DETAILED TENDER NOTICE Tender Notice No: SHAR: CMG CIVIL: EMS: TECH: LT-015/15-16 Dt On behalf of President of India, sealed tenders are invited for the following works from eligible contractors/ agencies having experience in works of similar nature and magnitude. Eligibility Criteria for Issue of Tender Documents Tender documents will be issued only to those who satisfy the following eligibility criteria: Sl.No Eligibility Criteria 1. Should have satisfactorily completed the works as mentioned below during the last Seven years. Three similar works each costing not less than 40% of the estimated cost (or) Two similar works each costing not less than 60% of the estimated cost (or) One similar work costing not less than 80% of the estimated cost Documentary proof for the eligibility(self attested copies to be submitted) I. Certified copy of work orders and completion certificates issued by the authority concerned to establish work experience. II. Completion certificates for works issued by Private parties shall be supported by TDS (Tax Deducted at Source) certificates.

2 NOTE i. Similar work shall mean works of... Similar work shall mean T/C Road works. ii.the value of executed works shall be brought to current costing level by enhancing the actual value of work at simple rate of 7% per annum, calculated from the date of completion to last date of receipt of application for bids. 4. Tenders should be accompanied with Earnest Money Deposit as mentioned in para 1 above in the form of Deposit at Call receipt/ Term Deposit Receipt/ DD of any Scheduled Bank issued (or) in the form of Bank guarantee issued by a scheduled bank in favour of Accounts officer SDSC SHAR. Earnest Money Deposit shall be valid for 180 days from the due date of receipt of tenders. The Earnest money deposits should be taken only after the date of publishing of NIT and any tender submitted with Earnest Money Deposits drawn before the date of publishing of NIT will be rejected. 5. Tender documents will be issued only on hard copy form. Price shall be quoted only on the price schedule / bill of quantities forming part of the original set of tender documents issued by Department and returned in original in cover. 6. Tenderer shall sign all the pages of Tender documents without fail. The original full set of tender document, duly filled in at required pages, along with drawings should be returned along with the tender. 7. Tenders will be received and opened at the Office of the Group Head/ Head, Construction and Maintenance Group/ Division on the stipulated date and time specified. Delayed and late tenders will be summarily rejected. Tenders will be opened in the presence of attending tenderers or their authorized representatives. 8. Earnest money of the successful contractor will be converted into Performance guarantee. On completion of the work, the same will be converted as security deposit. In cases of exemption for payment of Earnest money, separate performance guarantee at 2% of the estimated cost put to tender to be submitted immediately on receipt of letter of acceptance/ work order. 9. Intending tenderers may inspect the site before submitting the tenders, with the prior permission of Group Head, CMG/ Head CMD/ Engineer-SG / Engineer- SF/Engineer-SE/ Engineer-SD. 10. The tender accepting authority on behalf of President of India is not bound to accept the lowest or any other tender and reserves the authority to reject any or all the tenders received without assigning any reason. All tenders in which any of the prescribed condition is not fulfilled or any condition including that of conditional rebate is put forth by the tenderer shall be summarily rejected. 11.The tender accepting authority on behalf of President of India also reserves the right to alter the scope/ or reduce quantum of work before issue of work order and the tenderer shall not have any claim what so ever on this account. 12. The tender accepting authority on behalf of President of India reserves the right of accepting the whole or any part of the tender and the tenderer shall be bound to perform the same at the rate quoted. 13. Canvassing directly or indirectly, in connection with tender is strictly prohibited and the tenders submitted by the contractors who resort to canvassing will be liable for rejection. 14. The tender accepting authority reserves the option to give preferences to the offers in accordance with the policies of the Government from time to time. 15. The contractor shall not be permitted to tender for works in the Division of that particular Centre of the Department responsible for award and execution of contracts for which his/her near relative is working. He/she shall also intimate the names of persons who are working with him in any capacity or are subsequently employed by him and

3 who are near relatives to any Gazetted Officer in the Department of Space. Any breach of this condition by the contractor would render him liable for rejection of tender or cancellation of contract. 16. The tender should be valid for minimum period of 120 days from the due date of receipt of the tender. If any tenderer withdraws the offer within the validity period makes any modifications in the terms and conditions of the tender which are not acceptable to the Department, the Government shall without prejudice to any other right or remedy, be at liberty to forfeit 50% (Fifty Percent) of the Earnest Money Deposit absolutely. Further, the tenderer shall not be allowed to participate in the re-tendering process of the work. 17. The rates should be inclusive of service tax payable under the respective statutes unless otherwise specified. Any claim on account of service tax will not be admissible. Hence, tenderers are advised to quote their rates inclusive of service tax. 18. The tender document fee shall be remitted in form of challan (Non-refundable) payable at State Bank of India, Sriharikota. The application for tender schedule by post shall be addressed to Engineer-In-charge (Tech group), CMD and the cover should be super- scribed with Application for Tender schedule with reference of Tender Number, Name. Tender documents can be collected either in person or through duly authorized person. Application for Tender schedule by post shall be accompanied with all relevant documents listed above (attested copies) and tender document cost + Rs. 100/- for postal requisition (Non-refundable).The Tender document Cost shall be in form of a Demand Draft (For postal requests) drawn in favour of Accounts officer SDSC SHAR. The Department will not be responsible for any non/late due to postal transit.tenderers who come in person for collecting tender schedule shall carry a Govt issued photo ID card with address (Voter ID/Passport/ Aadhar/ Ration Card/ Driving License/ State or Central Govt issued ID card. 19. Quoted & sealed Tender covers shall be dropped in the Tender Box kept at CMG Civil Maintenance, Technical Section before Hrs of the Due date of receipt mentioned above. Tenders will be opened at Hrs onwards on the date of receipt mentioned above at CMG tender hall. 20. Conditional Offers will not be accepted. 21. Apart from all statutory license/ permissions, the contractor shall obtain Workmen s compensation (General) Insurance policy for a minimum of 10 number of Labour working in the site.
