The projects involving clearance under coastal Regulation zone tification, 1991 shall submit with the application a C.R.Z. map duly demarcated by one of the authorized agencies, showing the project activities, w.r.t. C.R.Z (at the stage of ToR) and the recommendations of the State coastal zone Management Authority (at the stage of EC). Simultaneous action shall also be taken to obtain the requisite clearance under the provisions of the C.R,Z tification, 1991 for the activities to be located in the C.R.Z. 2. The projects to be located within 10 km of the National Parks, Sanctuaries, Biosphere Reserves, Migratory corridors of wild Animals, the project proponent shall submit the map duly authenticated by Chief Wildlife Warden showing these features vis-a-vis the project location and the recommendations or comments of the Chief Wildlife Warden thereon (at the stage of EC). 3. All correspondence with the Ministry of Environment & Forests including submission of application for TOR/ Environment Clearance subsequent clarifications as may be required from time to time, participation in the EAC Meeting on behalf of the project proponent shall be made by the authorized signatory only. The authorized signatory should also submit a document in support of his claim of being an authorized signatory for the specific project.

Scheme for concurrent rehabilitation & reclamation of degraded Land: Land is to be degraded on account of opencast mining and external dumping of mine waste. Since, during the current lease period, no such void is to be created where mineral resource has exhausted, pits can t be backfilled. It is proposed to reclaim the external dumps biologically. 1 of 2

12 8. Air & Water Pollution Control Scheme: a. Air Pollution Control Following air pollution control measures will be implemented; I. Regular Water Sprinkling within lease area. II. Use of optimal quantity of explosives to minimize generation of dust during blasting. III. Regular maintenance of transport road. IV. Metalling of transport road outside lease area. V. Green belt along both sides of transport road. b. Water Pollution Control Following water pollution control measures are proposed; I. Provision of Garland Drain on edge of quarry to channelize water away from quarry to natural drains. II. Provision of Sedimentation Tank for treatment of mine water. 9. Any other matter that Leaseholder wants to present: Storage and use of top soil removed owing mining operation: - The overlying strata comprise of mostly soil mixed with very small sized pebbles. On an average the OB cover can be taken as 2m. During the earlier phase of mining, the quantity of overburdens removed has been used for road stabilization. During the next 5 years period, the quantity of overburden to be removed in each year has been estimated as per the mine working plans. The cumulative quantity of overburden expected to be removed, handled and dumped will be 55,314 m 3 which will be stored in OB dump area to backfilled the exhausted quarry. 11. Programme for Economic & Social Development of Area Around Project: Following provisions have been made for socio-economic development of the surrounding area; I. Financial grant to local school for repair & upkeep of school building and purchase of furniture. II. Digging of two open dug well in village in consultation with Panchayat. III. 18 CHAPTER - I EXECUTIVE SUMMARY 1. The proposal relates to grant of Environmental Clearance for renewal of lease of an open cast stone mine with enhanced capacity. 2. The lease holder/ project proponent is Shri Ghanshyam Dokania (Prop. of M/s G. D. Stone Company) and owner of Telo Stone Mine. 3. The Mine is located in Village Telo, P.O.: Pathna, P.S.: Ranga, Dist. Sahibganj, Jharkhand. 4. The Lease Area is 3.49 ha (8.62 Ac). 5. Mine has valid CTO from JSPCB having production capacity of 1800 CFT/day and past production is within the limit of CTO. violation. 6. The proposed capacity of mine is 800 TPD of Stone Boulders. Life of mine is 5 years. 7. Total project cost is Rupees 19,25,000/- (Rupees nineteen lakhs twenty five thousand only). 8. First mining lease was granted in favour of M/s G. D. Stone Company on for ten years i.e. up to Proponent wish to get EC with enhanced capacity to renew the mining lease. It will be 2 nd renewal. 10. The hilly deposit is covered by overburden of about 2m height on an average. 11. Soft overburden is being removed to expose the stone. For removal of hard rock, drilling and blasting is being used. Same technique will be used in future. 12. Stone is being mined by developing benches. Bench height is limited to 6 m and width as 6 m. 13. The mine site is connected to Barharwa Berhait State Highway (5 km from Barharwa). Mine access road is 0.4 km long. 14. Water demand for potable purpose (2 KLD), dust suppression (10 KLD) and green belt (2 KLD) will be met by a bore well and closed mine pit water located near lease area. 15. Electricity connection has not been taken. However a DG set is available to meet the energy requirement. 16. The boulder, mined from the quarry will be crushed to required size by crusher located within the lease area. 17. Sized stone chips are transported by trucks/ tippers to consumers. 18. Production will be started after getting EC from SEIAA and NOC/ Consent to Operate from JSPCB.

