By fstering a sharing and understanding f rles and pririties, facility persnnel and municipal emergency respnders can mre safely and quickly reslve any crisis. Objectives Prtect persnnel, assets and infrmatin resurces frm injury r damage. Minimize ecnmic lsses. Prvide a plan f actin t facilitate an rderly respnse t emergency situatins. Purpse This dcument was specifically develped fr high ccupancy facilities such as ffice buildings, htels, and residential twers. This is a general guideline t assist persnnel wh are charged with the respnsibility f emplyee and ccupant safety during varius building emergencies. The Building Emergency Actin Team Training Guide cntains recmmended emergency respnse prcedures fr high ccupancy facilities lcated within Hustn, Texas. This guide is designed t prvide an verview f prcedures and guidelines that shuld be used by emergency respnders during incidents. It des nt replace municipally required plans nr is it intended t prvide cmprehensive slutins t all crises. The plan utlines nly the recmmended immediate actins fr building persnnel t take in mst emergencies and des nt include any plans fr business recvery r resumptin. While training fr all persns designated as fire wardens is mandated by the City f Hustn Fire Marshal, every ccupant f every facility is encuraged t attend the fire warden training prvided by the Hustn Fire Department r by an apprved vendr. Building ccupants are expected t take persnal respnsibility fr their wn safety at all times. The Building Emergency Actin Team Guide must be additinally supprted by an emergency respnse rganizatin cnsisting f fire wardens, security persnnel and prperty management persnnel. Fire wardens receive training in emergency prcedures and cmmunicatins, but d nt have an emergency respnse rle ther than t facilitate building evacuatins when indicated. It is intended as an emergency management tl and cntains prcedures and actins designed t mitigate pssible effects f an incident.) Assumptins The training guide des nt replace practical training. The training guide is nt intended t prvide cmprehensive slutins t all crises. The training guide utlines nly the immediate actins fr facility persnnel in mst emergencies. The training guide des nt include any steps fr business recvery r resumptin. Building ccupants are expected t take persnal respnsibility fr their wn safety at all times. The respnse plans develped by the prperty wner must be additinally supprted by an emergency respnse rganizatin cnsisting f Fire Wardens and site services persnnel. Regardless f time f day, any member invlved with an emergency respnse shuld call 911 befre implementing any respnse. 1

6 MODULE 1 - High Occupancy Facility Cnstructin: Purpse The purpse f this mdule is t familiarize the reader with the basic cncept f building cnstructin as it relates t fire and life safety issues. Mdern Building Features: Built f heavy steel reinfrced cncrete. Building exterirs typically made f glass, metal, r stne cladding. Windws nt designed t pen fr ventilatin. Emergency egress pathways marked by special graphics. Emergency stairwells cmmnly enclsed with standard 90 minute fire rated drs and designed t g frm the tp f the building t the grund level as a means f egress. Sme buildings may als have stairwells that g frm the sub-basement level t the grund level as a means f egress. Occupancy Features: Occupancy lad is defined as the number f peple expected t be in a building at any given time fr which adequate exits must be prvided. The average ccupancy lad is calculated at ne persn per 100 square feet f flr space. This calculatin varies depending n the type f ccupancy. (See Chapter 10 f the Internatinal Fire Cde fr specifics) Example: Occupant lad per type f ccupancy Sq. Ft. per Persn Place f assembly withut fixed seats 7 Place f assembly with fixed seats 15 Class rms 20 Mercantile (stre) n street level 30 Mercantile (stre) n upper flrs 60 Businesses 100 Residential 200 The ccupant lad f a building determines the evacuatin rate. Sme examples are: 11 stry building with 240 ccupants per flr exiting thrugh 2 stairwells will take at least 6 minutes and 15 secnds t evacuate. An 18 stry building with 240 ccupants per flr exiting thrugh 2 stairwells will take at least 7.5 minutes t evacuate. A 30 stry building with 240 ccupants per flr exiting thrugh 1 stairwell will take at least 1 hur and 18 minutes t evacuate. A 50 stry building with 240 ccupants per flr exiting thrugh 1 stairwell will take at least 2 hurs and 11 minutes t evacuate. 2

