2 Introduction The Public Policy Forum is Canada s premier convener of multi-sector dialogue. Our central purpose is helping Canadians across the public, private, non-profit and academic sectors join in productive and collaborative discussion with a view to bettering the development and implementation of public policy. To put it simply, we work with all of the stakeholders across Canada to build better governments. The individual leaders who shape public policy are of the utmost importance in this process. The Public Policy Forum is keenly aware of the fact that it is the policy makers themselves who will be needed to develop and implement creative new ways of improving public governance in Canada. It is with this knowledge and experience that the Public Policy Forum is uniquely suited to offer executive development opportunities for senior public sector leaders. David Mitchell President & CEO Public Policy Forum For much of the past decade, the Public Policy Forum has delivered a variety of executive development seminars for deputy ministers and an annual program for newly appointed provincial and territorial assistant deputy ministers. These programs have met with tremendous success, and have helped acclimatize new executive leaders to the rigors of their positions and to introduce them to the multi-sector perspectives that will be instrumental in the delivery of their duties. This year, the Public Policy Forum is launching a new program that will focus on the assistant deputy minister level and include senior officials of municipalities. We have completed much work this year dealing specifically with municipal and provincial governments, and we feel that with the growing interconnectedness of public policy across the three levels of government now is an excellent time to launch executive development for these positions. 3 Message from Program Director The Public Policy Forum is thrilled to build on its extensive experience in executive development by beginning to offer a program tailored specifically to ADMs and senior municipal managers. Much of the Forum s work as of late has involved convening officials at these levels for multi-sector dialogue, and we have recognized that there is tremendous potential for a well-crafted program to add value in this area. In previous years the Public Policy Forum has offered a general executive development program for newly appointed Deputy Ministers. However, this program will take a more strategic focus and will be expanded to include public service leaders from the municipal sector and Assistant Deputy Ministers. Drawing from across all provinces and territories including major municipalities in Canada, this program will offer unique insights into practices and developments that the Public Policy Forum has seen emerge across all levels of government. The program is designed to prepare senior public sector leaders across all public administration sectors for the challenges of managing and leading modern public sector organizations. Our national presence and constant contact with federal, provincial and municipal officials have given the Forum a unique ability to craft a timely and innovative program which addresses these key issues, and provides rare insight into the most effective and efficient modes of policy development and public engagement. As a former dean and business school professor I have a solid understanding of the learning needs of public sector executives. I will personally lead our sessions, and I look forward to being able to work with you on these exciting new executive development opportunities. 4 Program Structure The Public Sector Executive Development Program will be limited to participants from across Canada and from a variety of functional areas to ensure rich discussion and active engagement. The three-day program is designed to challenge participants, develop strategic thinking and strengthen leadership potential. The program contains 24 learning modules with a number of external and special guest speakers/presenters, each providing a unique vantage point into specific areas of policy development, public engagement, public service and executive management. Program Materials The program will employ a variety of executive learning materials and approaches. This will include case studies and materials from: Harvard Kennedy School of Government Harvard Business School / Richard Ivey School of Business Institute of Public Administration of Canada Original research and collaborative policy proposals developed by the Public Policy Forum Participants will be exposed to lectures, presentations, video sessions, group discussion and activities. A number of special guest speakers will be invited to present to the participants. Program Costs $7, Includes all accommodations, meals and materials. The program has been designed in consultation with the Forum s key leadership contacts in various governments to ensure it meets the current executive training needs of Canada s senior public servants.
