3 1. Accident and Casualty Statistics The following information is a brief review of the accident and casualty records studied by officers of the County Council. This information is used to target engineering interventions at locations where they can be of maximum benefit. The information is also used to target enforcement, education, training and publicity. Casualty reduction is a major contributor to achieving the County Council s priority outcomes 2. Introduction All details refer to personal injury accidents recorded on Staffordshire s roads (excluding Stoke-on-Trent) including Highways Agency roads collisions were recorded in 212, resulting in 398 casualties. 32 people were killed and 189 people were seriously injured in LONG TERM PROGRESS/CASUALTY REDUCTION TARGET In Tomorrow s Roads Safer for Everyone, published in March 2, the Government set national casualty reduction targets to be achieved by 21. By the end of 21, these targets had been exceeded: National Casualty Reduction Target National Reduction SCC Reduction A 4% reduction in the number of 49% 57% people killed or seriously injured* A 5% reduction in the number of 64% 73% children killed or seriously injured* * Compared with the average for 1994 to 1998 Following the success in achieving the 21 targets, the Government published their Strategic Framework for Road Safety in May 211. This document included decentralising funding and removing targets and performance frameworks to create more room for local flexibility and innovation with private sector and third sector delivery of road safety initiatives. The Government stated in this document that We do not therefore believe that over-arching national targets or central diktat that restrains local ambitions and priorities are now the most effective way of improving road safety. Therefore, national targets for casualty reduction are not currently in place. However, Staffordshire County Council, in conjunction with the Staffordshire Safer Roads Partnership, has set a target to reduce KSI casualties by 4% by 22 compared with the average for 25 to 29. This is in line with the timescales considered in the current Government s document.

11 5. Glossary of Terms Personal Injury Accident An accident occurring on the highway involving death or other injury that is notified to the police within 3 days of occurrence. One or more vehicles must be involved and one accident may give rise to several casualties. Casualty A person killed or injured in an accident. Child A person under 16 years of age Severity Classification An accident is classified fatal, serious or slight according to the most severely injured person in the accident.
