The Panel is invited to approve the Minutes of Highways Panel held on PERFORMANCE INDICATORS 1 ST QUARTER 2010/11 PURPOSE OF REPORT CORPORATE OBJECTIVES IMPLICATIONS Legal Finance Staff Risk Management Asset Management Health & Safety Equality & Diversity ACTION REQUIRED To report to Members on the Performance Indicator outcomes of 2010/11. Value for Money Investing and Innovating in Key Service. The Council is required to report under a series of Performance Indicators under the provisions of the Local Government Act There are no additional finance implications. There are no additional staffing implications. Failure to collect and report Performance Indicator data will mean the Council is not meeting its duties under the 1999 Act. Processes are on place to collect and review these performance indicators on a monthly basis. Risk is therefore Green. There are no additional asset management implications. There are no additional health & safety implications. There are no additional equality and diversity implications. To consider the draft 2010/11 first quarter performance indicator statistics and identifies any issues. Members will be aware that the overall monitoring of performance in relation to the Highways operations is undertaken by Essex County Council, however there are two Local Performance indicators that measure the recovery of parking charges achieved. The table below gives details of the current status of the indicators at the end of the 1 st quarter of 2010/11 and provides a comparison for the same period last year. Members are advised that a review of the parking service and proposals to increase the level of staffing are currently being undertaken and it is therefore anticipated that these two indicators will see a marked improvement as the year progresses. This will be cost neutral in that the employment costs will be covered by the increase in income from the recovery of penalty charge notice fines. RECOMMENDED that Members consider and note the draft 1 st quarter 2010/11 performance indicator statistics. DECIDED: 4. ON LINE RENEWAL OF RESIDENT S PARKING PERMITS AND SEASON TICKETS PURPOSE REPORT OF To update Members on the renewal system for residents' parking permits and season tickets 3

Members are requested to consider the report and decide whether to proceed with an online renewal and payment system for residents' parking permits and season tickets. At the Highways Panel meeting on 23 June 2010 (Min 83 refers), the Members agreed to suspend the direct debit payment system in respect of season tickets and residents' parking permits until the technical problems had been resolved. Members are advised that renewal of residents' parking permits and season tickets cannot be applied to the direct debit process. Direct debits do not work for residents parking permits for various reasons including: The Chipside system software in use does not lend itself to direct debits. A large amount of back office work is required to sort out the problems generated by the banks refusing them because they have missed the first date set. This therefore negates any benefit from offering them especially when a 10 discount is offered. As an alternative to direct debiting, the Council s IT service could create an online renewal and payment facility. The discount which was available to those renewing their permits and tickets using the direct debit system could be applied to this method of payment. RECOMMENDED that :- 4

5 1. Members agree to Officers developing, testing and implementing an online payment and renewal system for residents' parking permits and season tickets. 2. Delegated powers be given to the Officers and Chairman to introduce this system including the discount that previously applied. DECIDED: 5. HIGHWAYS LOCALISM (Appendix 1) PURPOSE OF REPORT CORPORATE OBJECTIVES IMPLICATIONS Legal Finance Staff Risk Management Asset Management Health Safety and Equality and Diversity ACTION REQUIRED To update Members on progress of the Highways Localism initiative including Capital/Revenue budget issues. Creating Conditions to Prosper Maximising local business, economic and employment opportunity through partnership There are no particular legal issues other than the normal requirements for traffic regulation orders and other highway legislation, as appropriate. Financial implications are covered in the report. Staffing implications are covered in the report. There are no additional risk management implications. There are no asset management implications. All schemes covered by the CDM Regulations have a Health and Safety file established in compliance with those regulations, and this file covers all the legislative requirements. There are no additional equality or diversity implications. Members views are requested regarding the future progression of the Highways Localism initiative. A number of decisions are required regarding areas of expenditure and these are highlighted in the report. Members are advised that the Highways Localism report has been prepared by Essex West Area Highways officers. The format is used County wide to provide a thorough and clear report on the projects currently being progressed by Essex County Council. 5

