Duncan Lewis will be the representative from Essex Fire Service at future Flood Forum meetings. Warwick Close there is still a capacity issue in the surface water sewer (AW advise that the chamber lid didn t lift during the last heavy rainfall). The Forum received a presentation by Peter Kelsbie, Director of Waste and Environment, Essex County Council, on the flood prevention schemes available under the ECC Flood Capital Programme. 2 Essex County Council Highways (ECCH) Watery Lane Ditch clearance/road surface patch repair works to take place during the school summer holidays. Regular maintenance of gulley surrounds needed. Maintenance clearance works had been undertaken in the school holidays: ditch work and road surface patches were carried out at the same time. This would continue to be monitored and maintenance would be carried out twice a year the next scheduled maintenance would be early in The Rochford Local Highways Panel will be making an application for reinstatement of the ditch alongside Watery Lane and local Parish Councils would be approached regarding ongoing maintenance of the ditch. Warwick Close Road programmed for resurfacing in 2015/16 Resurfacing of the road is on the capital maintenance programme for this year but no date has been confirmed and it is subject to change. The suggestion that Highways maintenance be undertaken to coincide with the monthly road closure by RDC for litter picking had been considered. However, ECCH would find it difficult to coordinate this and preferred to close the road specifically to undertake works. Hockley Road, Rayleigh (opposite no 215) Broad walk, Hockley Scheme on the SWA scheme register for 2016/17 funding. ECCH to draw up a detailed design. Investigations showed that a small section of the pipe is blocked - a surface water alleviation scheme is currently at the design stage. This scheme is due to be undertaken next year, depending on funding being available. Gas main issue passed to gas company. Investigation needed as to whether gulleys discharge into the ditch further downstream ditch maintenance issue. 2

3 The gas main is restricting the flow; the ECC Street Works team to chase the gas company and a full survey has been undertaken. ECC Flood team are dealing with ditches downstream. It was recognised that more collaborative work between utility companies and ECCH would be of benefit, as well as a higher level of monitoring of third party interventions. On new estates utility companies show the mains on plans but not the lateral offshoot supplies to each property. Laburnum Way RDC to provide ECCH with information to enable them to assess options for lowering level of pipe under Rawreth Lane. The survey has been done and the ECC Structures and Design team are looking at the scheme to lower the pipe under Rawreth Lane where the ditch discharges into Trenders Avenue. A site meeting has taken place. RDC is looking at lowering the ditch under the culvert in Trenders Avenue, which should help the situation. RTB to provide costings to Cllr Hudson. Glebe Junior School, Rayleigh Gulleys in the cul de sac have flooded the school ECC Flood Team/AWA to clear ditch to enable gulleys to run free. Investigation work has been undertaken and jetting of the site due to be done in 2-3 weeks. Visually, there does not appear to be a problem but it may be a capacity issue during heavy rainfall. Cllr Lumley advised that the gulleys in London Road, opposite no 40, are clear of debris but there is water in the gulley just below the grating. ECCH to inspect this gulley - RTB to provide photos. Main Road, Hockley Public sewer is full of tree roots. ECC Flood Team/AWA to clear ditch to enable gulleys to run free. AW have carried out ditch works and the gulleys are now running freely Completed. Church Road, Rawreth Rawreth brook options A budget of 10,000 was agreed for a hydrology modelling study. 3

4 An order has been placed with the consulting engineer to determine whether it would be viable to build a flood defence and balancing pond here to prevent the ditch flooding Rawreth Village. The effect upstream of such a defence system would be established as well as installation of a tide flap on the end of the pipe to relieve Rawreth brook. This would stop fluvial flooding and allow water to reside there until the tide goes out. ECCH has undertaken extensive drain clearance work. Ferndale Road (nos. 17 and 19) R/O 118 Rectory Road. Work completed. Landowner has agreed to carry out ditch works end of October. (ECCH/RDC) Following a meeting, the landowner has agreed to carry out ditch works at the back of the residential properties - this ditch is a receptor for the whole estate. AW will provide a new screen at the far end, next to 118 Rectory Road, which should help the situation. On-going maintenance is needed to dig out weeds, to make sure ditch capacity is retained. 4 Warwick Green Water flows from York Rise, off Warwick Road into the house when there is heavy rain ECCH to inspect. ECCH has undertaken a capacity and topographical review and the area will continue to be monitored. In an extreme rain event, the gradient of the adjacent road is such that water runs into this cul de sac and then through the garden or into the house. It was suggested that removal of the kerbing in front of no 4 Warwick Green may help the situation. In respect of internal flooding to the house, the resident could apply for assistance under the ECC flood protection scheme. Eastwood Rise ECCH to check whether the road will be adopted and whether a S106 contribution applies The drains appear to be in the wrong place, so water misses the drains and runs into the houses. 4

5 The ditch on the opposite side was tested and found to contain no sewage. It was confirmed that the road is due to be adopted by ECCH. SS to contact the ECC Director for Commissioning: Transport and Infrastructure direct to clarify current situation. 176/178 High Street Great Wakering ECCH to advise whether there are any means of raising kerbs in the High Street to prevent water flowing into the gardens of the houses in heavy rainfall. A preliminary investigation has been undertaken to establish where the water flows to. Small areas of footway drainage works have been carried out. This will be taken to the Surface Water Alleviation Group to carry out in-depth survey work. It was advised that raising the kerbs would not solve the problem. Jetting works have been undertaken but this needs to be done regularly and it will be put on the maintenance programme. Cllr Seagers requested information on a large temporary cover that has been placed on the road at the corner opposite 178 High Street, Great Wakering Cllr Seagers to details to ECCH. Anglian Water Authority (AWA) 90 Hockley Road (opposite cemetery) ECCH have cleared gulleys. AWA to survey with CCTV to establish whether a BT pole is on the main water line. AWA has undertaken repairs to the collapsed pipe and water is now running freely. It has been confirmed that there is no BT pole on the main waterline. 24 High Road, Hockley AWA to provide the resident with a copy of the design standard and calculations relating to capacity of sewer pipe. AW has cleared the blocked pipe and the resident has been supplied with a copy of the design standards and the AWA calculations - completed. 5

