Based in Burnaby, BC, this opportunity also includes responsibilities for Simon Fraser University (SFU) s Surrey and downtown Vancouver campuses. Burnaby is centrally located within the heart of Metro Vancouver, only a few minutes drive to both the North Shore s mountains and downtown Vancouver. With almost 200,000 residents, Burnaby includes suburban and urban areas, and is home to freshwater lakes, forested parks and an ocean beach. Surrey is BC s second largest city and is one of the fastest growing cities in Canada; it is expected to surpass Vancouver as BC s largest city within the next 10 years. With over 6,000 acres of parkland, Surrey is home to a diverse array of cultural communities and has a vibrant arts and cultural scene. Connected to the rest of the lower mainland by an extensive transit network, Surrey has become a preferred destination for newcomers to the lower mainland. 3 Located in the heart of Vancouver s city centre, SFU Vancouver encompasses six buildings located throughout the downtown core: Harbour Centre, the Segal Building, the Goldcorp Centre for the Arts, the Morris J. Wosk Centre for Dialogue, the Bill Reid Gallery and 611 Alexander Street. SFU Vancouver offers both full- and part-time studies, as well as continuing education courses, across a number of faculties. As SFU continues to grow it has also continued to revise and expand its on-campus facilities. Students recently approved a referendum to build a new Student Union Building and stadium, an approximately $80 million dollar project currently in its infancy. To support its commitment to engaging research, SFU maintains a number of laboratory facilities for research in all aspects of science, technology and the health sciences. To learn more, visit: THE OPPORTUNITY SENIOR PROJECT MANAGER The Senior Project Manager (Sr. PM) provides leadership for the Major Projects Division and is responsible for overseeing feasibility studies, programming, design, and budgeting, and project management for major construction and renovation projects. The incumbent assesses staff workload and allocates capital projects to other Project Managers in the Major Projects Division. S/he develops university building standards, working in collaboration with Planning & Support Services, and provides professional review of design. The Sr. PM consults with Facilities Operations and other stakeholders to ensure that the design of buildings and civil infrastructure serves the University s long term needs. S/he liaises with various levels of government, agencies, professional bodies, external contractors, and community groups to represent the University. Reporting to the Director, Campus Planning and Development, the Sr. PM role is a unique and exciting opportunity to join the SFU Facilities Team during a series of major projects and significant facilities renewal across several campuses. 4 Supervision Exercised Number of employees reporting directly to the position: 2 Supervision Received As is customary with SFU management culture, the Sr. PM receives broad objectives and performs his/her job with nominal oversight. S/he consults with the Director, Campus Planning and Development regarding major policy changes and/or problem situations. Duties and Responsibilities Leadership Collaborates with the Director on the leadership, planning, operational management, allocation of resources, and establishment of priorities for the Major Projects Division. In the absence of the Director, may serve as an alternate representative for Campus Planning and Development in broader Facilities Services meetings (e.g., Directors group meetings, and Chief Facilities Officer (CFO) direct reports meetings). Collaborates with other partners within Campus Planning & Development, as well as within Facilities Operations, and Facilities Administration, to ensure that overall planning objectives and goals, as articulated by the University s vision and the mandate for Facilities Services, are realized. Leads and chairs regular departmental staff meetings focusing on topics of relevance and interest to Campus Planning and Development. Determines agenda, in consultation with the Director, and identifies appropriate presenters for meetings. Assumes lead role in Campus Planning and Development communications with the City of Burnaby Building Department for SFU Major Projects. Major Project Planning & Budget Management Provides advice and consults with the Director, Campus Planning & Development, in the development and implementation of the University s Capital Plan. Guided by the Director, consults with SFU faculty representatives; and conducts feasibility studies, cost/benefit analyses, and other related studies. Leads the planning of renovations to public spaces including classrooms, student lounges, theatres, and other common types of interior and exterior spaces. Leads special initiatives which may involve the day-to-day oversight of the work of one or more Building Technologists reporting either to Project Services or to Planning Support. Pre-plans major projects in advance of turnover to the Project Managers. This initial phase includes developing feasibility studies, space programs, budget, and cash flow projections, selecting consultants, and leading design charrettes. Develops designs, schedules and budgets for major construction and renovation projects in accordance with University policies and objectives. Monitors designs for capacity for ease of construction, user needs, financial constraints, governmental regulations, bylaws, codes, etc. Oversees the selection of consultants and contractors on major projects. 