Comply with all health and safety procedures to ensure their own safety and the safety of others in the workplace and actively participate in the maintaining a safe working environment at the NZAF. ORGANISATION PROFILE Our story began in We are a not-for-profit organisation that grew from concerns about the rapidly unfolding HIV/AIDS epidemic in New Zealand during the early 1980s. Today, we connect with thousands of kiwis every day through our HIV prevention programmes and our HIV testing, counselling and support services around New Zealand. HIV Prevention Our HIV prevention programmes are entrenched in community. Our passionate team work with the people most affected by HIV in New Zealand, building a positive condom culture: Love Your Condom is NZAF s primary social marketing programme for gay and bisexual men. It is a community-focused programme that works to build and maintain a condom culture among gay and bisexual men in New Zealand. Love Cover Protect is a programme for Africans by Africans living in New Zealand. It s about empowering all of us to be responsible for our health because, the reality is that Africans aren t immune to HIV in New Zealand.

2 Our counselling team works one-on-one with 1500 clients every year to support them to make choices that will maintain their health and wellbeing. HIV & STI Testing We offer free rapid testing services at our regional centres in Auckland, Wellington and Christchurch, and through contracted providers in most regions around the country. The free rapid tests are for HIV, syphilis or hep C. These tests require just one quick, painless finger prick to produce a single drop of blood which is placed in a sterile testing device. An accurate result is confirmed in less than 20 minutes, instead of the five to seven days in might take for a result from a standard blood test through your GP or Sexual Health Service. We also offer standard testing for gonorrhoea and chlamydia at our regional centres. Counselling Our qualified team of counsellors and psychotherapists provide free and confidential counselling in a safe space. Our services are available for people living with HIV, their friends and whānau and anyone who is affected by or at risk of contracting HIV. Counselling services are available at our centres in Auckland, Wellington or Christchurch and also through a network of contracted staff in most regions throughout New Zealand. Support for People Living with HIV We have a long history of supporting people in their experience of living with HIV and advocating for their rights. Every year we work with approximately 400 people living with the HIV through the provision of free counselling and peer support groups. We were part of the advocacy efforts which have extended HIV treatment options and led to a widening of access to HIV medication to those with a CD4 count of 500 or below. We have helped form a working group that aims to tackle the issues of HIV stigma and discrimination in New Zealand. Locations Our national office is located in Auckland and our three centres are located in Auckland, Wellington and Christchurch: NZAF National Office: 31 Hargreaves Street, College Hill, Auckland 1011 NZAF Burnett Centre: 35 Hargreaves Street, College Hill, Auckland 1011 NZAF Ᾱwhina Centre: Level 1, 187 Willis Street, Wellington 6011 NZAF Te Toḵa: 185 Peterborough Street, Christchurch Central 8013 PRIMARY OBJECTIVES The Regional Manager will provide leadership to the NZAF Health Services team within the region and manage internal and external relationships to ensure the highest standard of services are provided to clients. This part-time position is located at the NZAF Burnett Centre in Auckland and will involve partnering with the Regional Manager Wellington and Christchurch to ensure a high standard of consistent service delivery across the national service. The Regional Manager will work with the Health Services team to; deliver services that are responsive to all people living with or affected by HIV provide confidential HIV and syphilis rapid testing to at risk communities provide confidential counselling/psychotherapy and information to people living with or affected by HIV/AIDS and at risk communities partner with other organisations to deliver services and/ or develop referral pathways.