6 The report is attached as Appendix 1. RECOMMENDED that Members consider the attached Highways Localism report and the recommendations contained therein. DECIDED: 6. Overall finance of this Agency activity is a matter for Essex County Council to determine as Highways Authority. There are no additional staffing implications, as the work would need to be carried out from existing staff resources. There are no additional risk management implications. There are no asset management implications. All schemes covered by the CDM regulations have a Health and Safety file established in compliance with those regulations, and this file covers all the legislative requirements. There are no additional equality and diversity implications. Members are requested to consider these additional schemes for possible implementation when funding becomes available. Members are advised that some further highways schemes have been raised since the Highways Panel meeting and a report on each is appended as Appendix 2 (i) to (iii) for Members' consideration for when funds become available. 9 APPENDIX 1 BOROUGH OF BRENTWOOD LOCAL HIGHWAY PANEL 15 SEPTEMBER 2010 REPORT BY AREA HIGHWAY MANAGER ESSEX COUNTY COUNCIL Purpose of report To provide Members with a report on current highway projects within the Borough of Brentwood. To provide sufficient information on schemes so that decisions on local priorities can be made. Members are invited to offer suggestions and requests for future works. Background A programme of Capital works for 2010/11 has been implemented. This report will provide details of the programme with the status of the schemes. Members are asked to consider the schemes Borough-wide and suggest schemes that might be considered for possible inclusion in a future programme of works. Budgets Budgets and programmes have been adjusted following Government spending announcements and as such, Officers are actively managing budgets and resources during this period of uncertainty in line with these efficiency savings. Within Brentwood, these savings have affected the Passenger Transport Improvement budgets, in that the Bus Infrastructure Upgrades budget has been reduced to 86,772. The effect this has taken on the programme previously shared with you is discussed further below. No other changes have taken place with any other of the budgets allocated to Brentwood. Maintenance Addendum A, page 10, details the Capital Maintenance Programme. Members will be pleased to note that a large number of schemes have been completed and a number of schemes have been added to the programme utilising the 88,944 from the MASO programme, which had previously been entitled various to be confirmed and not allocated to any schemes. These are noted on the schedule as Newly added. Traffic Improvements Members will recall from the last meeting, it was confirmed that 163,460 was being provided to complete the schemes that were started in 2009/10: B186 Warley Hill, Warley safety improvements to the mini roundabout and zebra crossing - These works have now been ordered with the Contractor and Officers are liaising with them for a start date on site. They currently anticipate September/October The pedestrian crossing improvements at The Green Dragon These works are complete Page 1

10 The substation on Eagle Way Encouraging initial discussions have taken place with Officers and Natural England. Details are still being finalised for the design of the substation. This is discussed further, later in the report (see Future Schemes). The puffin crossing on Queen s Road, Brentwood The bellmouth works of the adjacent development, are nearing completion. The resurfacing of Queens Road is complete and installation of the three additional guardrail panels is expected to be complete shortly. The Capital traffic schemes set for the Borough of Brentwood are detailed within Addendum B, page 12. Safer Roads Improvement Programme The safer roads improvement programme is collated from historical injury accident data. Those sites with the highest number of treatable injury accident patterns are prioritised within the budget. Within Brentwood, two locations were identified for the 2010/11 programme; both on the A128, one at its junction with Costead Manor Road and the other at its junction with Doddinghurst Road. Both schemes have been designed and shall shortly be submitted for safety audit and agreeing of estimates, prior to construction on site. It was mentioned at the last Panel meeting that the Speed Management Strategy was due to be ratified in this financial year. This has now been done and the document can be found on the ECC website or using the following link: rategy288.pdf?channeloid=null So far, the speed limit review in terms of data gathering has been completed. This has indicated where limits are in accordance with, below or above the guidelines given in the Department for Transport (DfT) circular 1/2006. A review will now be undertaken on all requests for speed limit changes, received by the Area Offices. Consultants working on behalf of ECC have already undertaken a review of all speed limits on A and B classified roads and the results of those reviews are presently being analysed. The process by which the Speed Management Strategy shall be implemented across the County shall be phased. The initial phase will now be undertaken by Officers to identify all village limits identified in the review for a possible speed reduction in line with the new Strategy and circular 1/2006. Details of emerging schemes will be reported to a future meeting of the Panel. All historical requests and any future requests for speed limit changes received by Officers shall now be logged and assessed under the Speed Management Strategy review. Public Rights of Way Improvements Byway 45 Navestock Works have now been completed on Byway 45 in Navestock. Prior to the improvements, the route had been unusable for horse-riders, cyclists and walkers due to the uneven ground caused by potholes along the existing surfaced section and ruts across the entire width of the un-surfaced area. The improvements have involved the filling of potholes along the surfaced section. Some parts of the already surfaced section were below the level of adjacent ditches and so these were raised, to ensure that water could flow into the ditches, rather than lying on the byway. The un-surfaced section was levelled, and crushed concrete was used to fill any low points. Then a layer of recycled road planings was laid to finish the surface. These essential works now ensure a hardwearing and level surface so that horse-rider, cyclists, walkers and the like are all able to have access to this valuable route. Page 2

