Reminded everyone to switch off or silence their mobile phones. 2. Advised that a Hearing Loop is available. 493 Apologies Apologies were received from Councillors Bayliss, Saunders, Stevens & Willoughby, 494 Minutes The Minutes of the meeting held on 28 January 2015 were approved as a correct record and signed by the Chairman. 495 Declaration of interest The Chairman reminded members of their obligation to disclose any pecuniary interest in items on the agenda. None were declared. 496 To consider any requests for Dispensations to allow Councillors with pecuniary interests to speak and vote None were received. 497 Questions/Correspondence from Members of the Public 1. Cllr Pam Jones addressed the committee and requested that Alton Town Council write to the Secretary of State for Communities & Local Government, asking him to defer or reject the recent decision by EHDC to accept the Hybrid planning application at LMT/Borovere (30021/056) on the grounds of prematurity, given that work on the neighbourhood plan is well advanced.
2 2. Members of the public: Mike Heelis, Mike Biddiss, Christopher Lang, Mike Haywood, Philip Smith, Ginny Boxall, Mike Dicker and Edward Stevenson all spoke in support of the proposal. 3. Cllr Hicks advised that a letter from the Chairman of the Alton District Residents Association had been received in support of this, which had previously been circulated to all Councillors. Messages of support had also been received from Chawton and Selborne Parish Councils. 4. Mike Haywood and Mike Heelis addressed the Committee regarding the Alton Traffic Order. Cllr Hicks drew attention to the that Cllr Bayliss had circulated to all councillors on this matter regarding Lenten Street, suggesting that the 20 mph zone should start at the mini roundabout. 498 Request to Secretary of state to call in application 30021/056 The Committee discussed a motion to ask the Secretary of State to call in the hybrid application covering the Lord Mayor Treloar Hospital site, Borovere Farm and the Butts Bridge. Members were concerned that the emerging neighbourhood plan seemed to have been given no weight at all by the planning authority. The failure to take account of existing evidence, failure to secure 40% affordable housing and the impact of extending to the high ground above Alton were also of concern. On the proposal of Cllr Lawrence, seconded by Cllr Gardner it was 499 Planning Applications That Alton Town Council, who launched and sponsor the Alton Neighbourhood Development Plan, should write to the Secretary of State for Communities & Local Government, asking him to call in the recent decision of EHDC to accept the Hybrid planning application 30021/056 Land at Lord Mayor Treloar Hospital/Borovere on the grounds of prematurity, given that work on the neighbourhood plan is well advanced, as well as deficiencies in decision making. 1. On the proposal of Councillor Hicks, seconded by Councillor Hill it was That the views of the committee in respect of each application are as set out in the appendix to the minutes. 2. EHDC had undertaken a site visit on 13 th February in respect of Planning Application 55222/001 Land East of Will Hall Farm, Basingstoke Road, Alton prior to the application being considered on 17 th February 2015 by East Hampshire District Council, at Penns Place. Cllr Hicks had spoken at that meeting on behalf of Alton Town Council. 3. EHDC advised planning permission had been granted in respect of planning application 24660/009, 3 retail units with accommodation above at 29 Anstey Road, Alton GU34 2RD and noting that Alton Town Council had raised an objection.

EHDC advised planning permission had been granted in respect of planning application 23816/051 for the installation of a single storey, standalone, dry-cleaning pod to the front of the store and associated advertisements at Sainsbury s, Drayman s Way, Alton GU34 1SS and noting that Alton Town Council had raised an objection. 5. EHDC advised they had granted planning permission on application 30667/015 Alton Sports and Social Club. 6. EHDC advised that Planning Application 55428/001 Cadnam Farm was due to be heard on 17 February 2015 at 6pm at East Hampshire District Council, Penns Place. Cllr Hicks had spoken at that meeting on behalf of Alton Town Council. 7. EHDC had issued a Press Release announcing the first outline plans for Alton s new sports centre are to be revealed in March. 500 Tree Applications On the proposal of Councillor Hicks, seconded by Councillor Hill it was That the views of the committee in respect of each application are as set out in the appendix to the minutes. 501 Highways/Car & Coach Parking/Taxi/Public Transport Matters 1. HCC advised that the jointly commissioned HCC/EHDC Alton Transport Study will be available at the end of February. For clarification the purpose of the study was to look at the overall impact of future housing developments in Alton and NOT to assess the transport impact of individual housing allocations or to assist with the allocated sites. The first draft of the report is currently being reviewed by HCC and various stakeholders. EHDC also have site of document 2. HCC provided an update on the Waitrose s 106 monies. This funding is not funding for the Alton Transport Study, but specifically for pedestrian, cyclist and environmental improvements from Alton station to the town centre (the Alton Eastern Gateway scheme). There has been extensive stakeholder consultation on the scheme with a public exhibition due in March for the scheme to start on site in the summer There are no plans to extend the 20mph to the station in this phase. 3. The date for responses to the public consultation on the Extension of the 20mph zone including traffic calming and parking controls is 6 th March Councillors wished to encourage residents to submit their individual comments to HCC and would place a link on the Alton Town Council website. Councillors considered the proposals before them and whilst broadly supporting the proposals wished to submit additional comments. On the proposal of Cllr Hill, seconded by Cllr Gardner it was that the following comments be submitted on behalf of Alton Town Council:
4 (i) (ii) (iii) (iv) The start of the 20 mph zone should be at the miniroundabout (New Odiham Road, Basingstoke Road and Lenten Street) and extend along the entire length of Lenten Street to its junction with Amery Street. Remove Church Street up to Lytchgate as its inclusion would result in a loss of on- street car parking spaces. Extend the 20 mph along the entire length of Greenfields Avenue to its junction with New Odiham Road Include both Ackender Road and Greenfields Avenue in their entirety as part of the extension of the 20 mph zone (v) The extension of the 20 mph zone should use minimal signage and not result in signage clutter. (iv) (v) EHDC have advised that arrangements were in hand for their contractors (The Landscape Group) to provide street cleaning following the resignation of the permanent member of their team in Alton. The proposed drain clearance work in Grove Road scheduled for 18 th February had been postponed until 18 th March Neighbourhood Plan The meeting notes of 12 th 19 th & 26 th January 2015 of the Neighbourhood Plan Steering Group were received. The Committee asked that their thanks be conveyed to all Town Hall staff who have helped and assisted with the Neighbourhood Plan Consultation Process. The meeting closed at 8.55 p.m.

Certificate of lawful development for a proposed development-extension to rear of property / High Street Alton, GU34 1ET Provision of new shop front including the relocation of the main entrance onto the High Street / Ashdell Road, Alton, GU34 2TA Re- pitch roof and increase height by 1 m to provide accommodation within. Extension to porch /003 1A Anstey Mill Lane, Alton, GU34 2QP Joint application for a minor material amendment to formally recognise the turning area on the shared legal access way. Modification of Condition 6 of application 36194/003 for turning area to remain a no parking zone for all landowners.