6 Grove Road/Grove Court AWA is considering a capital scheme in 2015/16 to increase the capacity of the pumping station issue of sewage affecting houses in the area. AWA advises that the issue doesn t lie with the pumping station but with the recycling works downstream. A scheme to install new screens downstream has been approved and is in next year s programme anticipated completion date is end of (AWA) Warwick, Trinity and Leslie Roads, Rayleigh AW to investigate whether some of the top flow can be diverted to a secondary surface water sewer to relieve stress on the chamber. AW had investigated systems all are clear and working. There is no option available for a diversion. 472 Ashingdon Road, Rochford This has been CCTV surveyed and the contractor is meeting with RDC on site to clear the pipe blockage at the playing field w/c 10 October. 4 Albert Road, Rayleigh AW will contact the house owner to arrange access so that works to the screen can be undertaken (RDC to supply contact details to AW). Rochford District Council (RDC) Grove Woods Blower Close Nobles Green ditch Ditch to be cleared when ground conditions permit Works completed. New ditch being formed around the properties. Works completed. Works completed. 6

7 Regular maintenance Schedule A complete list of assets in the District was requested, so that the Flood Forum has details of who has responsibility for maintenance of each asset. Private Landowners Kimberley Road RDC arranging for clearance of screen and area around sea wall outlet. Works Completed. Grille has been removed to allow free flow to EA discharge point. Grille removed and replaced with tide flap to the sea side. EA/RDC have agreed that the grille will be removed and installed further upstream: this will need regular clearance of accumulated debris. RTB to get price. Greensward School Run off from Apex playing fields being considered by ECC Scheme CDA4. (This is a strategic and high priority scheme, with 227 properties that are at risk of flooding.) This is one of three areas within Rochford identified where there is significant risk to number of properties. The scheme has gone through the feasibility stage, with delivery in 2016/17 to install bunging around eastern barrier to the wooded area around Plumberow School, which should result in a significant reduction to risk to the properties in question. A detailed design and consultation to be undertaken. There is a need to establish who has responsibility for the assets. (Report that one side of the Apex corner playing fields the drainage ditch still blocked Cllr Hazlewood to liaise with RTB.) Flood storage ditch near Hockley Park Caravan Park Murrells Lane, off Church Road Works commencing mid October. Works delayed due to wet ground conditions. A local contractor has been employed and work is due to commence 12 October. Damaged outlet screen grill. Screen will be removed RDC contacting landowner. (RDC) 7

8 Fairmead, Rayleigh Using Flood Forum funding RDC removed the sediment that had built up in the ditch over the years; the vegetation remains to be cleared. RHA has been made aware of its responsibility for maintenance of the ditch and has removed two damaged grilles. RHA (following liaison with EA) has employed a consultant to draw up a proposal for a future maintenance programme for the culvert (to include signage, access and early warning systems). When recommendations from the consultant have been received, RHA will commission the gulleys to be built and reinstated on the culvert. Vegetation clearance will commence 12 October (vegetation will be cut back to a level that allows water to flow freely). In response to a question from a resident, it was confirmed that responsibility for maintenance of the culvert lies with RHA and not the owners of 5-8 Fairmead. The EA advised that a request for a capital investment project to install a further channel to improve the speed of water flow could be put forward - RTB to assist. However, with proper maintenance of the existing channel there should be no problem. EA has given advice about the type of screen to be installed; this should make the system work more effectively and be easier to clean. EA to be given access. Any other business Surface water runs down London Road, Rayleigh into two drains at the bottom of London Hill at the junction with Station Road. Drains are not functioning properly as they are silted up. This can be particularly dangerous in the winter when the water freezes over. ECCH to investigate. A question was received from a resident as to how often EA/ECCH Flood maps are reviewed, so, where the risk of surface water flooding has reduced this is reflected in the maps. Following the floods in August 2013 household insurance premiums have soared. EA advised that its flood maps are reviewed regularly and flood risk in a particular area can be downgraded, where appropriate. Insurance companies are looking at providing a system of flood insurance that will make it possible for owners of properties that have a history of flooding to get insurance. The National Flood Forum can be approached to provide information to residents. 8

9 ECC as the Lead Flood Authority, in consultation with EA, have been asked to provide updated surface modelling data in Essex, to be updated annually. The modelling will identify properties where there is risk an update to be available shortly. Ownership of the ditch next to The Bull pub, Hockley needs to be identified as there is a flooding issue there. AWA has cleaned the ditch. (ECC/RDC) Southend Road car park, Hockley - the issue of water flooding the gardens and car park and has been resolved. Completed. The old EON site London Road, Rayleigh: vegetation has not been cleared from the ditch, which causes a knock on effect downstream. There is a dilapidated bridge in the area and the ditch needs realignment. A site visit by RDC and EA would be undertaken. Hockley Primary School the drainage ditch is blocked, which floods the play area. Photos to be sent to RTB. 12 Heycroft Road, Hockley RTB to deal with.
