1 Ambassador Deborah A. McCarthy Deborah A. McCarthy is the current U.S. Ambassador to Lithuania, appointed by President Obama and sworn into office on February 5, Ms. McCarthy joined the U.S. Diplomatic Service from Chase Manhattan Bank in 1981 and held a variety of diplomatic positions in the Dominican Republic, Italy, Haiti and Washington. In 1996, Ms. McCarthy became the Economic Counselor at the U.S. Embassy in Paris, responsible for European Union and defense industry issues. There, she helped establish the French-American Business Council. She became Deputy Ambassador at the Embassy in Nicaragua in 1998, in charge of Mission operations. She became Consul General in Montreal days before 9/11 and established new border security measures with Canada. In 2002, Ms. McCarthy became Deputy Assistant Secretary for Narcotics and Law Enforcement, in charge of $780 million in assistance to Latin America as well as the State Department s airline fleet. Subsequently, she was Senior Advisor for Counter Terrorism for the Western Hemisphere. In 2006, she was named Special Coordinator for Venezuela. She returned to Europe in 2008 as Deputy Ambassador at the U.S. Embassy in Greece. From 2010 to 2013, Ms. McCarthy was the Principal Deputy Assistant Secretary of State for Economic and Business Affairs, leading global economic negotiations and Secretary Clinton s Economic Statecraft agenda. Ms. McCarthy received a B.A. in Economics from the University of Virginia, and a double Masters in Economics and Foreign Service from Georgetown University. She also has a Certificate in Airline Strategic Management from the International Air Transport Association (IATA). In 2014, Ms. McCarthy was selected as a Fellow for On The Board sponsored by George Washington University and the International Women s Forum to place

2 women leaders on corporate boards. She speaks French, Spanish, Greek and Italian. Ms. McCarthy is the recipient of the Presidential Merit Service Award and six Senior Foreign Service Performance Awards. She is an active tweeter and blogger on US foreign policy, focusing on national security and economic issues. She regularly speaks on U.S. foreign policy. Ms. McCarthy is a member of the Women s Foreign Policy Group, the Atlantic Council and the University of Denver International Career Advancement Program at the Aspen Institute.
