4 NREA was established in (1986) Institutional framework NREA acts as a national focal point to develop and introduce renewable energy technologies to Egypt on a commercial scale together with implementation of related energy conservation programs Targets to: Satisfying 20% of the total generated electricity from REs by year 2020, including; 12% from wind energy, i.e., more than 7200 Mw 600 Mw/year 8% from hydro, Solar (CSP & PV), and others,

5 Achievements in the field of Wind Energy Wind Resource Assessment: Egypt Wind Map, 1987 Wind Atlas of Gulf of Suez, Wind Atlas of Egypt, 2005 Large Scale Wind Farms: Egypt enjoys excellent wind regimes, particularly in the Suez Gulf where the average wind speed reaches 10.5 m/sec. The wind energy resource is available in large regions on the Nile banks in the Eastern and Western Deserts and parts of Sinai. Projects in Operation 550 Mw Wind Farms in cooperation with Germany, enmark, Spain and Japan. Projects on the Track 200 Mw, Wind Farm in cooperation with KfW, EC & EIB 220 Mw, Wind Farm in cooperation with Japan 120 Mw, Wind Farm with Spain. Projects Under Preparation 180 Mw, Wind Farms ( MW), in cooperation with Spain. 200 Mw, Wind Farm in cooperation with Japan (on the Nile Western Bank). 120 Mw, Wind Farm by the private sector ( Italgen).

7 Achievements in the field of Solar Energy Solar Resource Assessment: Solar Atlas was issued in year 1999, confirming that Egypt is considered as one of the sun belt countries & is endowed with high potentials of solar Energy. The DNI intensity ranges between kwh/m 2 /year from North to South. The average annual direct normal solar radiation reaches ( ) kwh/m 2 /year. The sun shine duration ranges between 9-11 h/day from North to South, with very few cloudy days. The average annual global radiation varies between ( ) kwh/m2/year.

8 Achievements in the field of PV Solar Energy Atotalof6MWof PV systems are already installed and used in the different applications : Telecommunications, Road s lighting, Advertising boards, Remote desert small loads. 7 local assembling companies are involved in the market. A project to electrify 2 remote settlements in Matrouh Governorate in cooperation with the Italian Ministry of Environment, is currently in successful operation since end of Egyptian National 5 year plan ( ) includes: 20 MW PV projects connected to the grid in cooperation with JICA in Hurghada. 20 MW PV projects connected to the grid in cooperation with AFD & EU, in Kom Ombo.

9 Solar Thermal Energy Applications More than 750,000 m 2 of domestic solar water heating systems have been installed since the 1980s, when the technology was first introduced to the local market by the Ministry of Electricity & Energy. Currently, there are 20 local companies for solar water heaters competing in the Egyptian market. Three Solar Industrial Process Heat (SIPH) Pilot projects have been implemented in food, textile and pharmaceutical sectors. A project for dissemination of solar water heaters in hotels and resorts in Red Sea & South of Sinai governorates is currently executing, in cooperation with the UNEP and Italian Ministry for Environment, Land & Sea.

10 Solar Thermal Electricity Generation 140 MW Solar thermal power plant The 1st CSP plant is 140 MW including solar field of 20 MWe based on parabolic trough technology. The total investment is about $US 340 mio. 11 On going Activities NREA plan up to 2017 includes carrying out 100 MW CSP project. A study of EMPower program recommended to select Kom Ompo site to host 100 MW grid connected CSP project. The world Bank allocated loan of US$ 100 million through Clean Technology Fund (CTF) to finance this project. The world Bank & African Development Bank agreed, in principle, to support the Government of Egypt in financing this project by allocating loans of US$ 170 million each. The Feasibility Study (under preparation) :- Lahmayer International has been selected by KfW to perform the FS for the project.

