C o o p e r Doral Cooper is CEO and Chairman of C&M International, Ltd., an affiliate of Crowell & Moring LLP, a law firm with offices in Washington DC, New York, California, London and Brussels. Prior to joining C&M International, Ms. Cooper held several key positions in the Office of the United States Trade Representative (USTR), Executive Office of the President. As Assistant US Trade Representative, she formulated, negotiated and implemented US trade policy for Asia, the Middle East and Africa and administered the US Generalized System of Preferences (GSP) program. Ms. Cooper was the Head of the US Delegation and Chief Negotiator for the US-Israel Free Trade Agreement, the first such agreement entered into by the United States. Ms. Cooper also supervised the negotiation of bilateral and multilateral trade agreements in the Tokyo Round of Multilateral Trade Negotiations and designed the strategy to gain acceptance of those agreements. Ms. Cooper also has served as International Economist at the White House Council of Economic Advisers, where she analyzed and forecast international events and trends. Prior to that assignment, Ms. Cooper was an Economist in the Division of International Finance of the Board of Governors of the Federal Reserve System. Ms. Cooper received a Master of Arts in International Economics from the Johns Hopkins University School of Advanced International Studies and a Bachelor of Arts in Political Science from Indiana University. She is a frequent lecturer and publisher on economic development, trade policy and negotiations.
16 P e t e r F. A l l g e i e r Peter F. Allgeier is President of C&M International, Ltd., an affiliate of Crowell & Moring LLP, a law firm with offices in Washington DC, California, New York, London, and Brussels. Prior to joining C&M International, Ambassador Allgeier served as Deputy US Trade Representative and U.S. Ambassador to the World Trade Organization (WTO). He was appointed Acting U.S. Trade Representative during two transitions, in 2005 and in Before his appointment as Deputy USTR in 2001, he served in a series of senior positions: Assistant USTR for Asia/Pacific; Assistant USTR for Europe and the Mediterranean; and Associate USTR for the Western Hemisphere. During his career at USTR, Mr. Allgeier conducted major negotiations with countries throughout Asia, Europe (including the former Soviet Union), the Middle East, Canada, Latin America, and the Caribbean, as well as multilateral negotiations in the UN and the WTO. These negotiations included: free trade agreements, elimination/reduction of foreign tariffs and non-tariff barriers; bilateral investment treaties; improvements in foreign intellectual property laws; government procurement; and treaties normalizing U.S. trade and investment with Eastern Europe and the former Soviet Union. In 1988 President Reagan presented him with the Presidential Distinguished Rank Award, the highest performance honor bestowed on career federal officials. He also is the recipient of the Distinguished Service Award from the Washington International Trade Association (WITA) and the Woodrow Wilson Distinguished Alumnus Award from Johns Hopkins School of Advanced International Studies (SAIS). Prior to joining USTR, Mr. Allgeier was an international economist with the U.S. Agency for International Development (AID). He has a Ph.D. in International Economics from the University of North Carolina; a Masters Degree in International Relations from Johns Hopkins University; and an A.B. in International Relations from Brown University. He also was a Rockefeller Fellow at Harvard Divinity School, and was a Visiting Instructor of Economics at Duke University.
17 K a t e C l e m a n s Kate Clemans joined C&M International as a Director in January 1993, after serving more than five years as head of the Trade Policy Division of the New Zealand Embassy in Washington, DC. Drawing on her perspective as a former foreign government official, she specializes in U.S. relations with countries of the Asia-Pacific region. Ms. Clemans has particular expertise in multilateral trade negotiations, bilateral market access issues, regulatory affairs, trade remedies and safeguards issues. Her background as a trained scientist offers a unique perspective on standards and inspection issues as they affect trade and economic policy. She currently works on behalf of private sector entities in the Asia Pacific Economic Cooperation (APEC) forum, helping to shepherd industry initiatives through that forum in numerous sectors including ICT, chemicals, financial services, and life sciences. Before coming to Washington, Ms. Clemans was Deputy Director for Asia in the Trade Policy Division of the New Zealand Department of Trade and Industry where she took a lead role in the development and negotiation of bilateral access agreements with countries in Asia. Previously, she served as an analyst in the Prime Minister s department, focusing on international financial issues. Ms. Clemans obtained a Bachelor of Science degree with First Class Honors from Victoria University of Wellington where she taught for five years. Research sabbaticals included studies at the Australian National University and the University of Western Australia.
18 M e l i s s a C o y l e Melissa Coyle, a Director at C&M International, specializes in analysis of free trade areas, U.S. trade policy affecting developing countries, trade and the environment, and issues related to the accession of countries to the World Trade Organization (WTO). Ms. Coyle has also closely followed government procurement issues and monitors U.S. legislative initiatives, including tax reform, telecommunications reform and other regulatory issues affecting trade in services and financial services. Ms. Coyle joined C&M International following 13 years of service in the U.S. Government, primarily at the Office of the U.S. Trade Representative (USTR). She served as Chief Negotiator on tariffs and market access in the Uruguay Round, negotiating with more than 35 countries. She is also well versed in the operations of the GATT and its successor, the World Trade Organization. Also, at USTR, Ms. Coyle administered the U.S. Generalized System of Preferences (GSP) and the Caribbean Basin Initiative (CBI) and developed U.S. negotiating positions on non-tariff issues for the U.S.-Israel Free Trade Agreement. Ms. Coyle s professional experience includes a tour as Director of the Office of Mexico at the U.S. Department of Commerce during the preparatory phase for negotiation of the NAFTA. She also served as a trade expert on the staff of the House Ways & Means Committee and at the National Security Council. Ms. Coyle received a Master of Arts with honors in international politics and political economy from the Catholic University of America and holds a Bachelor of Arts, magna cum laude, in Spanish and Political Science from the University of North Carolina-Chapel Hill.
19 P a u l D a v i e s Paul Davies joined C&M International in May 2006 from the Australian Government, where he was heavily involved in trade negotiations for over 12 years. He was previously Counsellor at the Australian Embassy in Washington from , where he developed negotiating strategies for market access and regulatory harmonisation in the U.S.-Australia FTA and advocated the Agreement to the United States Congress. In Australia, Paul was trade policy adviser to the Australian Minister for Trade, Mark Vaile from , assisting the Minister on WTO issues in the lead-up to the launch of the current Doha Round. Paul has extensive experience in WTO and FTA negotiations in goods, services and agriculture and a broad understanding of the trade policy choices facing policy makers in the current global trade environment. Paul Davies has a Bachelor of Economics with Honours from the University of Sydney and a postgraduate degree in foreign and trade policy from the Australian National University.