7 Mechanical Systems: There are three mechanical systems which have a majr impact in facility fires. Electrical Systems: Typically an emergency generatr will prvide limited pwer if a utility s primary pwer-lss ccurs Emergency generatrs may supply pwer t Life Safety features such as stairwell lights, emergency lighting fixtures, fire panel peratins, emergency phnes, fire cmmand centers, limited elevatr peratins, and security systems. Air Handling Systems: N tw air handling systems are alike. It is imperative that smene n-site have knwledge f the lcatin and basic functin f the system, building engineers are typically the best resurce. Air cnditining systems may create many prblems if nt managed crrectly: Air handling units must shut dwn n the flr f alarm t prevent fresh air frm intensifying the fire. Exhaust ducts and plenum air supplies must be clsed t prevent circulatin f smke and heat thrughut ther parts f the building. Elevatr Systems: Passenger and freight elevatrs are an extremely imprtant tl fr fighting fires n upper flrs, but they can als be extremely dangerus. Elevatrs may create many prblems if nt managed and perated crrectly. Under n circumstances shuld an elevatr be taken t a flr in alarm r t any flr abve the flr in alarm. The elevatr bank serving the flr in which the fire alarm is active and the freight elevatr must be recalled using the Phase I recall switch t bring them dwn t the lwest landing. Prblems that culd ccur by nt recalling elevatrs include, vertically spreading smke t ther parts f the building. Passenger entrapments culd ccur r ccupants might be delivered directly t the fire flr. Phase I Operatin (Firefighter Service Emergency Recall) is an elevatr feature that when activated by a key-switch lcated near the call buttn n the lwest landing f the elevatr bank, will return all f the elevatrs within that bank, nnstp, t the lwest cmmn landing. Phase I Operatin Switch 3

8 Bypass/Reset functin switch is a selectin pint fund within the same lcatin as the Phase I Operatin key-switch. This switch psitin is used t reset the elevatrs after the event has been cleared but when there is still an active alarm device that cannt be reset. T initiate the Bypass/Reset functin: Turn the Phase II key-switch t the OFF psitin, and then remve the key. Turn the Phase I key-switch t the Bypass/Reset psitin, then t the OFF psitin and remve the key. All elevatrs shuld nw be back in nrmal service. This Bypass/Reset functin is nly t be dne under circumstances where it has been verified that n actual evidence f fire exists. Immediate repairs t the fire alarm system must be cmpleted s autmatic elevatr recall features can be restred. Phase II Operatin (Firefighter Service Emergency In-Car Operatin) is perated with a key switch inside the elevatr car that when placed in the ON psitin, will make the elevatr perable nly by the persn inside the car. Phase I Operatin must first be activated r the elevatr will nt functin in Phase II Operatin. The HOLD functin switch is typically fund in the same lcatin within the elevatr as the Phase II Operatin key-switch. It is designed t hld the elevatr n a flr shuld the firefighter need t leave the car. Phase II Operatin Switch Inside Car 4

9 MODULE 2 - Alarm Devices: Purpse T understand and recgnize the different alarm devices fund within buildings, the peratin f thse devices, and the apprpriate respnses. Overview There are tw majr types f fire alarm devices usually fund in buildings. Autmatic Devices Include smke detectrs, heat detectrs, and fire sprinkler water flw switches Inizatin smke detectrs respnd faster t pen flame fires due t the chemicals that are emitted in the air. Phtelectric smke detectrs activate when smke passes thrugh the chamber and breaks the internal light beam. Heat detectrs may use a fusible element and thers a bimetallic strip t activate. Sme heat detectrs are rate cmpensatin types that activate when a specific temperature is reached. Others are rate f rise detectrs that respnd t rapid changes in temperature. Heat detectrs are usually fund in areas where smke and dust particles may be present. Sprinkler Water Flw Switches are electrical switches placed within the water supply line f a sprinkler system. Water mving r flwing thrugh the building standpipe will cause a water flw alarm. Typical causes f nuisance alarms frm this the water flw switches are testing f the sprinkler system, a brken water line, r a brken sprinkler head. An actual fire will cause the sprinkler head t activate and pump gallns f water per minute. Nn-autmatic Devices Pull Statins are emergency devices that will activate the building s fire alarm system fr the flr f activatin, the flr abve and belw. Pull statins are typically lcated by the exit stairwells and cmmn lbbies. In sme systems a mnitring agency will alert the fire department. In ther systems the alert may be lcal and smene will need t call and reprt the alarm t the fire department. Telephne calls are an additinal resurce that must be used by witness infrming security r ther building staff that smke r fire has been discvered in a specific area. The telephne is a useful in receiving the ntificatin. The persn making the reprt can prvide essential infrmatin nt available in the detectin systems. Persnal bservatins like telephne calls are mre reliable ntificatins. Infrmatin can be gathered that includes the severity f the smke r fire, the actual lcatin, whether r nt the evacuatin f the flr has begun, and what is n fire. Telephne and persnal bservances warrant immediate fire department ntificatin and respnse. 5

