Tender Fee & Earnest Money Deposit - will be accepted by D.D. in favour of Gujarat State Electricity Corp. Ltd., payable at State Bank of India, Sikka TPS Branch only (Branch Code No ). Cheque are not accepted & Tenders submitted without Tender Fee / EMD will not be accepted. 02. Tender Cover Packing & EMD + Tender Fee Earnest Money Deposit is to be paid as per commercial terms and conditions. The tender must be submitted in 03 (Three) Cover system. Subject & Tender Notice No. & Item No. Clearly written on all covers. (01) EMD + Tender Fee DD Cover (02) Technical Bid Cover (03) Price Bid Cover Also clearly mention on the covers. DD for payment of EMD & Tender Fee Demand Draft must be placed in the cover super scribing EMD & Tender Fee along with requisite documents as mentioned in the Condition. The Tender documents are to be submitted in 02 parts in duplicate namely Technical Bid (Part I) with all enclosures of the tender documents and Price Bid (Part-II) in separate covers sub scribing the respective covers accordingly along with the tender number. 03. Technical Bid : The technical bid shall comprise of all the technical details of the stores / materials offered in accordance with the Corporation guaranteed technical particulars and conditions, etc. The Price Bid which should be quoted separately and should be submitted separately in the Price Bid Cover. The Technical Bid shall be opened at 3.30 PM (15.30 Hrs.) on Due Date (If Possible), in the presence of those tenderers who wish to be present. If the Authorized Representative is likely to be present then he must submit the authorization letter of the representing company at the time of opening of Bids and this is compulsory. Only One authorized Representative shall be allowed. Please note that the required documents should be invariably submitted with tender copy. And tender without documents is liable to be ignored. 04. Price Bid : The Price Bid must be submitted strictly as per Schedule-B and shall be submitted in the separate envelope (dully sealed) super scribed Price Bid with subject and shall be submitted simultaneously with the Technical Bid. The time and date for opening of the Price Bid shall be determined by the Corporation and shall be communicated to the tendering firms after technical bids are analyzed and the intimation will be sent only to the technically qualified tenderers. The Technical & Price Bids shall contain adequate cross reference wherever necessary to ensure clear and proper co-relation of the two bids without ambiguities whatsoever. Any technical questions information and clarifications that may be required pertaining to this Tender should be referred to The Chief Engineer, GSECL, TPS, Sikka, who also reserves the

4 Page 4 of 9 right to reject any OR all tenders without assigning any reasons thereof. 05. Experience of Criteria Condition for Pre-qualification in Technical Bid.. (Civil Works) The bidder should produce evidence of having experience of execution of similar nature of works for Rehabilitation work of high rise structures in Government / Semi Government / GSECL / State / Central / Railway with the documentary evidence, preferably certified copy of work order and satisfactorily work completion certificate from respective department thereof. 06. Payment : 80 % Payment % Taxes against TRC within 30 days & balance 20 % against S.R. note within 45 days from date of receipt of materials at site in good condition, by crossed cheque on SBI Sikka / Jamnagar subject to advance stamped receipt received from you. Please send pre-receipted bills so as to effect prompt payment. 07. Tax : Party should quote Taxes / ED / P&F etc. INCLUSIVE or EXCLUSIVE in the offer along with percentage. 08. Tenders duly filled must be accompanied by the following documents. Sealed percentage rate tenders are invited in 02 separate sealed covers (superscripted Technical Bid & Price Bid) from the reputed contractors with sound engineering back ground, experience and financial capability, fulfilling qualifying requirement stated hereunder at Sikka TPS, Gujarat. (a) Registration of appropriate class with State / Central Government / Railway / Electricity Board etc. (for Civil Works) (b) Experience certificate for execution of similar works of the magnitude (as specified in Special Note for Pre qualification) successfully completed by the contractor. (c) Solvency Certificate for 20 % value of the estimated cost of any Nationalized Bank. (d) Certificate of separate provident fund account number. (For Works) (e) Details of Tools, tackles, equipments and personals available with firm. (f) Tenderer should down load the tender documents from the Website and submit the same as per instruction therein by RPAD / Speed Post only. (g) The tenders duly filled in sealed covers will be received by RPAD / Speed Post at The Chief Engineer, Gujarat State Electricity Corporation, Thermal Power Station, Sikka , Dist. Jamnagar Up to hrs. on last date of submission and will be opened at hrs. on the scheduled date (if possible) in the presence of bidders who wish to remain present. (h) Tender Fee and EMD will be accepted by DD only in favour of GSECL payable at Sikka TPS. No cheques or FDR will be accepted. Tenders received without EMD & Tender Fee are liable for rejection. (i) Tenderer should quote the reference of payment of EMD & Tender Fee i.e. DD No. & Date for EMD & DD No. & Date for Tender Fee on cover page of Technical Bid otherwise Bid will not be considered for opening. Tenderer should also certify as unconditional tender on tender cover it self. (j) Gujarat State Electricity Corporation, reserves the right to accepted or to reject any or all the tender without assigning any reasons thereof. (k) Contractor shall have to submit the attested copy of EPF Code No. Certificate received from RPFC without fail otherwise tender will not be opened. 09. Other Condition. (a) The detailed description and full particulars will be available in the Tender Copy (Non transferable) (b) EMD at 1 % of the estimated cost is to be paid by D.D. in favour of Gujarat State Electricity Corporation Ltd. payable at State Bank of India, Sikka. Tenders without EMD are liable for rejection. The SSI / NSIC will be accepted for exemption of EMD for supply of subjected material only, otherwise tender / offer will be ignored. The Xerox copy submitted for SSI / NSIC shall be notarized only. SSI / NSIC submitted other than indented material will not be accepted for waival of EMD / SD and without payment of EMD, tender will be rejected out rightly without intimation to the party. No correspondence will be entertained further in the matter.

