3 Message from the Dean In just over a decade, the Australia and New Zealand School of Government (ANZSOG) has established itself as a world-class institution for the provision of public sector executive education. Management and leadership in the public sector present some distinct challenges relative to the private sector. ANZSOG programs are fit for purpose and yield benefits for public sector executives beyond those obtainable elsewhere. ANZSOG s most distinctive feature is the collaboration between its academic and government partners. This has produced a blend of theory and practice, of rigour and relevance, which has yielded real benefits for course participants and organisations alike. It has also facilitated a vibrant research program attuned to the needs of governments. Course participants are exposed to the best in contemporary thinking about public administration. ANZSOG s academic faculty and practitioners are drawn from the best in Australia, New Zealand and internationally, including Harvard s Kennedy School. Participants also have an invaluable opportunity through our active Alumni Program to maintain lifelong connections with their course peers, a network of lasting professional value. The Executive Fellows Program (EFP) is directed at high-level senior executives. The program has been designed to enhance core relationship, leadership and management skills needed to meet the challenges of leading the public sector of the 21st century. It has strong international dimensions, including participants from the Asian region, while retaining a focus on local context and issues. 5 The Program The Executive Fellows Program (EFP) is a three-week residential program. It has been designed to enable senior executives to strengthen core skills needed to manage public sector organisations effectively in challenging times. The program is modelled on the best offerings from the US and the UK that are relevant to the Australian and New Zealand public sector environments, including a focus on key international trends, particularly in the Asia region. The curriculum is a dynamic mix of theory, case studies and practical exercises, premised on the role of public sector leaders as creators of public value. It is taught by leading local and international academics, including faculty from the Harvard Kennedy School, as well as senior practitioners across the public sector, thus combining practical relevance with academic rigour. Key elements The EFP examines emerging trends of public management in the 21st century. The curriculum emphasises the importance of applying the right approach to specific circumstances by understanding the context and thinking strategically. Above all, the focus is on effective relationships from both external and internal perspectives, including those with Ministers, staff, service providers, stakeholders, clients and allies often cross-jurisdictionally. Participants will: broaden their understanding of public value and how they are able to create it gain deep insights into the operating environment of the public service with attention to politics, the media, dealings with other sectors and the international sphere Learning approach The format is tailored to the capacities of experienced senior executives. Teaching formats draw on participants experience and knowledge, and challenge them to stretch their intellectual boundaries. A key element of the program is the practitioner interface, in which leading public servants, past and present, distill their wisdom and insights for the benefit of participants. The Harvard case method is used extensively. Each case is chosen to highlight key issues and options for dealing with them effectively. The learning methods of the EFP include: Action learning where groups operate on a consulting basis to work through current leadership challenges Interactive lectures that explore practical frameworks and methods around particular topics Facilitated panel discussions to explore multiple perspectives on topics Experiential and immersive learning where participants engage directly with practitioners to tackle a live challenge Peer-to-peer feedback to be shared between participants to assist in supporting learning insights Self-reflection opportunities within the Program to reflect on the material and learnings. explore alternative models of public service delivery advance their understanding of how to lead in settings characterised by volatility, uncertainty and complexity increase capabilities in understanding and shaping organisational cultures develop a greater sense of self-as-leader broaden and deepen their professional connections. 3

6 Teaching Program Director Robin Ryde EFP Director Robin Ryde, former CEO of the National School of Government and former Evaluation Director with the UK National Audit Office, was the youngest person to direct the UK Prime Minister s flagship leadership development initiative the Top Management Programme. He has delivered consultancy across the commercial and public sector in the UK, the US, Australia and other territories including Latin America, the Middle East and Eastern Europe. Always working at senior levels and across a range of complex transformational projects, Robin is a regular speaker at seminars and conferences, and has published widely, including Thought Leadership, Custom-Built Leadership, Never Mind The Bosses and Creating Authentic Organizations. 