10 MODULE 3 Building Emergency Actin Team (B.E.A.T.): Purpse T develp and maintain a grup f individuals wh can assist respnse units frm the Hustn Fire Department, Emergency Medical Services, & Hustn Plice Department by cnducting certain respnses and prviding imprtant infrmatin. Overview The Building Emergency Actin Team (B.E.A.T.) can cnsist f anyne wh is respnsible fr the verall fire and life safety in the building. Membership shuld cnsist f representatives frm several grups within the rganizatin. Members may cme frm management staff, such as a supervisr, manager, secretary, receptinist, building engineer, security fficer, and custdian. This team is made up f persnnel wh have specific rles during a fire alarm r ther emergency peratin. Duties f the Building Emergency Actin Team (B.E.A.T.) Knw hw t respnd t a fire alarm. Help identify the lcatin f activated devices and the cause f alarms. Make necessary ntificatins and prepare fr respnding emergency units. Cllect all infrmatin pssible abut the emergency and relay it t the respnding units. When necessary, assist in the evacuatin f the building. Requirements f the Building Emergency Actin Team (B.E.A.T) Knw the buildings fire evacuatin plan. Knw the lcatin f the exits, stairwells and egress pints. Knw hw the building s fire safety systems perate including the lcatin and peratin f the fire alarm and elevatr panel. Knw hw the elevatrs perate nrmally and during alarm mde, usage f the Fire Fighters Service (Phase I and Phase II), Knw abut any unusual cnditins r peratins regarding the building (i.e., asbests, cnstructin, impairments, special suppressin systems, chemicals, r critical peratins flrs). Knw hw t access the building s HFD Survey required within HFD LSB Standard 06 Fire Depsitry Bx. 6

11 MODULE 4 - B.E.A.T. Respnsibilities fr a Fire Alarm Respnse Persnnel: Purpse Assist Building Emergency Actin Team s (B.E.A.T.) in safely respnding t activated fire alarms within high ccupancy facilities. A general guideline is prvided t understand the specific actins that must be taken in rder t facilitate mitigatin f the emergency. Overview There are many variatins between Mid-rise and High-rise buildings -- the design, fire safety features, amunt f elevatrs and the number f respnse persnnel. A detailed plan must be generated fr each specific lcatin. The fllwing basic respnsibilities must be adhered t. Safety Safety shuld always be the number ne cncern f all B.E.A.T. persnnel. It is yur jb as a member f the B.E.A.T. t prvide fr the safety f the building ccupants. Fire fighters will expect B.E.A.T. persnnel t help them d their jb by prviding infrmatin related t the event. At HFD s directin, B.E.A.T. persnnel will be respnsible fr restring rder by resetting the alarm and helping in salvage peratins such as water and smke remval, structural repairs, and filing reprts. Fire Panel Alarm Activatin Acknwledge the fire alarm at the fire panel. This will identify the lcatin and the active device. It will als silence the annunciatr, and reactivate if ther alarm devices are triggered. When receiving alarm infrmatin frm the fire panel, make sure yu receive and are aware f ALL pending alarms. If the infrmatin is btained frm a telephne call r persnal bservatin, gather as much infrmatin as pssible t include: the actual lcatin, if smke r fire is visible, if an evacuatin has begun, the calling persn s name, and call back number. Immediately ntify 911. Reprt yur lcatin by street address, crss street, the specific fire r alarm cnditin, and the affected levels. Prvide the 911 peratr with yur name and call back number, allw the 911 peratr t hang up first. Ntify ther B.E.A.T members f the alarm activatin. Recall all elevatrs affecting the alarm flrs, using the Phase I Recall Switch. Pst smene at the building entrance t guide the fire department int the building and the fire cmmand center. Prvide respnding fire department units with emergency equipment as utlined within LSB Standard 06 (911 keys and flders). 7

12 Mnitr the fire stairwells fr evacuating building ccupants and assist in directing them ut f and away frm the building. After the event has been cleared by the lead firefighter. Make all clear annuncements n the public address system. Cllect all keys, flders, pre-plans, and any ther equipment prvided t the respnse units. Return all affected elevatrs back t nrmal services. Cnduct a thrugh check f the building stairwells and perimeter. Depending n the utcme, ccupants may r may nt be allwed t return int the building. 8

