1 TERMS OF REFERENCE FOR INDIVIDUAL CONTRACTORS/ CONSULTANTS Title of Assignment Location Duration An individual consultant to support the production of a training module and a video tutorial for youth-led advocacy initiative using video and digital media Home based, with limited travel to Geneva and the Europe/Central Asia region Part-time From: September 2015 To: August 2016 Background and Justification Purpose: The UNICEF Regional Office for Central and Eastern Europe and the Commonwealth of Independent States (RO CEE/CIS) in Geneva is seeking to engage an individual consultant to develop and produce a suite of training products, including a training module and a video tutorial. This suite will be developed as part of a larger project to reconceptualise and redesign a UNICEF-supported youth advocacy initiative using video and digital media, which contributes towards a more sustainable model of youth engagement and digital participation. Background and context: Since 2002, UNICEF has empowered children and young people by improving their video production skills and storytelling. Through locally hosted workshops, children and young people have been trained in basic videography in order to tell stories about their rights and realities through the medium of short videos (60 seconds). These videos have been used by UNICEF to support advocacy efforts and to amplify their voices at primarily public advocacy events with decision makers. The videos have also been disseminated through online platforms. In mid-2014, UNICEF RO commissioned an evaluation to take stock of and examine their regional youth advocacy initiative, focusing on the skills, opportunities and other benefits young people and civil society at large have gained and how the initiative might further develop. The process affirmed the many successes of the initiative, while also identifying sustainability and programmatic linkages as areas for improvement. UNICEF and partners have recognized that, based on the evaluation findings and in light of the significant developments in digital media, as well as a renewed focus on working with adolescents and young people, there is a need to review and reconceptualise the current youth-led video making model and to develop an integrated strategy for the initiative for the future. This redesign will capitalize on the initiative s existing strengths, addresses challenges identified in the recent evaluation, and introduce new elements and approaches that take advantage of developments in film-making, smartphone videography, video editing and sharing through digital platforms, as well as citizen journalism specifically, and in new digital technologies more broadly. Scope of Work and Deliverables The scope of the assignment will be to produce a suite of training products (workshop guide, manual, toolkit, and video tutorial) to support the new approach for the initiative. The consultant will be part of a team, to be identified by UNICEF, to undertake strategic development work to redesign and reconceptualise the long-running youth advocacy initiative using video and digital media, which is relevant for the Central and Eastern Europe and Central Asia region and at the global level.

2 The consultant shall: 1. Take part in discussions and contribute to the redesign of the Initiative The consultant shall develop an individual work plan, as part of the team s overall plan, to be able to develop, test and finalize the tools developed during this assigning. The consultant is expected to provide input to the discussions on the redesign of the Initiative, particularly to ascertain the training needs of child participants and trainers in the workshops, the appropriateness of tools and the content of the tools. 2. Produce a training module for video-making workshops (including instructor s manual and workshop toolkit) After reviewing existing materials, a training module and a tool kit will be developed to enable NGOs, youth groups and partner organizations to design and deliver their own short video-making workshops for children and adolescents. The training module will be designed in two parts: an instructor s manual and a video workshop toolkit to guide an instructor-led workshop. 3. Produce a video tutorial A short, engaging video tutorial will be developed and produced, aimed at guiding individual children and adolescents on how to make short advocacy videos using smartphones or consumer HD cameras on their own on issues that affect them and that deliver and impactful messages to their peers and target audiences. This could include boosting their citizen journalism skills. It will be distributed through YouTube and relevant digital platforms and will be tested in the workshops held during 2015/ Testing of the training module and video tutorial These modules and video tutorials should be tested in at least one of the training of trainer workshops in the region, which will include also child participants. The consultant shall make the revisions to the tools to include feedback from the participants. Work relationships: The consultant shall report to the Regional Chief of Communication and the Regional Communication Specialist, UNICEF Regional Office for Central and Eastern Europe and Central Asia, Geneva. The consultant shall also liaise closely with the Senior Advisor on Social Media and Digital Engagement, Digital Strategy Section, Division of Communication, New York, and other country offices as necessary. S/he should work as part of team of three under a coordinator. The team members shall mostly work via videoconferencing, s and other project management tools. Payment Schedule Payment shall be remitted upon UNICEF s receipt of deliverables and a satisfactory evaluation of the deliverables and detailed invoice/s. Qualifications of Successful Candidate Required: A Bachelor s degree in a relevant area of studies with at least two years of experience in youth advocacy work. Experience in social mobilization and/or youth engagement through digital platforms (Facebook, Twitter, Google+, YouTube, etc). Proven track record of producing training manuals and/or video tutorials. Solid understanding of the principles of meaningful child/youth participation, child protection and acting in the best interest of children. Demonstrated skills in camera operation, video editing, video formats and video art. Experience and understanding of working with children, including vulnerable children and children from diverse cultural backgrounds. Expertise in using MS Office software, web research skills.

3 Excellent written and spoken English. An advantage: Familiarity with the Central/Eastern Europe and Central Asia region as well as UNICEF in the region is preferred, including familiarity with Russian or a local language of the region. Experience in conducting film or journalism workshops with children and young people is an advantage as is experience in developing workshops for training of trainers with local partners on how to advocate on social issues. Experience in producing and editing videos on smartphones an asset. Nature of penalty clause in contract UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if outputs are incomplete, not delivered or if there is a failure to meet deadlines. All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.
