1 Dr. Richard Clippingdale, is the President of consulting firm RTC Services, and adjunct research professor at Carleton University s history department and a fellow at both Carleton University s School of Canadian Studies and the University of Ottawa s Centre on Governance. He holds a Ph.D. from the University of Toronto in Canadian History. He has wide experience in public policy, politics and research in Canada and abroad. He has been an invited professor at the University of Bordeaux in France; has done extensive work with UNESCO; has acted as the chief of staff to the Minister of Communications and as a senior policy advisor to the Leader of the Opposition; and he was the Assistant Deputy Minister responsible for the development of the Canadian Multiculturalism Act, negotiating Japanese-Canadian Redress, and developing the Act to Establish the Department of Multiculturalism and Citizenship.