3 PERFORMANCE INDICATORS Up to 20% of the Health Services Manager s time may be clinical in nature having an allied health professional registration. FUNCTIONAL RELATIONSHIPS INTERNAL Responsible to Responsible for General Manager Operations The Health Services Manager is responsible to the General Manager Operations who will provide operational and strategic supervision and support. 4 Functional Relationships The Health Services Manager works collaboratively with all NZAF staff and has a close working relationship with the: Executive Director General Manager Operations Research Director Health Services Manager Wellington and Christchurch Communications and Marketing Manager Administration and Finance Manager Programme Manager Community Engagement and Kaiārahi Programme Manager African Communities Marketing Manager Social Marketing staff Community Engagement Co-ordinators General Stakeholders The Health Services Manager is responsible for increasing the confidence and goodwill of people living with HIV and AIDS, local GBLTI communities and GLBTI service and venue owners, and the wider community, actively promoting all services provided by the NZAF. This includes actively promoting services and achievements, direct consultation regarding the development or implementation of specific projects, in any of the programmes, including fundraising and related events. HIV Peer Support Groups The Health Services Manager is responsible for developing and maintaining collaborative working relationships with other HIV and AIDS health service providers, positive support groups and agencies within the identified regions. Health Service Co-Providers The Health Services Manager is responsible for developing and maintaining collaborative working relationships with allied health and health related services, such as Sexual Health Services, Infectious Diseases Services, Public Health Organisations and iwi health providers. Examples include New Zealand Prostitutes Collective, Needle Exchange, etc. The Health Services Manager must ensure that the objectives, methods and protocols of the NZAF services are known understood and related to external groups, so that clients receive an effective continuum of care and support, based on accurate information.

5 KEY TASKS KEY TASKS EXPECTED RESULT PERFORMANCE INDICATORS 1. Plan, implement and monitor regional NZAF therapeutic services in relation to the strategic and operational goals of NZAF Health Services. Ensure the provision of quality care and service delivery to clients, including assessment, treatment within the scope of NZAF services, management of contracted services and referral to appropriate agencies where necessary. Have active input into the Preparation of an annual operational plan for the development of regional services consistent with the NZAF strategic plan. Six monthly Ministry of Health contract service output reports indicate an improvement in achievement of contractual requirements. Demonstrated referrals where appropriate. Annual operational plan completed-demonstrating regional input and implemented effectively. 2. Service promotion, co-ordination and consultation with stakeholders and service co-providers. The NZAF Health Services offers specialist services meeting the health needs of clients and working collaboratively with other health agencies to achieve high quality outcomes for our clients and the service. Build and maintain effective relationships with relevant external individuals and agencies, including external service providers with a view of developing opportunities for enhancing the delivery of the region s health services. Regular formal and informal liaison meetings demonstrate positive outcomes for clients and the service. External evaluation of client feedback, community perceptions, and written communications indicate desired results achieved.

6 3. Day to day regional operational management and facilitation of an effective NZAF Health Services team. Promote quality as an important individual responsibility by encouraging participation in quality improvement projects, staff training, and orientation practices. Development of a cyclical process of improving the quality of clinical care, by regular reviews of clinical performance, refinement of clinical practice and measurements of performance against standards. Follow up complaints in line with NZAF policy, analyse trends, and monitoring action taken to ensure risk is minimised. Maintain an employee relation s environment that facilitates continuous improvement, meets organisational goals, and is consistent with being a good employer. Monitor and report on the implementation and effectiveness of quality systems including policies and procedures, audits, and quality improvement initiatives taking an active role in quality accreditation process in the future. Risk assessment provided in national template on a quarterly basis demonstrates effective actions taken. 4. Has input into the formulation of, and the responsibility for, the daily administration of financial budgets and resources in relation to the regional NZAF Health Services budget. Efficient and effective use of financial resources to achieve service operations within approved restraints and in accordance with finance policies and procedures. Monthly budget variance reports indicate prudent budgetary administration. Finance processes and procedures followed.

7 5. Has responsibility for clinical data and information management Utilised in house software to ensure accurate Client service data is collated for statistical outputs. Regular audit of clinical files demonstrates concise, consistent, accurate and legible input. Files are held in a manner deemed appropriate by the NZAF and compliant with NZ legislation. Six monthly service output reports meet contractual and service requirements. Critical audit of files is conducted on a regular basis by the Regional Manager and random audit annually by the National Positive Health Manager finds 100% compliance. Complaints received are appropriately investigated and remedial action taken where appropriate. 6. Takes Responsibility for the recruitment, selection, training and appraisal of professional volunteer support staff for therapeutic or complementary health provision. High standards for the support of this volunteer service are maintained. Client feedback confirms that volunteer services are acceptable and effective. Increased service outputs are reported in six monthly service reports. 7. Support the Fundraising team assisting in the provision of special services and projects. Projects identified and communicated to the Fundraising Manager for potential grant applications. Raise awareness of HIV and AIDS. Raise overall profile of the NZAF and services provided. Fundraising activities are evaluated and reported on.