F.W. INITIAL ACTIONS: A fire alarm has been activated smewhere in the building. The cause f the alarm may be frm a smke detectr, pull statin, r water flw device, triggering the fire alarm system. Anther frm r receiving an alarm may be frm a phne call r smene visually bserving smke r fire. WHO ACTION INFO d). C.P. e). F.W. The B.E.A.T. will be alerted t an alarm by an annunciatin frm the building fire panel, by telephne, r visually seeing smke r fire. If a phne call is received and the alarm is nt sunding, encurage the caller t activate the nearest pull-statin. d). C.P. Take cntrl f the fire panel peratinal functins until HFD units arrive. Acknwledge the fire panel; verify the lcatin, active device and event. If the tnes are sunding, d nt silence until authrized by the Fire Department. d). C.P. Respnd t the affected elevatr bank and place the elevatrs n (PHASE I) if it has nt already been recalled. Als, place the freight/service elevatr(s) (PHASE I). Infrm any ccupants in the area that an alarm has been reprted and that an investigatin is taking place. Elevatrs will be placed back in service after the investigatin. 9

Crss street:. My phne number is:. Prvide as much infrmatin abut the type f alarm, (heat detectr r smke detectr, pull statin, smell f smke, r actual evidence f fire) d). C.P. Include the exact lcatin f the alarm and the cnditins. Retrieve the HFD 911 keys frm the Fire Cmmand Center and have them ready fr the respnding emergency units. When the Fire Department arrives, give (5) five sets f fire fighter s keys and (3) three emergency flders t the fire fighter's and infrm them f the cause f alarm, then direct them t the lcatin f the fire alarm panel. d). C.P. Unlck any entrance drs and clear a path fr emergency vehicles t park in frnt f the entrance drs. If equipped, annunce the alarm ver the prperty s tw-way radi system and dcument the respnding unit numbers f all emergency vehicles. Fire respnse vice annuncements are prgrammed t be transmitted autmatically t flrs in an alarm cnditin. This will infrm any ccupants in the area that an alarm cnditin is still active and that emergency units are in the prcess f investigating. Verify peratin f the fire pump and identify any impairment f the fire pump, standpipe r sprinkler systems. If HFD silences the tnes, ask t make the Panel Silenced Annuncements psted in the Fire Cmmand Center. D an initial annuncement as sn as it is silenced and repeat it every 3 minutes. Relinquish cntrl f the fire panel t anyne with mre authrity, which includes the Fire Department. The senir engineer is t reprt t the senir fire captain n scene t assist with any technical questins. 10

15 FIRE ALARM ACTIVATION Page 03 WHO ACTION INFO EVACUATION PROCEDURES If there is cnfirmatin f actual fire r smke, make the necessary ntificatins and begin evacuating the flr in alarm by using the public address system n the panel. Instruct the peple t evacuate in an rderly fashin. Using the right side f the stairs. Reassure the peple evacuating. D nt engage in cnversatin, nly ffer reassurance. Maintain cnstant radi cntact with the respnding persnnel. WHEN THE FIRE PANEL EVENT HAS BEEN CLEARED BY HFD. Make the ALL CLEAR annuncements t the affected flrs. The ALL Clear annuncement is psted at the fire panel. Have smene verify that the annuncements were heard and clear. Reset the elevatrs that were recalled and ensure their peratins. First, within the elevatr, take the elevatrs ff f PHASE II by turning the key t Bypass / Reset. Then, turn the key t the OFF psitin. Next, take it ff f PHASE I by ding the same. b) B.E. d). C.P. Patrl the flr that was in alarm, 5 flrs abve and 5 flrs belw. Infrm and reassure tenants that the alarm event is nw clear. Inspect every re-entry flr frm the grund up t ensure that tenants are nt standing by fr further instructins and that the all clear has been given. CLEARING THE EVENT Ensure that all fireman s key rings and flders have been returned. Place the elevatrs back t nrmal service. Direct any tenants waiting utside that the event is nw clear and that they may return t their ffices. If significant damage was incurred and restratin peratins are needed, prepare t receive, assist, escrt, mnitr and dcument the restratin. 11