12 Solar Water Heating Systems History and Background In 1980, in order to introduce the technology to the Egyptian market, the Ministry of Electricity & Energy imported 1000 DSWH systems, using flat-plate collector technology. In the same year, the first private sector local manufacturing was started. Since then DSWH systems are manufactured locally. Currently about 750,000 m 2 installed in Egypt. are Distribution of Solar Water Heating Systems

17 FACI LI TY BUDJET Total budget available = USD 500,000 entirely donated by the I talian Ministry for the Environment, Land and Sea through the UNEP MED-REP Trust Funds The budget will subsidy : 25 % of Solar system capital cost 4 USD / m2/ yr maintenance cost (first 2 years of operation) 3 USD / m2/ yr maintenance cost (second 2 years of operation) Capital & maintenance subsidies will be granted until availability of funds, on a first-come first served basis

27 Solar Water Heating Systems Prices The average cost of Common Domestic Solar Water Heating Systems 150 lit/day reaches about 4,200 LE (400 EURO), this is consist of: Collector (area 2 m 2 ) - absorber (Aluminum Plate) - header and riser (Copper) - Cover (Tempered Glass) - Insulation (wool glass) - Envelope (aluminum casing). Tank (150 lit) - Internal & external Tank (Galvanized Steel) - insulation (injection polyurethane) - Auxiliary Electric Heater (2 kw). It is responsible for the standardisation & Quality Control for the entire industrial element in Egypt (raw material, equipment, instrument, industrial process and final product). The organisation issues documents for standardisation & quality control for the Solar Heater in five parts: Part 1 Technical definition Part 2 Solar Heating System Part 3 Components of Solar Flat plate collector Part 4 Thermal Storage Tank Part 5 Method of testing to determine the thermal performance.

40 Solar Energy long Term Plan The NREA programme for the development of solar thermal applications aims at a total number of 1 million m2 of collectors to be installed by the year This programme took into consideration mainly the state housing schemes, the expansion of tourist facilities and water heating process for industry. Considering the above, the average annual market should be m2/y. The current annual sales of m2 will be increased with annual growth rate about 15% - 20% up to year 2020

41 Domestic Solar Water Heating system (DSWHS) Barriers The high initial cost of the DSWHS due to that the customers have to pay the price of the system as one payment. The DSWHS have no subsidy, while to the domestic water heater electrical and gas have national subsidy. Lack of customer awareness about the DSWHS advantages The poor quality of some systems produced by some companies. NO obligatory legislation for quality certification of manufacturing the DSWHS. Most of the companies are located in the capital city (Cairo) and they are responsible for design, manufacturing, assembling, marketing and installation of the systems in additions, after sell service. This led to the high initial cost of the DSWHS and maintenance due to long distance between the companies and the customers in other towons far from Cairo.

43 Recommendations The introduction into the Egyptian market of a new technology such as this within the framework of European cooperation has as one of its objectives not only the unification of quality level criteria regarding the application of RES in the Mediterranean basin but also the promotion of technological interchange. In order to do this, the adoption of an interchange methodology would require an initial phase of preparation, studies such as the present one and implementation of the said studies through suitable technology. A terminal phase would include a technical capacity control, the balance of the experience and a final evaluation to get the necessary judgement so as to be able to carry out a follow up, thus achieving guarantees and maintenance of transfer technology.

44 Recommendations Short term To promote the training of technicians for the installation and maintenance of the systems. To promote a policy of awareness and divulgence of the benefits of hot water consumption coming from active solar systems, which would allow local community to choose that technology. To set up pilot European cooperation promotion programmes, in order to remove the barriers in the Egyptian market. To boost the diversification of companies in charge of production, installation and maintenance in order to guarantee the quality of the services rendered. To carry out consumer sector studies in each city so as to identify potential market niches. To seek the financing systems oriented to helping the creation of innovative industries in the solar thermal water heating area with the contribution of capitals from own funding and the availability of expertise (market studies, financial management, organisation,...).

45 o Recommendations Long term: To look for legislative support for the implementation of measures which would open up the market. To encourage the creation of a network of associations of manufacturers, small enterprises, importers and consumers related to the chamber of commerce and industry of each city. To promote a strategy in order to achieve a technical code based performance, introducing a norm that would regulate quality measures in component production, management and distribution as well as unit assembly.
