1 HINDUSTAN AERONAUTICS LIMITED (BANGALORE COMPLEX) FACILITIES MANAGEMENT DIVISION BANGALORE E-TENDER NOTICE FM/NEP/INT/27/14-15 Date: Online E-tenders are invited in Two-Bid System for Electrical & Mechanical works in E-mode and free view Tender documents are available on HAL Website under link Tenders, E-Procurement portal. Interested agencies are requested to sign-in (new user sign-in only with DSC) online to obtain user-id and password using Digital Signature. The tender documents comprises of Terms and conditions, Pre- qualification profiles and price bids. It is requested to download the Tender on acceptance of terms & conditions. The pre-qualification profile and price bids duly filled may be uploaded on E-Portal of HAL using Digital Signature before the last date & time for submission as mentioned in the tender notice. The credentials as listed below shall be uploaded online. 1. Essential Criteria:- i. The Solvency required will be 40% of the approx. estimated amount put to tender. The solvency certificate shall be from a nationalized or scheduled bank and issued within a period of 12 months from the final date of submission of tender ii. Valid Class-I Electrical Contractor Licence issued by Govt. Electrical inspectorate [except Sl.No. 1 of work details]. iii. Average annual financial turn over during the last 3 years, ending 31 st March of the previous financial year, should be at least 30% of the estimated cost. iv. In addition to the above, experience of having successfully completed similar works during last 7 years ending last day of month previous to the one in which applications are invited should be either of the following: - a) Three similar completed works costing not less than the amount equal to 40% of the estimated cost./ or b) Two similar completed works costing not less than the amount equal to 50% of the estimated cost./ or c) One similar completed work costing not less than the amount equal to 80% of the estimated cost. Note: 1) This shall be uploaded with the scanned copy with the copies of the work orders and completion certificate issued by respective clients. If the completion certificate is from Private organization the same shall be uploaded with TDS certificate. 2) For works at Sl.No.01 the agency who is executing the total work should have either of the following: (i) The agency themselves should have a valid Class I Electrical contractor Licence issued by Government Electrical Inspectorate. OR (ii) Should engage an Electrical contractor for execution of Electrical works, who has the above mentioned Licence. In such cases, the main agency shall give an Undertaking in the Technical Bid, that he would engage an Electrical Contractor who possess a valid Class I Electrical Contractor Licence issued by Government Electrical Inspectorate for carrying out Electrical works. Document to be submitted along with tender:- i. Details of ECS viz., Name of the Bank, MICR NO., Branch, Account No. where payments are to be credited. ii. Copy of PAN / GIR No. Registration Certificate issued by Income Tax Authority. iii. Certificate of TIN Number iv. Annual Turnover for the last 5 years duly certified by auditor. v. Balance sheet including Profit & Loss statement for the last 3 years. vi. Constitution and legal status vii. Registration with HAL / other organization if any viii. Details of PF & ESI Code Nos. allotted against their code No. ix. Service Tax Registration Number. x. EMD of required amount in the form of Demand Draft/Bankers Cheque /Pay Order. xi. CTD of required amount in the form of Demand Draft/Bankers Cheque/Pay Order. xii. Income Tax returns for the last Three Years. Contd 2

2 The contractor shall be liable for any loss caused to HAL due to financial or any other irregularities committed by the employee / labour deployed / working under their contract (for Service Contract works only). 2.0 The general details: 2.1 Cost of tender document: The cost as specified against each work to be submitted in the form of DD/ bankers cheque drawn in favour of HAL [BC] payable at Bangalore to be submitted to the address mentioned below so as to reach Latest by Hrs on the last date of submission. However the details of DD no date etc.. to be provided in the prequalification profile and scanned image of the same to be uploaded Earnest Money Deposit: Earnest Money Deposit as specified against each work to be furnished in the form of Demand Draft / Bankers Cheque /Pay Order drawn in favour of the respective Division/complex [Refer Col-2 of work details] payable at Bangalore from a Nationalized Bank / Scheduled Bank, Deposit through any other form will not be accepted. The scanned image of earnest money deposit to be uploaded online along with the tenders and the original one to be submitted to the address mentioned below so as to reach Latest by Hrs on the last date of submission. However the details of DD no., date, etc. to be provided in the prequalification profile. 2.3 The cost of tender document and EMD to reach the following address up to Hrs. on the last date of submission for tender document as mentioned in tender notice failing which tender will not be opened and any postal delay or any other reasons what so ever maybe will not be considered. Incomplete / invalid tenders are liable for rejection and no correspondence will be entertained in case of rejection. 3.3 Non uploading of requisite documents due to negligence or ignorance by the tenderers leading to disqualification will be having to be borne by the tenderer only. There shall be no claim whatsoever in this regard. 3.4 ECS/IFS code details are to be uploaded including the name of the bank, branch and account No. where payments are to be credited along with the scan copy of Blank Cheque leaf. 3.5 In case of Service works only agencies possessing their own ESI Code No and valid Service Tax registration number need apply along with proof of the same shall be uploaded. Price Bid shall be opened to only those who full fill this requirement. 4.0 General Terms: 4.1 Contractors / agencies are subject to be disqualified, even though they meet the qualifying criteria, if they - Make misleading or false representations in the request, statements and attachments submitted in proof of qualification requirements including holding information and / or Contd 3.

