2 Main Features of the Policies of the Electricity Sector Primary Energy Resources are oil & NG, Hydro and Renewables (mainly wind). The electricity sector policies depend on: - diversifying electric energy resources, - improving Energy efficiency, - maximizing energy conservation measures and -enhancing the role of renewable energy (RE) in the electric energy mix.

3 Evolution & Growth Rate Evolution of electrical installed capacity in Egypt MW Year Currently, the growing demand rate for electric energy ranges between 6-7 % annually during this decade ( up to 2010).

4 New & Renewable Energy Authority (NREA) established in 1986 to provide the institutional framework of implementing R. E. strategy and act as the national focal point to introduce and promote R.E. technologies to Egypt on a commercial scale. NREA Strategy targets to satisfy 3% of the electric energy demand by 2010 from wind energy and 20% by 2020, mainly from wind energy & hydro.

6 Resources Assessment Wind Atlas of Egypt (issued in Dec. 2005) The Atlas covers the whole country to identifying the most promising areas of wind energy. The Atlas indicates that the wind energy resource in several regions are promising, particularly along the Gulf of Suez, the west and east of the Nile valley and Parts of Sinai. Wind Atlas for Egypt is considered the basis for all decisions related to the wind energy projects planning, and feasibility studies in the future.

7 Large Scale Grid Connected Commercial Wind Farms at Zafarana on Suez Gulf Currently, 225 MW wind farm has been operated in stages since The farm produces annually about 850 million kwh, C.F. 43%, fuel saving is about 190,000 T.O.E., and emissions avoidance is about 450,000 TCO2 On going projects : 80 MW in cooperation with German government, planned to be operated by April MW in cooperation with the Japanese & Danish Governments, expected to be operated by ends of 2008 & 2009 respectively.

8 Future Projects At Gabal El-Zait on Suez Gulf An area of about 700 Km 2 has been earmarked to host 3000 MW wind farms, where the site enjoys an excellent wind regime of about 10.5 m/s. A feasibility study for large wind farms at Gabal El Zeyt, besides a feasibility study for establishing 200 MW wind farm in cooperation with Germany & EIB is being conducted and finalized by end of MW in cooperation with Japan (feasibility study has been completed in March 2005).

10 The Strategy Up to 2020 The strategy up to 2020 targets to implement about 7200 MW wind farms by adding about 500 MW /year (200 MW by NREA & the rest is expected to be undertaken by the private sector). NREA along with concerned authorities are presently, in the phase of developing an electricity act to encourage private investments in renewables. NREA supports wind energy business through providing resource assessment, feasibility studies and technical support for potential project developers.

11 Development of Wind Energy Local Manufacturing In view of the previous experience in manufacturing some of limited scale wind turbines components (WTCs), NREA encourages the localization of such industry in Egypt based on technology transfer, joint Venture, under license against royalty or any other forms, whatever is the most appropriate. NREA invited several wind manufacturers to discuss this trend with the Egyptian concerned entities. Besides, repairs and rewinding of Generators have been done in Egypt since 2005, the repaired generators are working properly since then.

14 Potentials of Solar Energy in Egypt Egypt lies the sun belt area. In 1991, Solar Atlas for Egypt was issued, concluding that: Direct Normal Irradiation ranges between 2000 KWh/m 2 /y at the North and 3200 KWh/m 2 /y at the South. The sun shine duration ranges between 9-11 h/day from North to South, with very few cloudy days.

15 Domestic Solar Water Heating (DSWH) National standard specifications were developed. NREA and UNEP are in the course of final arrangements for supporting the promotion of DSWH in the touristic resorts on the Red Sea and some hospitals. Due to its relatively high cost, compared with subsidized electric / gas water heaters, DSWH are not disseminated on a wide scale, therefore lot of efforts are still required to promote their utilization. Photovoltaic (PV) Applications The total capacity of PV systems is about MW, for several purposes such as lighting, water pumping, wireless communications & advertisements on highways.

16 The 1 st Hybrid Solar/Fossil Fuel Thermal Power Plant The 1st hybrid solar/fossil fuel thermal power plant, with capacity of 140 MW including solar field of 20 MWe capacity. The total investment of the project is about $ 300 Mio. GEF allocated a grant of 50 Mio $ to cover the incremental cost. JBIC covers the finance of the Combined Cycle island. The contract of solar island will be signed during this month and CC island was signed in Sept It is planed to operate the project by mid of 2010.

18 Centre of Testing & Certification The center was established in cooperation with EU & Italy in Facilities A-NREA Facilities in Cairo Including Indoor and outdoor laboratories for testing and certification of solar energy equipment (Thermal & Direct photovoltaic), energy conservation, environment and Biomass. B- Wind Energy Technology Center at Hurghada For testing the performance of wind turbines In the context of Egyptian energy efficiency standards & labeling program, in cooperation with UNDP : - 2 accredited labs for testing & certification of refrigerators and washing machines were established. - A testing & certification lab for air conditioning equipment is under implementation NREA has organized several training programs in the field on local and regional levels

19 Center of Excellence The Ministry of Electricity & Energy is going to host a Regional Center for RE & EE, which will be established in cooperation with Germany & Denmark to serve MENA region. The Objectives are: o Technology transfer and capacity absorption of RE & EE to strengthen the industrial capabilities and assist in dissemination of RE & EE technologies to local capabilities and applications in the region. o Acting as a think tank for developing and promoting policies, public private partnerships concept as well as the relevant RD&D projects in the RE & EE fields. o Regional coordinating entity to exchange information and expertise and facilitate elaborating project proposals to acquire financing, o Reviewing and recommending the best practices, lessons learned and policies in the fields of RE&EE for diffusion in the region. o Enhancing capacity building in the relevant fields for all stakeholders in the MENA region.

20 Measures to Promote RE in Egypt RE Fund The RE Fund was established in 2004 between the Ministries of Electricity and Petroleum to cover partially the incremental cost of the RE projects from the price difference between selling the saved hence exported NG, due to wind electricity, in the international market and its subsidized local price. Benefiting from CDM NREA has registered a 120 MW wind farm project in cooperation with JBIC as CDM one, while another 2 projects are being proceeded to be registered in cooperation with Kfw & Danida NREA is preparing to qualify Zafarana wind farm farms to be carried out within CDM. An Electricity Act is currently under development. The proposed act includes articles suppotring RE wide spread utilization based mainly, on private sector involvement.