16 MODULE 5 - B.E.A.T. Respnsibilities fr a Medical Emergency: Purpse Assist Building Emergency Actin Teams, (B.E.A.T.), in safely respnding t medical emergencies within a high ccupancy facility. A general guideline is prvided t understand the specific actins that must be taken in rder t facilitate mitigatin f the emergency. Overview In a high ccupancy facility yu may encunter a wide assrtment f medical emergencies ranging frm minr injuries such as stubbed tes t catastrphic injuries such as gunsht wunds and heart attacks. As a respnder, yur primary bjective is t alert lcal emergency services (EMT s and Fire Department) as sn as pssible and stabilize the persn in need (patient) until emergency services arrive and take ver care. Safety Be sure the envirnment where the patient is is safe and stable. If the immediate area is nt safe, relcate the patient if safe t d s. Take universal care precautins at all times, use glves t avid cming int cntact with bdily fluids. Receiving Medical Emergency Ntificatin It s critically imprtant t receive accurate and detailed infrmatin. Knwing exactly where a patient is and what their cnditin is will quicken and imprve the level f care t the patient. It is likely yu may need t btain the infrmatin and relay n t 911 as well as building respnders. Be sure t cllect the fllwing: Name f caller and call back number Nature f emergency Lcatin f patient (flr, suite number and ffice number if pssible). Patient status (Cnscius, Breathing, Bleeding etc.). Patient Inf (Gender, Age, Race, Knwn Medical Cnditins). Relaying Medical Emergency Infrmatin Relay any infrmatin yu receive t 911 Emergency Services as quickly and accurately as pssible. Dn t assume smene else has r will call. Be sure t prvide 911: Yur lcatin by street address and crss street. All infrmatin that yu have btained/bserved. Yur name and call back number, allw the peratr t hang up first. 12

17 Respnding t the Medical Emergency It is imprtant t quickly arrive t the scene f the emergency t better assess and stabilize the patient. Assess the scene t make sure the envirnment is safe and stable. Ask the patient what happened, what s their ailment? Ask witnesses r c-wrkers what they knw if the patient is uncmmunicative. Update building respnse team f the patient s status and situatin. Render aid and assistance up t yur level f certificatin. Have ther building respnders ready t receive emergency medical respnders and direct them in the quickest way pssible t the patient. Have a freight elevatr r passenger elevatrs n standby fr first respnders. 13

INITIAL ACTIONS: The need fr medical assistance may be caused by a multitude f incidents, ranging frm a persn feeling ill, falling dwn, r t a persn becming seriusly ill r injured. Medical emergencies must always be cnsidered serius until dwngraded by emergency respnders. Persnal Prtective Equipment MUST always be used by respnding staff in medical emergencies (i.e., glves, eye prtectin, and breathing barriers. (1st Aid Kit, AED, Oxygen tank) Respnd t the lcatin f the patient Identify yurself, btain cnsent, and ALWAYS use yur persnal prtectin equipment: Surgical glves Breathing barrier Gggles Begin CPR if needed Prperly care fr any wunds 14

Redirect tenant traffic t an alternate rute 15

20 MODULE 5 - B.E.A.T. Respnsibilities fr an Elevatr Entrapment: Purpse Assist Building Emergency Actin Team s (B.E.A.T.) in safely respnding t an elevatr entrapment. A general guideline is prvided t understand the specific actins that must be taken in rder t facilitate mitigatin f the emergency. Overview In a high ccupancy building envirnment elevatrs are cmmn. Elevatr entrapments are als an eventuality. It is imprtant t learn f an entrapment, and dispatch apprpriate B.E.A.T. respnders t reslve an entrapment situatin as quickly and safely as pssible. Safety Be sure the entrapped individual(s) are safe and stable. If there is any immediate danger evident. If it is the building s plicy, immediately cntact emergency respnse persnnel by calling 911. N B.E.A.T. respnders ther than elevatr technicians shuld ever cnduct elevatr rescue effrts. DO NOT attempt t extract individuals frm an elevatr withut having all f the safety measures initiated by an elevatr technician r firefighters. Be aware f any pen shaft cnditins and crdn them ff t prevent mishaps. Receiving an Elevatr Entrapment Ntificatin It is critically imprtant t receive accurate and detailed infrmatin. Knwing exactly where an elevatr entrapment is and status f elevatr ccupants will be essential t expedite the respnse prcess. It is likely yu may need t btain infrmatin and relay it t 911, as well as t elevatr service and building respnders.
