict linger on? What are the opportunities offered by regional cooperation and regional organizations? How does this fit into the broader global security context? APCD has long-standing expertise in training professionals in understanding and dealing with conflict and security. Topics include security and development in the Asia-Pacific regions, human security, conflict management, the United Nations, rebuilding disrupted states, the politics of Islam, as well as gender, peace, and security. Diplomatic Capacity Building APCD is offering its advice and expertise to foreign ministries and other diplomatic training centres across the world. Capacity building is need-based and therefore varies in scope and size; it may involve multi-year initiatives that provide comprehensive assistance in designing, delivering, and evaluating training programs. Other activities may include joint curriculum development and the training of trainers. APCD so far has delivered training for ASIA-PACIFIC COLLEGE OF DIPLOMACY 5
6 diplomatic practitioners in Australia, Africa, the Caribbean, the Pacific, South America, as well as South and Southeast Asia. Open Registration Courses Navigating a globalized operational environment is highly demanding and requires a number of essential competences. APCD designs a wide range of offerings, varying from introductory seminars to more specialized courses or masterclasses, briefings, and workshops to match the objectives and needs of our client s organization and staff.