Initiate and respond and coordinate any requests for information and education for/to health professionals and other organisations, communities and groups regarding HIV and AIDS and NZAF services. Co-providers have access to accurate and current knowledge and resources about HIV and AIDS and all NZAF services. Education sessions provided in a timely and accurate manner involving those from other programmes as appropriate to venue and target audience. Six monthly reports of NZAF Health Services education sessions to other health providers and organisations. Evaluation of NZAF Health Services education sessions indicates consumer satisfaction. 9. Provision of testing as per NZAF service delivery and Operational Plan. Practice according to the professional standards and ethics of your professional group (NZ associations of counsellor/psychotherapists/social workers) as well as the NZAF code of ethical conduct and policies. Evidence of acceptable levels of cooperation with other service providers and maintenance of own Professional standards. Six monthly service output reports indicate achievement of contractual requirements. Regular internal supervision with Peer and external clinical supervision with an NZAF approved supervisor 10. Demonstrate a Willingness to take a Leadership role in NZAF Health Service s staff development related to Tikanga Māori and Te Reo Māori. Willingness to undertake a facilitating role in bicultural development at the NZAF Health Services. Demonstrates application of cultural knowledge or skill in appropriate work settings and with Māori contacts. Training and operational opportunities are taken up and satisfactorily completed by self and staff. Demonstrated sensitivity and appropriateness to those accessing the NZAF health services.

9 11. Has the responsibility for managing and maintaining good health and safety practice in the Centre. Implementation of health and safety requirements as per NZAF policy- conducts and reports audits in the workplace as needed. Adherence with NZAF Healthy Workplace policy, providing audits, reports as specified. Risk assessment provided in national template on a quarterly basis, or upon national office request. 12. Undertake special projects and activities as specified by the General Manager Operations Project specific Project specific SUPPORT Supervision The General Manager Operations is responsible for ensuring that the Health Services Regional Manager understands their role and tasks, and is supported in carrying them out. Supervision meetings will occur at least monthly, and on an ad-hoc basis as needed by either party. Clinical supervision A suitable clinical supervisor will be agreed, and contracted, by the NZAF to provide regular individual supervision, if and when required. Performance appraisal Performance appraisals according to a model that includes self, peer, and manager assessment will be carried out annually and will include a work plan and may be linked to a performance-based salary review. Professional development The value and advantage of education and staff development for both the employee and the NZAF is recognised. Adequate training, information and assistance will be provided to ensure that the post holder is able to meet the responsibilities of the position. Administrative Assistance Some clerical and administrative assistance will be provided, but the post holder is expected to be able to self-support when necessary. Conditions of Employment Terms and conditions of employment are set out in the Letter of Appointment and Individual Employment Agreement or Collective Employment Agreement.

QUALIFICATIONS The successful applicant must: A minimum of a Bachelors Degree or equivalent management experience ESSENTIAL KNOWLEDGE, EXPERIENCE AND ABILITIES a) At least two years previous management and leadership experience b) Ability to relate to, work and communicate effectively with diverse communities c) Excellent oral and written skills in English d) Ability to work effectively in a team environment as well as work effectively independently - self motivated e) Ability to work flexible hours f) Understanding and ability to manage personal/professional boundaries g) Ability to prioritise work effectively, manage changing and conflicting demands h) Professional approach to sexuality and sexual issues i) Knowledge of sexual health issues and specific health issues facing men who have sex with men in New Zealand. j) Full and current driver's license k) Knowledge and awareness of people from a wide variety of cultural and social backgrounds including an understanding of relationship development and management BICULTURALISM PREFERRED KNOWLEDGE, EXPERIENCE AND ABILITIES The NZAF is committed to being a bicultural organisation.