3 : 3 : - Have record of poor performance such as abandoning the works, not properly completing the contract, inordinate delays in completion, litigation history, or financial failures, requesting for claims not admissible under the contract conditions, etc. 4.2 Tender Documents duly filled & uploaded with in the last date of submission as mentioned in the tender notice. The last date for receipt of Tender will not be extended under any circumstances, unless otherwise the date is declared a holiday for HAL, in which case the next working day will be treated as the last date of receipt of Tender document. 4.3 This advertisement can also be seen in HAL Website under Tenders, Facilities Management Division, Tenders and this tender notice forms part of the tender document. 5.0 Agencies who are registered with NSIC having proper validity shall note the following: i. Agency will be exempted to submit the cost of tender document. [As mentioned in the Tender Notice] ii. Agency will be exempted to submit EMD subject to monetary limit or as per the prevailing rules of NSIC. iii. Agency has submit proof of the NSIC certificate and same shall be uploaded through online. iv. Agency has to furnish all the credentials as per eligibility criteria mentioned in the Tender Notice. 5.1 Corrigendum / Addendum / Amendments / clarification. etc., with respect to works, if any, shall be hosted in HAL e-procurement portal. Login Participation Download Documents Click / Double Click to open the Microsoft Internet Explorer (This icon will be located on the Desktop of the computer). Or Go to Start > Programs > Internet Explorer. Type website address in the address bar, to access the Login Screen. One should have User id, Password and Class III digital signature to participate in the tender online. Enter the website using user id, password and digital signature. Click UnApplied to view / apply for new tenders. Click request icon for participating tender in UnApplied stage and tender will move to Inprogress stage where tender documents can be downloadable. 6 Upload Files Technical Sheet/Price or Commercial Sheet/ EMD/Mandatory Documents To Submit the Tender To Participate for the Opening eprocurement Support Help Line -6- Click Click here to Attach the General Documents to upload all the documents. This is the important and first step to be performed to avoid disqualification. Click Click here to enter EMD Details to feed the EMD details and upload the scanned EMD. When the user finishes with the filling and uploading of scanned BG/DD, the Red Color will automatically turn to Black Color which reflects that the user is two steps ahead for the submission. Click Click here to Download Empty Document to download the Technical/Price Sheet and fill the same without changing the File Name and save on to the computer. Click Click here to Upload the Filled File, select the filled file which was already filled and saved in the same name. Click Ok to upload the filled Technical/Price Sheet to the tender. Note that when the user uploads the filled Technical/Price Sheet, the Red Color will automatically turn to Black Color which reflects that user is ready for the final submission. Provide all the mandatory documents requested by the official. For uploading Support document first vendor has to upload all documents in Document Library and to attach the documents to tender click on particular tender edit attachment and click on Click here to attach general documents and select the file and attach. Prior to submission, verify whether all the required documents have been attached and uploaded to the particular tender or not because once submitted bids cannot be taken back. Note down / take a print of bid control number once it displayed on the screen. Tender opening event can be viewed online.