11 Byway 67 West Horndon Works have recently been completed to bring this valuable route to an improved standard of accessibility for all users of the PRoW network. This route had become impassable for both walkers and vehicle users, due to large ditches and rutting across the byway and the route was becoming increasingly muddy during wet weather. Capital funding was successfully secured for the 2010/11 programme to undertake surfacing and drainage improvements along this route. The improvements included piping the ditches running across the route and backfilling these to raise the levels to the adjacent ground levels, clearing out the silted up ditches, clearing the overgrown vegetation, filling the ruts and providing a 3m wide surfaced path. A gate had been illegally installed across the Tilbury Road end of the route, preventing access onto and off the byway for horse-riders, cyclists and vehicles; this was also removed. The successful completion of all these works has enabled this route to now be open for all users to access and enjoy for some time to come. Passenger Transport Improvements As discussed earlier in the report, the Passenger Transport Improvements programme has been affected by recent efficiency saving announcements. The impact this has had on the scheme for improvement works to Routes 81/82 means that Hutton Drive has been removed from the current scheme, but shall be considered for inclusion in the 2011/12 programme. As previously reported to the Panel, it is proposed that the road humps within Long Ridings Avenue and Woodlands Avenue only, shall be replaced with speed cushions. Some delay has occurred concerning the consultation with the residents in all the roads concerned plus the statutory bodies, due to this uncertainty. Now that confirmation has been received, Officers shall start to initiate the process shortly. Although this original scheme has been reduced, funding has been approved for the scheme to reduce the size of the island and removing the planter at Brentwood Train Station, in order to reduce the bus obstruction caused at the turn-around. The design for this is already complete; Officers are now agreeing the estimate. Officers currently anticipate an October/November start date on site. Funding is also being provided for the installation of three bus shelters in Ingatestone and Hutton. The Safer Journeys to School programme are providing 13,000 of funding to Long Ridings School in order that resurfacing and remedial works to the footpath at the rear of the school can be carried out. This is a contribution to the school and shall not be carried out by ECC Highways. Concerning the Telematics, an outline business case is being finalised by the Infrastructure Team for presentation to the Highways and Transportation Contract Board. It will recommend going out to tender for an automatic location system for public buses, which will also provide live passenger information. If the tender exercise is successful, it is anticipated that the new system will be introduced summer Further updates can be provided to Members at a future meeting of the Panel. Highways Community Initiative Fund (HCIF) Members will note from the last Panel meeting that funding was allocated to two CIF schemes; the installation of village gateways on Station Road, West Horndon, and junction improvements at Swallows Cross. 12 Since the last meeting of the Panel, a site visit has been carried out. A number of suggestions to improve the junction were discussed, including: Providing side road ahead warning signs to both approaches to Thoby Lane Providing give way ahead sign in Wyatts Green Road Removing the grass on the island and replacing with bark or similar type of approved material Providing high skid resistant surfacing to Thoby Lane for 40 meters either side of the junction Making safe the existing fencing on the south side of the junction Providing direction signs opposite the junction Realigning the corner of the grassed island to permit right turns The original CIF application from Doddinghurst Parish Council requested that the junction was to be made safer by: permanently improving sight lines (particularly looking east when emerging from Wyatts Green Road), improvements to the road surface by providing antislip surfaces on the approach lanes and better warning of the impending junction to approaching traffic with rumble strips (NOT humps) and signage to calm traffic. They stated, The fence and hedgerow on the south side of Swallows Cross Road needs to be moved back 1m - 2m, requiring the purchase of a strip of land. In response, following a desktop feasibility study carried out by Officers, the Parish Council were advised that their submission would be forwarded to the judging panel, but would not include the requirement for land purchase, nor the application of rumble strips. They also advised that the signage at the junction could be improved but would be limited to the width of the existing verge. The initial estimate formulated by Officers during the feasibility study allowed for the enhancement of the signage, installation of antiskid surfacing and improving visibility splays by cutting back the vegetation. The budget was confirmed on this basis and as such, these must be pursued in the first instance. If it is established and confirmed that some cost savings can be made on the works originally agreed with the Parish Council, the additional items that have been identified from the site visit can be