5 Consults and collaborates with the stakeholders, internal and external to the university, in the development of business cases for the major campus projects. Researches and develops feasibility studies, costings, and preliminary timelines to inform the business case under consideration. Prepares the agenda and leads User Committees, and participates in Building Committees for major capital projects. Collaborates with the Chair of the Building Committees to prepare meeting agendas, and directs internal and external staff and consultants to prepare relevant reports and schematic plans. Provides information to Building Committees on project progress and any significant deviations or problems with schedules, budgets and legal issues. Exercises budgeting discretion within assigned limits in the planning, design and construction process. Assists the Director in the preparation of the forecast of the Major Projects Operating Budget and monitors expenditures (approximately $500,000 annually). Develops and maintains contacts with provincial and municipal government officials, lawyers, contractors, consultants, etc., in order to obtain and exchange information; negotiate for services; and represent the University in legal and contractual matters. Prepares project status reports for SFU internal use and to meet requirements of the Ministry of Advanced Education Facilities Branch. Develops tender agreements in collaboration with stakeholders, legal counsel, and personnel in Procurement, in accordance with trade agreements (e.g., NWPTA). Develops University building standards in collaboration with the Manager and staff of Planning & Support Services within Development. Provides professional review of design issues for standards and projects. Ensures liaison with Facilities Management in determining University design standards. Consults with Facilities Operations to ensure that the standards and the civil infrastructure for the development of major projects are appropriate and that they serve the University s long term needs. Liaises with Superintendents in Building & Grounds, Mechanical, and Electrical to ensure that the direction and specification of materials is appropriate for the on-going operation and maintenance of campus building and services. Leads initiatives to review best practices and to implement standardized procedures for managing major construction projects (e.g., records management, financial reporting of project expenses, project documentation, etc.). Keeps up-to-date with changes and new concepts in the fields of engineering, planning, architecture and related areas, through attendance at courses, seminars, conferences, and other professional activities. Promoting Profile of Campus Planning & Development Develops grant proposals for submission to both internal and external bodies (e.g., University Priority Fund, BC Hydro, and Fortis) to support the university s major projects. Prepares SFU submissions for planning, architecture, or other design awards recognizing excellence in planning and design. SIMON FRASER UNIVERSITY Senior Project Manager 4

6 Provides regular communication updates for SFU website and other media outlets on the status of major projects Staff Management Supervises staff and contract Project Managers. Hires, disciplines, evaluates, trains, and terminates staff. Recommends appropriate professional development opportunities for staff reporting to this position. Oversees staff vacation requests and ensures back-up coverage during staff absences. Provides oversight to personnel drawn from other units within Campus Planning and Development assigned to perform special project duties (e.g., classroom renewal initiatives, targeted upgrades, capital planning, and budget planning, etc.). Directs staff resources to implement major capital projects and assists Development Managers in fulfilling their responsibilities. Decision Making The Sr. PM makes decisions when: Working in collaboration with the Director, contributes to decisions on the leadership, planning, operational management, allocation of resources, and the establishment of priorities for the Major Projects Division; Providing advice and consultation to the Director, Campus & Development, in the development and implementation of the University s Capital Plan; Planning major renovations to public spaces including classrooms, student lounges, theatres, and other common types of interior and exterior spaces; Developing, designing, scheduling, and budgeting for major construction and renovation projects in accordance with University policies and objectives; Consulting and collaborating with the stakeholders, internal and external to the university, in the development of business cases for the major campus projects Consulting with Facilities Operations to ensure that the standards and the civil infrastructure for the development of major projects are appropriate and that they serve the University s long term needs; and Supervising Project Managers including: staff hiring, discipline, evaluation, training, and termination. The Sr. PM refers decisions to the Director, Maintenance and Operations such as: Major changes in policy; Major changes in budget expenditures/allocations Unusual Working Conditions The decision making function of this role requires personal attributes of calmness and focus in stressful situations. 7 THE PERSON Knowledge, Skills, and Abilities The ideal candidate will possess the following qualifications and experience: Registered Engineer or Architect, with eight years of directly related experience, including five years of experience in project management as well as experience in the comprehensive planning and development of research, medical, or institutional facilities, or an equivalent combination of education, training, and experience. Excellent knowledge of project management systems. Excellent knowledge of CCDC construction documents used in the preparation of Construction Management, Construction Management at Risk, and Stipulated Sum contracts. Excellent knowledge of the principles of design applied in the construction of large complex institutional buildings (e.g., research, medical, or similar facilities). Good knowledge of cost estimating and cost control. Good knowledge of building codes and other applicable regulations. Excellent project management skills. Excellent communication skills (oral, written, and presentation). Ability to negotiate standards, costs, timelines, quality, and other considerations with stakeholders, contractors, and consultants. Ability to develop tender agreements in collaboration with stakeholders, legal counsel, and personnel in Procurement in accordance with trade agreements (e.g., NWPTA). Ability to prepare Request For Proposal (RFP), Expression of Interest (EOI), and other Contractual documents for the engagement of contractors and consultants. Ability to prepare cash flow projections for major capital projects.
