2 General Directorate of Renewable Energy (GDRE) General Directorate of Renewable Energy (GDRE) is the sole governmental body to develop policies and strategies in the areas of renewable energy and energy efficiency. Our institutional responsibility covers mainly: to identify the country's wind, solar, geothermal, biomass, hydro and other renewable energy potentials, to prepare regulations in the areas of renewable energy and energy efficiency, to prepare sample application projects and feasibility studies, to develop the pilot systems in cooperation with local governments, civil society organizations and research institutions, to carry out promotion and consultancy activities in order to increase the energy efficiency and utilization of renewable energy sources to monitor progress in relevant areas/sector 2
3 MAIN POLICY CONCERNS OF TURKEY Energy security Sustainable energy supply Decreasing greenhouse gas emission Turkey attributes significant importance to; encouraging the energy production from renewable sources in a secure, economic and cost effective manner, expanding the utilization of our renewable resources increasing the diversification of energy resources, reducing greenhouse gas emissions, making use of waste products and protecting the environment, developing the related mechanical and/or electro-mechanical manufacturing sector. 4 RENEWABLE POTENTIAL OF TURKEY Turkey has substantial amount of renewable energy potential and the utilization rates are growing. Hydro, wind and solar energy resources are the major portions of our renewable portfolio. Turkey has at least; 160,000 GWh/a. economic hydro, 48,000 MW wind capacity 1,500 kwh/m²-year of average Global Solar Radiation 31,500 MWt geothermal capacity 8.6 MTOE biomass MTOE biogas GENERAL DIRECTORATE OF RENEWABLE ENERGY 4
5 TARGETS FOR 2023 The whole economically feasible hydropower potential of Turkey will be provided for generating electrical energy, 20,000 MW capacity of wind power plant will be in operation Minimum 3000 MW of solar energy capacity will be reached Minimum 600 MWe geothermal will be implemented 1500 MWe installed capacity for Biomass energy 5

7 FEED IN TARIFFS According to Law on Utilization of Renewable Energy Resources for the Purpose of Generating Electrical Energy Schedule I (Provision of the law dated 29/12/2010 and numbered 6094) Type of Production Facility Based on Renewable Energy Resources Prices Applicable (US Dollar cent/kwh) a. 8 FEED IN TARIFFS These prices will be given; RES based licensed facilities generating electricity which is operational or will be in operation before December 31, For a maximum term of 10 years from its operation date. GENERAL DIRECTORATE OF RENEWABLE ENERGY (GDRE) 8
9 INCENTIVES FOR LOCAL CONTENT Depending on renewable resource, bonus to feed-in-tariffs shall be added to the existing tariff in case locally manufactured electromechanical equipment are used in generating facilities The generating facilities which are in operation or will be operational before December 2020, can benefit from this application. This additional tariff is valid for a 5 years from operation starting date GENERAL DIRECTORATE OF RENEWABLE ENERGY 9
10 LICENCE EXEMPTION Electricity Market Law has also been revised. According to the law; Renewable based electricity facilities developed by the real persons and legal entities up to 1 MW installed capacity is free of license. 10
11 LICENCE EXEMPTION Within unlicensed electricity production, 950 solar, 300 wind, 30 others applications have been done to 21 distribution companies and some of these unlicensed facilities have started to operate (15 MW). 11

20 SOLAR ENERGY SOLAR DEVELOPMENT Turkey offers perfect natural conditions for solar power plants. The country is geographically located in the Mediterranean sun belt. Solar radiation values are similar to Spain and Portugal. 20
21 SOLAR POTENTIAL Average Global Solar Radiation: 1,500 kwh/m²-year Our SOLAR ENERGY POTENTIAL ATLAS has been prepared at a resolution of 500 m x 500 m by using Geographical Information System. 22 SOLAR DEVELOPMENT Installed photovoltaic capacity: Estimated total installed capacity is around 15 MW. This includes the unlicenced facilities and the systems in forest fire watching towers, highways, communication towers and meteorological stations. Installed CSP capacity: A 5 MW of power tower is constructed for research purposes; CSP thermal energy production system with 500 heliostats in Mersin. 5 MW With the rapidly growing unlicenced market, both PV and CSP capacities are expected to reach to a competitive level in a very short period in Turkey. 23 SOLAR DEVELOPMENT Equipment Production Capacity: PV module and cell manufacturing capacity are around 240 MW/year and 100 MW/year, respectively. A parabolic collector production facility with a capacity of 47 MW/year is also based in Ankara. 23
24 SOLAR ENERGY In order to use the entire solar potential effectively, there are 3 options Off-grid Without license (up to 1 MW) Licensed 24
25 SOLAR ENERGY First License Applications Applications of licensed solar energy were accepted on June companies applied with a total capacity of 7930 MW. 5 applications of 139 MW is for CSP (power tower) technology. The licensing procedure will be completed in this year. License applications must include a measurement data where global horizontal radiation is more than 1,620 kwh/m2.year 121 sub-stations inside or near the promising areas 25
26 SOLAR WATER HEATING SYSTEMS Solar energy utilization in Turkey is mainly composed of hot water generation systems which turn solar energy into thermal energy and are mostly used in the west and south regions of the country. 18 million m² flat-plate solar collectors are in use. 26
27 SOLAR WATER HEATING SYSTEMS Turkey is one of the biggest producers of the solar collectors in the world. Some amount of this production is exported. Annual flat-plate solar collector manufacturing capacity is about 1 million m² 27
28 BIOMASS-POTENTIAL Biomass sources include agriculture, forests, animals, organic urban waste, etc. Waste potential is around 8.6 million tons equivalent of petroleum (TEP), 6 million TEP is used for heating. Installed Power Capacity: 241MWe GENERAL DIRECTORATE OF RENEWABLE ENERGY 28

33 GEOTHERMAL ENERGY - POTENTIAL 55% of the geothermal areas in Turkey are suitable for heating practices. Greenhouse heating & 100,000 households in 19 settlements heated with geothermal energy. 33