investigated. If this is not possible to achieve, the Panel may wish to consider introducing these items onto the Reserve List of future schemes discussed later in the report. Officers are currently agreeing estimates for the original scheme and additional items, to determine the final extent of the scheme, which shall be agreed with the Parish Council. Highway Localism Initiative Tree Replacement In addition to the Locally Determined budget, the Cabinet Member for Highways and Transportation has identified 5,000 for the improvement and enhancement of local communities through the planting of trees. At the last meeting of the Panel, Members were requested to identify locations where trees had been removed, but not replaced. To date, only one location request has been presented to Officers. Therefore, Members are urged to pass the message onto their constituents and report to Officers any locations where trees have been removed and never replaced, or areas that could be improved with tree planting. The planting season is November to March and so it is intended that a list of possible locations shall be brought to the meeting of the Panel on 9 November 2010 for approval. Locally Determined Revenue Budget (LDB) As part of the Localism Initiative, the Highway Panel are tasked with prioritising and overseeing District wide highway improvement schemes and influence the timetable of works carried out by the Highway Rangers. 13 The Locally Determined Revenue Budget is a fund made available to those Districts in which a Local Highway Panel has been formed. It enables them, within a finite budget allocation, to carry out the Highway Rangers service and to implement schemes of importance within the community. The budget allocation provided to the Borough of Brentwood for 2010/11 is 129,275. The budget allocation of 129,275 funds both the Highway Rangers and Local Highway Panel approved schemes. At the last Panel meeting, a number of options were made available for consideration in the use of this fund. A decision was made to pursue Option 2; this involved a Highway Rangers service delivered by Brentwood Borough Council and traffic schemes as determined by the LHP within the budget available. It was presented to the Panel that if the Borough Council was able to deliver a more financially economical Highway Rangers service than the current ECC service, there was potential for a number of traffic schemes to be achieved using the available budget, after deducting allocations for disabled bays, adhoc signs and lines, and historically approved parking and traffic schemes. This is discussed further below: a. The Highway Rangers The Highway Rangers are an important element of the Localism Initiative. They are vital in helping to improve local communities by carrying out minor works to enhance the environment, which may not otherwise have been given a high priority for revenue funding. At the last meeting of the Panel, Members were made aware that the Highway Rangers service had already been operating through ECC and were presented with a list of the works already carried out. During April to July, this service utilised 35,826 of the LDB budget. Since the last meeting of the Panel, it has been confirmed that BBC is able to pursue the Highway Ranger service for the rest of the financial year, at a value of 50,000. The Chairman and Vice-chairman in conjunction with Essex and Brentwood Officers were given delegated powers and as such, undertook to fulfil this proposal. The Rangers essentially work to the requirements of the Local Highways Panel, carrying out day-to-day maintenance tasks such as clearing untidy areas, sign cleaning, removing unlawful signs, street clutter and many other minor, yet important tasks to improvement the local environment. Since the last meeting of the Panel, a letter has been distributed to all Parishes within the Borough. Responses were received from Kelvedon Hatch, Stondon Massey, Mountnessing and West Horndon only. Officers would encourage Members to spread the message that the Rangers have been launched and that requests should be forwarded to [email protected]. From the requests received, an outline programme has been devised. It is anticipated that the gang shall be in each Parish for approximately 3 to 4 week, dependent on the workload. They are initially cleaning signs, cutting back vegetation around the signs, sign post painting, clearing vegetation and weeds from footways and any additional works such as painting fencing. 26 July 16 August: Stondon Massey *16 August: Mountnessing *6 September: Warley *4 October: Kelvedon Hatch *1 November West Horndon *These dates are indicative and based on 4 weeks per Parish; however, this is depended on the workload identified and actioned. 14 b. Disabled bays and adhoc signs and lines In previous years, an allocation from the LDB budget enabled the installation of disabled bays across the Borough. An allocation for 4,000 and an additionally allowance of 5,000 for the installation of adhoc signs and lines were also agreed by the Panel on 23 June A list of requests shall be presented at a future meeting of the Panel. c. Parking schemes already approved by the Panel and progressed The following parking schemes, which had already been approved by the Panel, had seen some progress being made with regards to investigations and advertising. It was approved that these are continued to completion using the budget available. 