(02) Satisfactory completion certificate of work / supply orders executed. (03) Conditional tenders are liable for rejection. (04) Party should submit office, factory, and residence address with phone, fax and mobile number. (05) Class of Registration certificate. (06) Solvency certificate up to 20 % of estimate cost. (07) Labour Licence from Govt. Dept. (08) P.F. Registration No. & Service Tax Registration No. otherwise tender is liable for rejection. (09) Last three years balance sheet, PAN No. & I. T.Return. (10) Sales Tax Registration certificate etc. at the time of application. (11) The rates may invariably be filled up in Corporation s schedule form only. N.B.: The submission of documents 5, 6, 7, 8, 9 above will not apply for supply order. The submission of documents 10 above will not apply for work order, in case of less than 1.00 crores. (d) This office will not responsible for postal delay on either ways. No of EMD will be accepted on or before due date and time through Registered Post only. Corporation does not take any responsibility for delay of the tenders sent under RPAD on the due date at local post office. (f) Gujarat State Electricity Corporation Ltd. reserves the right to itself not to accept or reject any or all the offers at any stage of the process and /or modify the process without assigning any reason whatsoever thereof. (g) Gujarat State Electricity Corporation Ltd. reserves the right to accept / reject / cancel any or all tenders, extend dates and / or re-advertise tender without assigning any reasons thereof. (h) Subletting of tender is not permitted. (i) Opening of price bids will be decided on evaluation of technical bids and only eligible parties will be informed / intimated. (j) Part order has to be accepted by party. Arbitration clause for supply / works orders / tenders All question, disputes or differences whatsoever which may at any time arise betweens the parties to this agreement touching the agreement or subject matter thereof, arising out or in relation there to and whether as to construction or otherwise shall be referred to the decision of the sole Arbitrator, appointed by the Chairman & MD, GSECL for that purpose, who shall be retired High Court Judge or a retired District and sessions Judge, and the decision of the said Arbitrator shall be final and binding upon the parties. Reference to the Arbitrator shall be governed by the provisions of the Arbitration and Conciliation Act, 1996 as amended from time to time and rules made there under. The Arbitration proceedings shall be conducted at HO GSECL, Vadodara or at such places as the Sole Arbitrator may be determined. The Supplier should provide the Biometric Attendance System and Access Control System as per below mentioned specifications. 02. GSECL may call the supplier to examine the Biometric Attendance System during the processing of the tender. 03. The Biometric Attendance System is to be implemented in Administrative Office and Power House at GSECL, TPS SIKKA. 04. The total Employees to be covered for the above activity approximately 700 Nos. and above. 05. The Biometric Attendance System should support the shift pattern as mentioned here in and other various shifts as per our requirements. The shift timings in POWER HOUSE are First Shift - 9 : 00 pm to 5 : 00 am (Advance Night), Second Shift 5: 00 am to 1: 00 pm, Third Shift 1 : 00 pm to 9 : 00 pm, General Shift 8 : 00 am to 12 : 00 pm and 1 : 00 pm to 5 : 00 pm. The duty timings are in ADM OFFICE 10 : 30 am to 2 : 00 pm and 2 : 30 pm to 6 : 10 pm. 06. INSTALLATION OF BIOMETRIC ATTENDANCE SYSTEM AS WELL COMPUTER AND SOFTWARE FREE OF COST. 07. The Biometric Attendance System should provide inbuilt Battery Backup. 08. The Biometric Attendance System should have a camera to record the punching activity. 09. The supplier should provide training about the software to the Time Office Staff and related training document for the hardware and software. 10. The attendance software should support the present existing E-urja System (ERP) at GSECL and provide various reports/data as per our requirement for payroll and other process. 11. The supplier should provide Annual Maintenance Contract of the System on mutually agreed terms. 12. The Biometric Attendance System Supplier should provide attendance related reports and its validation as per our requirements, satisfaction at least for two months. 13. The Supplier should provide break down maintenance service within 24 Hrs. 14. The supplier should do the installation, commissioning and hand over the complete biometric attendance and access control system at GSECL, STPS at the location as per our requirement. 15. The Biometric Attendance System should be compatible with the existing 10/100 MBPS LAN System at GSECL, STPS. 16. The supplier has to provide the Attendance installation software in CD for GSECL, STPS with no extra cost. 17. The supplier should provide one year warranty/guarantee on supplied Hardware and Software inclusive of any maintenance service if any. 18. If any software bug is found in the software, the supplier has to resolve the issue free of cost. 19. The desktop Computer should be with configuration, DELL MAKE INTEL CPU i3, RAM 4GB, HDD 500GB, DVD, 18.5 LED Monitor. And Pre-loaded licenced Operating System required for Attedance Control System.
