1 THE INDEPENDENT COMMISSION OF INVESTIGATIONS JOB SPECIFICATION & DESCRIPTION JOB TITLE: Senior Investigator (GMG/SEG 3) DIVISION: Salary Range: Complaints & Investigations $1,858,349 - $2,208,993 per annum Travelling Allowance - $420,000 per annum Core Functions JOB SPECIFICATION The incumbent manages the work of teams of Investigators. The incumbent also supervises the Investigators and provides support to the Chief Investigator in formulating strategies in order to achieve the priorities and objectives of the Commission. MINIMUM REQUIREMENTS: Specific knowledge (however acquired) required to start: Expert knowledge of investigative policies, intelligence gathering techniques and prescribed investigative techniques; Comprehensive knowledge of applicable criminal laws, rules of criminal procedure and evidence; Working knowledge of management techniques for investigative teams; Working knowledge of the principles of management, administration, planning and resource utilisation; Must be in healthy physical condition; Working knowledge of relevant computer systems and applications 1

2 (b) Qualifications and Experience Undergraduate Degree in Law, Management, Public Administration or related discipline Certification in investigative methods from an accredited institution or police force Seven (7) years working experience in investigations in the Commonwealth including four years at the supervisory level with significant experience in leading investigative teams in major criminal investigations; (a) Required Skills and Specialized Techniques Excellent organizational and time management skills Excellent judgment, decision making and problem solving skills. Excellent tact, negotiation and diplomacy skills Excellent written and verbal communication skills Very Good leadership skills the ability to motivate staff. Broad range of management skills Ability to work on own initiative as well as part of a team. Working Conditions Irregular and unscheduled working hours. Agreeable working environment. 3 Nature of Reporting Relationship: Periodic supervision as necessary to keep informed, and for general consultation and guidance on unusual, controversial, and complex problems involving policy determination. 4 JOB DESCRIPTION Responsibilities and Duties: 1. To lead teams responsible for the investigation, of major abuses by members of the Security Forces. reviews investigative procedures to promote the integrity and quality/conduct of investigations ensures the investigative skills, experience and background of the investigative/intelligence personnel matches the requirements of the assignment; reviews the assigned workload and, as program needs dictate, redeploy personnel to meet changing investigative/intelligence priorities and deadlines; provides necessary liaison with other activities on matters and developments affecting assigned investigations or intelligence gathering activities in progress, which project beyond the Senior Investigators responsibilities; maintains contact with Investigators during the process of an assignment, deciding controversial issues, and as required, adapting or devising techniques for the solution of problems; 2. Assist in leading, training and developing investigators. in collaboration with Chief Investigator ensures that staff are given adequate instructions and guidance oversees the preparation of the work plans develops and manages the performance of the investigation with particular emphasis on transferring skill, motivating staff, setting performance targets monitoring performance, providing feedback to staff and arranging training evaluates performances in keeping with set targets and standards 4

5 advises Investigators with respect to policies, procedures, and investigative or case development techniques; conducts staff meetings on special problems, and keep staff informed regarding significant developments; new or revised procedures or legislation, and applicable court decisions; new investigative or intelligence techniques, and other matters pertaining to the group s activities. maintains effective working relationships with external and internal stakeholders to ensure that the Unit provides a consistently high level of service to them in keeping with set standards and policies. discusses career aspirations and develop strategies for development ensures monthly workload reviews are conducted for investigators being supervised. 3. Foster a culture of problem solving, continuous learning and thoroughness. undertakes comprehensive reviews of interim investigation, intelligence gathering, compliance project and/or other required reports to ensure that special problems have been recognized and considered. ensures effective investigations are conducted and that complete and accurate records are maintained in respect of investigations and other related activity 4. Quality check cases investigated, promptly submitting those fulfilling the necessary criteria for resolution /closure 5. Interview complainants and witnesses regarding any complaints relevant to the mandate of the commission. 6. Supply information within agreed deadlines 7. Perform other related duties as assigned from time to time. Human Resource Responsibilities Monitor and evaluate the performance of direct reports. 5

Provide leadership and guidance to direct reports through effective planning, delegation, communication, mentorship and coaching. Take charge/preserve crime scene PERFORMANCE CRITERIA: This job is satisfactorily performed when: Cases are closed in a timely manner. Established policies, standards, and procedures are adhered to. Reports submitted are clear, concise and accurate. Confidentiality, dependability and sensitivity are evident in the conduct of duties.
