Authorised Competent Person / Agency for a period of 2 (two) years Sale of Bid Document/ Earnest Money/ Bid Closing and opening Date to ` Bid Documents (non-transferable) can be obtained from the office of Head (Contracts), Oil India Limited, P.O. Duliajan, Assam from MONDAY to FRIDAY during office hours on application alongwith Bid Document Cost (non-refundable) through a Crossed Demand Draft / Banker s cheque in favour of Oil India Limited payable at Duliajan. Applicants can also deposit the Bid Document Cost directly in UBI/UCO Bank/SBI/Allahabad Bank/ Canara Bank/Indian Overseas Bank/Union Bank/ Indian Bank of Duliajan Branch and proof of such deposit must be furnished along with the applications for Bid Documents. The details of IFB are available at Website LAYING OF 150 MM DIAMETER DRENCHING FIRE FIGHTING LINE AT DIFFERENT PRODUCTION INSTALLATIONS (BALIJAN,HATIALI,DIAN,BAGHJAN,BHEKULAJAN,AND HJC EPS). 1.0 Salient Features Of Eligibility Criteria :For IFB No.. DCO0756P11/SS Bid Rejection Criteria & Bid Evaluation Criteria for the tender (A) BID REJECTION CRITERIA (BRC): I) The bids shall conform generally to the terms and conditions given in the bidding documents. Notwithstanding the general conformity of the bid, the following requirement will have to be particularly met by the bidders without which the same will be considered non-responsive and rejected: BIDDERS EXPERIENCE i) The bidder must have relevant experience with PSUs / Central Govt /State Govt. Organizations of successfully completing similar nature of job in Hazardous area marked as Zone-1 (flammable atmosphere) due to presence of gases and vapours for laying of bevel ended pipe line of 150 mm NB size or, above in crude oil storage area of following magnitude during the 7(last seven) years from the date of Bid opening 1. One similar completed works costing not less than the amount equal ` 20,80,

2 2. Two similar completed works costing not less than the amount equal to ` 13,00, each 3. Three similar completed works costing not less than the amount equal to ` 10,40, each ii) Average Annual financial turnover during the last 3(Three) years, ending 31st March 2010 should be at least ` 7.80 Lakhs /- iii) Bidder must submit all necessary documents related to experience and turnover. (Bidder has to provide requisite credential document of having experience of successful completion of 150 mm NB size or above, in crude oil storage area in Hazardous area marked as Zone-1 (flammable atmosphere) due to presence of gases and vapours in State Govt, Central Govt. or PSU during the last seven years) II TECHNICAL REQUIREMENT F BIDDERS i) The bidders shall either own or give an undertaking to posses the following tools / equipment to carry out welding of pipeline as per code API 1104: a) Welding sets with generating current upto 400 amps and conforming strictly to API std 1104 as described in schedule of work - Minimum 1 set b) Beveling Machine to make the pipe ends true as per dimensions specified in API 1104 standard. - Minimum 1 No. c) At least two (02) sets of oxy-acetylene cutting equipment. d) Truck and Trailer for transportation of pipe. e) Minimum two (02) sets of chain pulley blocks of 3-5 Ton capacity with suitable tripod. f) Grinding machine, high speed angle grinder: Minimum 1 no g) The bidder must be equipped with all the infrastructures of carrying out similar nature of job with all safety requirements in Hazardous area marked as Zone-1 and this must be mentioned in his offer. ii) The bidders shall engage skilled welders capable of performing Welding as per API 1104 iii) The bidder must use good quality welding rod as per API standard suitable for the specific job. 3 DOCUMENTARY EVIDANCE III) For proof of Annual turnover, any one of the following document/photocopy must be submitted along with the bid: - i) A certificate issued by a practicing Chartered/ Cost accountant s Firm, with membership no. certifying the Annual Turnover and nature of business. ii) Audited Balance Sheet and Profit and Loss account. IV) For proof of requisite Experience, any one of the following document/photocopy must be submitted along with the bid: - i) In case of OIL contractors, copy of 'Certificate of Completion (COC)'/ 'Certificate of Payment (COP)' of jobs successfully completed/ Service Entry Sheets, of jobs successfully completed, during last 7(seven) years ending Bid closing date showing gross value of job done. It may be clearly noted that simply mentioning of OIL CCO Number/ Workorder will not be accepted. ii) Completion Certificate issued by any other Public Sector Undertaking / Govt. Department during last seven years from the date of bid closing date showing: (a) Gross value of job done; and (b) Nature of job done; and contract/ workorder No along with Photocopy of contract document or workorder document showing details of work. (c) Contract period and date of completion (d) The bidder must furnish proof of experience such as company profile,orders/contracts/projects undertaken and executed successfully during the last 7(seven) years highlighting scope of work, order reference & value, completion status etc. (e) Time period covering the financial year(s) as per the NIT. V) NON- SUBMISSION OF THE DOCUMENTS AS SPECIFIED IN BRC ABOVE WILL RESULT IN REJECTION OF BIDS. VI) Bid documents purchased from OIL only will be considered as valid. 4 NOTE: Provident Fund Code number (Direct Code)/ or a declaration by the applicant that provisions of Provident Fund Act is not applicable to them (with documentary evidence). In case the P.F. is required to be deposited later on, the same will be deposited by the bidder (applicant). B) BID EVALUATION CRITERIA (BEC): The bids conforming to the terms and conditions stipulated in the bid documents and considered to be responsive after subjecting to the Bid Rejection Criteria will be considered for further evaluation as per the Bid Evaluation Criteria given below: 1. To ascertain the inter-se-ranking, the comparison of the responsive bids will be made on the basis of total amount quoted for the items of Part-II (i.e. schedule of works, units, quantity, rates) of the tender. 