16 Future Schemes So that Members have an overview of the requests received by Officers, Addendum C, page 13 provides the Reserve Lists of all Traffic Improvement and Traffic Regulation Order (i.e. waiting restrictions) requests received historically. For the Traffic Improvement requests, initially Officers have ranked the Devil s Head crossroads and Sandpit Lane schemes as a high priority, in reflection of Members views of these schemes. This is discussed further below. Any speed requests are now being logged and assessed under the Speed Management Strategy review discussed earlier in the report. A129 Rayleigh Road The request for improved signage at the mini-roundabout on the A129 Rayleigh Road at it s junction with Alexandra Lane, which was discussed at the last Panel meeting, is being commenced through private funding. The proposal has been drawn up and shall shortly be submitted for safety audit and an agreement is to be sought for the estimate and start date on site. Devil s Head crossroads and Sandpit Lane junction The following statement has been received from the Cabinet Member for Highways and Transportation, Councillor Norman Hume: ''There is no budget in 2010/11 available to meet the costs related to the significant infrastructure changes proposed. Consideration will continue to be given to these proposals in future years but in the interim we are proposing lower cost measures to the LHP which will improve safety at the junctions.'' Devil s Head crossroads ECC are aware of the disappointment Members are expressing that the scheme cannot presently proceed. Similar situations are being experienced across the County, with many large capital schemes being put on hold due to the current economic climate. Consideration for this proposal will continue to be given in future years, subject to budget availability and the priority of other schemes in the County, but in the interim proposed lower cost measures will be introduced to improve safety at the junction. These include the VAS to warn motorists of the crossroads, re-marking of all the carriageway markings and some vegetation clearance, thus improving the conspicuousness of the junction. Councillor Hume has requested that these measures be monitored for 12 months and then a review of their effectiveness is to be undertaken. Sandpit Lane At a recent site meeting, an agreement was made on the following works; however, these are dependent on the funding available to carry out these types of works. Provide a vehicle activated sign to indicate vehicle speeds on the A128 either side of the Sandpit Lane junction; The current Speed Management Policy states that Driver Feedback Signs which indicate the speed of the driver or rider are not recommended for use, as they encourage drivers or riders to drive over the speed limit or at a higher target speed. The cost for two vehicle-activated signs would be in the region of 9,000. Page 8

17 No funding is currently available for these types of works. Upgrade the Zebra belisha beacons with Zebrite halo surrounds; There is currently no funding for these improvements at a cost in the region of 3,500. Develop proposal to replace zebra with new puffin crossing; The Borough Council shall fund the investigation of this proposal, and if viable, the scheme could be funded through the Local Highway Revenue Budget. However, it is anticipated that the scheme will be in excess 120,000 and therefore it will not be possible to achieve in the current financial year. Renew all carriageway lining These works have been completed under the existing revenue maintenance budget. Carry out trimming of vegetation in both Sandpit Lane and A128 north of junction; These works will be carried out by the Highway Rangers. Provide high skid resistant surfacing to A128 in buff colour to highlight the junction There is currently no funding for these types of works, which will cost in the region of 5,000. Approach the Public House concerning the existing signage in the forecourt; This shall be pursued with Planning Enforcement colleagues, as it is an issue that has been raised as a concern in the past by ECC Safety Engineering colleagues. Members are advised that the Ward Member has requested that the restrictions in Hall Lane in the vicinity of the St Mary's Primary School be revised to No waiting Monday to Friday 11am to 12 midday & 3pm to 4pm on the school side and Monday to Friday 10am to 12 midday & 3pm to 4pm on the western side. The residents have indicated that over recent months that there has been an increase in the number of vehicles parking in Hall Lane. Members will be aware that Hall Lane is narrow in width with limited visibility and the effect of the parked vehicles has been to obstruct private drives and the visibility for residents to exit their private drives and enter the road. Meetings have taken place with the school and a resident to discuss a resolution particularly in the light of the lack of funding. Both the school and the resident are aware of the lack of funding and the foreseeable delay in progress in this respect. Page 15

Provision of waiting restrictions at major road junctions is consistent with the advice given in the Highway Code and would greatly improve ingress and egress. Page 18

Members will be aware that all the roads that adjoin Worrin Road - Mulberry Hill, Cliveden Close, Coombe Rise, Middleton Road, Park Way, Worrin Close and Glanthams with the exception of York Road are currently controlled with a Monday to Friday 10am to 11am parking restriction. York Road is the only adjoining road with the additional 2pm to 3pm restriction. Part of Priests Lane that runs parallel to Worrin Road is covered by the 2pm to 3pm restriction as is York Close. In line with the Member's request, the appendix proposes to add the proposed 2pm to 3pm restriction to the existing 10am to 11am to Worrin Road from its junction with A1023 Shenfield Road to its junction with Park Way. Members may wish to consider the inclusion of the adjacent side roads, however residents may object on the grounds that without a parking issue the proposal would an unnecessary restriction on the residents themselves.
