1 Wirral Council: Job Role Descriptor M3 Job Role: Service: Reports to: No. of Subordinates: Job Role Ref: Job Family: Proposed Grade: Senior Public Health & Commissioning Analyst Public Health Senior Manager Commissioning & Support Unit 4 HR USE ONLY C&C Commissioning & Commercial PO11 JOB ROLE PURPOSE Provide specialist technical Public Health and Commissioning Intelligence support and advice to both the Council and Wirral Clinical Commissioning Group (CCG). The provision health intelligence (40% of team capacity e.g. epidemiology, health modelling, joint strategic needs assessment etc.) is part of the Public Health offer to Wirral CCG. The public health offer to the CCG is a statutory responsibility of the Director of Public Health (as prescribed in the Health and Social Care Act, 2012). High quality intelligence will also drive the commissioning life cycle in the provision of services (200 plus contracts in excess of 26 million) which are designed to deliver improved outcomes (e.g. life expectancy), value for money and quality of life for Wirral residents. KEY TASKS 1. Assess population needs through interpreting and understanding data (trends, determinants and statistical variation); statistical analysis & interpretation (e.g. Standardised Mortality Ratios [SMRs], survival & life expectancy statistics); production of specific specialist reports and papers (e.g. Joint Strategic Needs Assessment [JSNA], constituency profiles, statistical compendium, epidemiological analysis & need/impact assessment). 2. Contribute to the review of service provision (e.g. qualitative analysis) through the identification of inequalities, vulnerable populations and marginalised groups (e.g. informs commissioning). 3. Contribute to the evaluation of the effectiveness of key strategic priorities and interventions through the provision of health economics; identification/assessment of relative value of competing needs (cost benefit analysis, productivity indicators); horizon scanning (forecasting/projections); statistical analysis (risk stratification); strategic planning (system dynamics and epidemiological modelling). 4. Contribute to the development of a strong culture of evidence based decision making across the commissioning life cycle and across the Families & Wellbeing Directorate, Council and partnership arrangements (e.g. with health colleagues). 2 5. Contribute evidence to support the development and improvement of the Joint Strategic Needs Assessment. 6. Contribute to Champs (collaborative service) intelligence initiatives to maximise economies of scale and scarce resource utilisation across Cheshire and Merseyside (e.g. learning disabilities needs assessment). 7. Assist in the design, development and implementation of monitoring and evaluation frameworks (outcome focused) for all Families & Wellbeing Directorate contracts (200 plus contracts). KEY RESPONSIBILITIES People Responsible for the line management of the Public Health and Commissioning Analysts. Includes responsibility for all financial, HR, development (including training) work output related issues. Provide specialist and expert intelligence advice/guidance to staff and senior colleagues (including external stakeholders) on all areas associated with specific Public Health, health related and commissioning issues. Apply knowledge, experience and judgement to provide intelligence to others on complex, contentious or ambiguous service, resource or other significant issues. Financial Contribute to the development and management of all contracts (200 plus contracts in excess of 26 million) through data analysis support to ensure that they deliver value for money and improved outcomes for Wirral residents. Provision of trend information to identify outliers in terms of financial performance. Strategic Prepare and deliver presentations to partners, peers and agencies to provide a clear understanding and direction of key intelligence/evidence based issues. Horizon-scan wider organisational context and external environment to identify implications for the strategic and operational delivery of the JSNA (e.g. identify important opportunities and risks). Apply specialist analytical, statistical and epidemiological methods to potentially highly complex data from a variety of sources to routine and ad hoc analytical projects and tasks. Support the local and national translation of health intelligence outputs (e.g. the widening gap in life expectancy) through awareness raising, oral presentations and written briefing or reports. 3 Use a variety of methods (including written briefings and oral presentations) to interpret and communicate outcomes of highly complex data analysis (e.g. disease epidemiology) to both non-statistical and statistical professionals and stakeholders, determining the appropriate level of complexity according to the needs of the audience (e.g. clinicians or elected members). Apply specialist Public Health knowledge and experience to commissioning intelligence. Resources Ensure reports, briefings and other documents are produced as required and to the appropriate standard and style to communicate internally and with a wide range of partners. Support the development and delivery of training and professional development in public health intelligence for internal staff (e.g. elected members) and for colleagues outside of the organisation (e.g. Wirral CCG). Ensure the confidentiality and security of all information that is dealt with in the course of performing duties is in accordance with the requirements of the Data Protection Act (1998). Comply with and keep up to date with the requirements of legislation such as the Freedom of Information Act (2000) and the Computer Misuse Act (1990). Planning and Organising Plan, manage and deliver on a range of projects requiring potentially complex analytical input (internal and external stakeholders e.g. Wirral CCG), including negotiating and agreeing the most appropriate data/intelligence output, initiating and planning workloads and setting delivery timescales. Decision Making Exercise a substantial degree of independent professional responsibility and discretion in relation to all aspects of public health intelligence (e.g. data knowledge and management, data and statistical interpretation, research and evaluation etc.). Qualifications EXPERIENCE, QUALIFICATIONS, KNOWLEDGE AND SKILLS Essential Criteria Maths qualification (O Level, GCSE, A level or relevant equivalent). First degree or equivalent (any discipline). Master s degree or equivalent (Public Health). Evidence of continuous professional development (CPD) e.g. post graduate diploma or certificate. 4 Knowledge & Skills: M3 Advanced analytical skills and problem solving capacity. Understanding and application of modelling techniques (e.g. population simulation modelling). Expert knowledge of JSNA national guidance and statutory requirements. Committed to tackling inequalities. Experience: Significant experience in the NHS (provider or commissioning sector) and a local authority. Commissioning and contracting experience. Significant experience of working with multiple sets of health related data and information systems in health related organisations. Significant experience in the use of statistical and epidemiological methods for interpreting and understanding data sets. Experience in the development in the training and development of other in information skills. Experience in the development of systems and dissemination of information. Strong epidemiological skills and knowledge (including practical application). Knowledge & Skills: Desirable Criteria Strong links with local universities. Strong links with Champs (collaborative service). ADDITIONAL WORK ELEMENTS Able to efficiently travel around Wirral and occasionally, the north-west.