2. OIL will not be responsible for delay, loss or non receipt of applications (for bidding documents) sent by mail and will not entertain any correspondence in this regard. C) GENERAL a) In case bidder takes exception to any clause of Tender Document not covered under BEC / BRC, then the Company has the discretion to load or reject the offer on account of such exception if the bidder does not withdraw / modify the deviation when / as advised by the Company. The loading so done by the Company will be final and binding on the Bidders. No deviation will however, be accepted in the clauses covered under BRC. b) To ascertain the substantial responsiveness of the bid the Company reserves the right to ask the Bidder for clarification in respect of clauses covered under BRC also and such clarification fulfilling the BRC clauses must be received on or before stipulated date mentioned in the letter of clarification sought by the Company, failing which the bid will be summarily rejected. c) In case any of the clauses in the BRC contradict with other clauses of Bid Document elsewhere, then the clauses in the BRC shall prevail. d) The originals of such documents [furnished by bidders(s)] shall have to be produced by bidder(s) to OIL as and when asked for. 5 AA) BID REJECTION CRITERIA (BRC): I) The bids shall conform generally to the terms and conditions given in the bidding documents. Notwithstanding the general conformity of the bid, the following requirement will have to be particularly met by the bidders without which the same will be considered non-responsive and rejected: i) Bidder must have relevant experience in carrying out similar nature of job with PSUs /MNCs/Private Sectors/ Central Govt. or State Govt. Organization/Public limited companies during last 7(seven) years from date of bid opening,which should be either of the following: 1. Single contract of minimum value of ` 3,06, each 2. Two contracts of minimum value of ` 1,91, each. 3. Three contracts of minimum value of ` 1,53, each. ii) Average Annual financial turnover during the last 3(Three) years, ending 31st March 2010, should be at least ` 1,14, iii) Bidder must submit all necessary documents related to experience and turnover in duplicate, otherwise bid will be rejected. iv) For proof of Annual Turnover, any one of the following documents/ photocopies must be submitted along with the bid:- a) A certificate issued by a practicing Chartered / Cost Accountants Firm with membership no. certifying the Annual Turnover and nature of business. b) Audited balance sheet and Profit and Loss Account. (v) For Proof of requisite experience, and one of the following documents/ photocopies must be submitted along with the bid:- a) The bidders to provide copy of completion (COC/ Certificate of Payment (COP) of Jobs successfully completed, ending bid closing date, showing gross value of job done. 6 "Similar nature of Job" mentioned above means the following :- Experience of carrying out Inspection & Load Testing of the following: i) EOT Cranes of capacity 10 Ton and above ii) Lifting tools and tackles like eye-bolts, slings, D-shackles, chain pulley blocks etc. II TECHNICAL REQUIREMENT F BIDDERS(eligibility criteria) (i) The bidder must have experience of Inspection, Load testing & Issue of Certificates for EOT Cranes of capacity 10 Ton & above and other lifting tools and tackles like eye-bolts, slings, D-shackles, chain pulley blocks etc. by Govt. Authorised Competent Person / Agency and associated jobs. (ii) The person carrying out the tests must be Govt authorised competent person as per Rules & Regulations of factories Act, Govt. of Assam and valid documentry evidence in this regard shall be furnished with the offer. (iii) Documentary evidence against clause (i) & (ii) above, in the form of contact document, order, etc. in the name of bidder has to be submitted along with the bid. (iv) Bids submitted without documentary evidence mentioned in clause no. (iii) above will be rejected. (v) The bidder must quote against all terms as mentioned in clause 9 of Special Terms & Conditions section, failing which the bid will be rejected. III) Non submission of documents as specified in BRC above will result in rejection of bids. IV) Documents purchased from OIL only will be considered as valid. 7 HIRED SERVICES F MAINTENANCE OF SOURCE WATER SYSTEMS OF WATER INJECTION STATIONS IN AND AROUND NHK FIELD (EXCLUDING MAN). REPACEMENT OF CONTRACT NO: Salient Features Of Eligibility Criteria :For IFB No. DCO DCO0754P11/SS Bid Rejection Criteria & Bid Evaluation Criteria for the tender. AA) BID REJECTION CRITERIA (BRC): I) The bids shall conform generally to the terms and conditions given in the bidding documents. Notwithstanding the general conformity of the bid, the following requirement will have to be particularly met by the bidders without which the same will be considered non-responsive and rejected: i) Bidder must have relevant experience in carrying out similar nature of job with PSUs / Central Govt. /State Govt. Organization in last 7(seven) years from date of bid opening. Should have successfully completed similar works of value of magnitude- 1. Single contract of minimum value of ` 7,30, Two contracts of minimum value of ` 4,56, each. 3. Three contracts of minimum value of `3,65, each. ii) Average Annual financial turnover during the last 3(Three) years, ending 31st March 2010, should be at least ` 2,74, iii) Bidder must submit all necessary documents related to experience and turnover in duplicate, otherwise bid will be rejected. Note- "Similar nature of job" mentioned above means experience in maintenance of source water deep tube wells for water injection and maintenance of water supply system which includes lifting and lowering of DTW pump assembly, developing of DTW & cleaning of surface filters and other associated job related to maintenance of water supply job. AA) BID REJECTION CRITERIA (BRC): I) The bids shall conform generally to the terms and conditions given in the bidding documents.