7 Lead Presenters Professor Mark Moore Mark Moore is the Hauser Professor of Nonprofit Organizations at Harvard s John F. Kennedy School of Government. Renowned for his scholarship around public value, Professor Moore focuses on the ways in which leaders of public organisations can engage communities in supporting and legitimising their work and in the role that value commitments play in enabling public sector enterprises. Professor Moore sets the context of the EFP by introducing concepts and frameworks that are essential for delivering public value. Professor Dutch Leonard Herman (Dutch) Leonard is Professor of Public Management at Harvard s John F. Kennedy School of Government and a Visiting Professor at Harvard s Business School. He teaches leadership, organisational strategy, and financial management for public sector and non-profit organisations. Professor Leonard takes EFP participants on a leadership journey using powerful case studies to examine the attributes of leaders and how they can influence others. Professor Keith Grint Keith Grint is Professor of Public Leadership at Warwick University, UK. He has held Chairs at Cranfield University and Lancaster University and was Director of the Lancaster Leadership Centre. He spent twelve years at Oxford University and was Director of Research at the Saïd Business School. Professor Grint spent 10 years in industry before turning to academia. During the EFP he focuses on wicked problems and complex solutions, the capabilities needed to deliver, and the link between leadership and language. Peter Thompson For many years a public broadcaster, Peter Thompson is a leading communications consultant and author. Peter has taught communication in the MBA and executive programs at the Australian Graduate School of Management, and advises governments and NGOs on communication strategy. Thompson s expertise in the communication field gives participants an inside view of the media and managing public communication. Paul Porteous Paul Porteous is a leadership theorist and practitioner whose focus is not on the individual but on collectively exploring innovative solutions to complex contemporary problems. Paul is Director of Leadership and International Development at the Institute for Governance and Policy Analysis at the University of Canberra and also Director of the Centre for Social Leadership. 8 Why did you choose to participate in the ANZSOG EFP? I was keen to participate in the EFP in order to accelerate both my theoretical knowledge through the structured lectures and exercises and my professional network by learning alongside a wide variety of public servants from across Australia and New Zealand. How has the EFP made a difference to how you lead a high performing and effective organisation? The key difference the EFP has made in the way I lead high performing and effective teams is that I make clear and conscious decisions using frameworks that allow me to assess the strengths and weaknesses of the options presented or even to expand the range of options available. How have you valued the cross-jurisdictional networks which you have developed through the EFP? Discussions in work groups as well as around social events were always stimulating and shed new light on issues I had wrestled with for some time. Joining in with the ANZSOG Alumni Community has given me the opportunity to continue to learn through Alumni run events and through the professional network. Completion of the EFP gains the participant automatic entry into the ANZSOG Alumni Community, together with a range of ongoing professional development opportunities. The professional connections established during the EFP are an invaluable resource for participants as they meet new challenges and lead change in an evolving public sector. 10 To Apply Who should attend? The course is designed specifically for: Commonwealth: Deputy Secretaries and First Assistant Secretaries or equivalent New Zealand: second and third tiers in large agencies, and CEOs of smaller agencies or equivalent State Governments: Deputy Directors-General/Deputy Secretaries and other senior executives International: equivalent levels. All participants are selected and sponsored by their agency. Investment Course fees are paid by the sponsoring government or agency and include tuition fees, accommodation, most meals and materials. 11 ANZSOG Programs Developing strategic leadership skills in public sector managers requires a different educational framework to those applying to private sector managers. While business schools essentially teach participants how to create shareholder value, ANZSOG s mission is to help public sector managers learn how to create public value. ANZSOG also offers the Executive Master of Public Administration (EMPA) and Towards Strategic Leadership (TSL) as well as a suite of shorter Executive Education workshops and a number of International Programs. EMPA The EMPA is a two-year postgraduate qualification designed to give high potential, experienced mid-level managers and aspiring leaders a thorough grounding in the theory and practice of public administration. This accredited program, it is delivered to highly committed public sector managers from across Australian and New Zealand governments. TSL TSL is specifically designed for people moving from an operational role to a strategic leadership role, and for those facing senior executive responsibilities for the first time. At this level, thinking and acting strategically become central. International Programs The School delivers a suite of customised executive level leadership programs in partnership with foreign governments in the Indo-Pacific region, and consistent with the foreign policy objectives of the governments of Australia and New Zealand. These programs create valuable peer-to-peer networks and institutional linkages, and contribute to ongoing engagement with each country. Executive Education The Executive Education program delivers specialised executive workshops designed to meet the practical needs of middle to senior public sector managers across a range of disciplines.