D. Stone Company) resident of Sabjimandi Road Barharwa, P.O. Barharwa, P.S.- Ranga, District Sahibganj of Jharkhand state proposes to grant environment clearance for his stone mining lease to renew the mining lease located at village Telo, P.S. Ranga in Sahibganj District of Jharkhand.

20 2.3 Brief Description of Project Proponent As given in Para 2.1 & 2.2 above. 2.4 Need of the Project & Importance to Country/Region The proposal under consideration relates to mining of stone chips to be used as building material or road metal. Both of the products are to be used as building material for building and road construction. A large number of infrastructure projects including construction, of new roads & widening, upgrading & strengthen of existing roads have been taken up in the Region/ State. In addition a large number of building construction projects including new townships, industrial projects have been taken up in the region. All these projects will lead to industrial and economic development of the region which is comparatively a backward region. These projects will also open new opportunities for employment in the region. 2.5 Demand & Supply Gap In view of the fact that there is large growth in the construction sector involving use of stone chips i.e. road metals and aggregates, demand for such product is growing. There are limited source for such building materials. In the circumstances as stated above, there is always gap in demand & supply. This is the reason, there has been rise in price of the product over past years. 2.6 Imported Vs Indigenous Production This is a product which the market is completely dependent on indigenous production for two products produced in the region. Imported product or product produced in other region will be too expensive. Projects under construction in the region have to depend on local resources. 2.7 Export Possibility In view of the fact that there already exists a gap between demand & supply scenario in the region, there is no possibility for export of the product to be produced from the mine. 2.8 Domestic / Export Market The product from the mine will be sufficient only to meet the demand for material in local market. There will be no scope for its export. 2.9 Employment Generation (Direct/ Indirect) This type of project generates direct & indirect employment for local peoples as well as non local peoples.

21 CHAPTER III PROJECT DESCRIPTION 3.1 Type of Project The project under consideration is a mining project involving mining of stone boulders. These boulders mined from the quarry will be crushed in crusher plant to designated size to be used either as road metal or coarse aggregate for building projects. i. Land Use The total lease area is 3.49 ha (8.62 acre). Specific Location Map: Specific Location of the project is shown in Plate- 3 on the Topo-sheet (1:50,000) 3.3 Details of Alternate Site The project under consideration is a site specific and the mining lease for stone quarry is granted by State Govt. Mining has to be done in lease allotted by the State Govt. The overlying strata comprise of mostly loose soil admixture weathered rocks. The height of OB varies from 1.0 m to 3.0 m. On an average the OB cover has been taken as 2m. The OB will not require drilling and blasting. Excavator/ Loader will loosen the material and the same will be sent to dumps by dumpers. The general bench height will be maintained at 6m and the width of bench will be minimum 6m to facilitate dumper movement. Targeted production level is 800 t/day. The mining operation will be of cyclic order i.e. drilling, blasting, excavating and loading followed by transportation of stone from mine to crusher unit and dispatching waste/ OB material to dumps.

23 Regime of mine operation will be;. of working days in a year : 300. of working shift in a day : One (general) Duration of shift : 8 hours Effective working hours in a shift : 6 hours. 3.6 Raw Material with Quantity, Source, use of final product, mode of transport of raw material of final product Raw Material For mining & stone boulders, explosives are required as raw material. Use of End of Product: Stone quarried from the quarry will be crushed to size required for road metal or aggregate for building material as per requirement. Mode of transport: Crushed & sized stone chips will be transported to construction site through rail and roads. 3.7 Resource optimization, Reuse Recycling Explosives: Quantity of explosives will be optimized in terms of optimal quantity of explosives for a given quantity of rocks to be quarried. Use of optimal quantity of explosive also reduces powering effect. Thus dust generation during blasting operation is minimized. Optional quantity of explosives shall be determined or basis of trial blasting in the area. Recovery of Road Metals/ Building Material: The crushing operation is to designed in a way that quantity of sized metal or coarse aggregate will be maximum & powdering effect will be minimum. Stone Powders: Stone powders generated during crushing operation shall be stored and disposed to concrete block manufacturers.

24 3.8 Availability of water its source A bore well is there to meet the drinking water requirement. For dust suppression and green belt development, closed mine pit water and pond water will be used which is located near the mine. 3.9 Energy requirement & source Since the mine site is located in isolated area, electricity connection has not been taken. A DG set is being used for energy requirement Quantity of waste to be generated & its Disposal The overlying strata comprise of mostly soil mixed with very small sized pebbles. On an average the OB cover can be taken as 2m. For the next five years of working, the OB zone likely to be encountered as per mine working plan/ schedule has been considered and the quantities involved estimated as m 3. The mined off overburden/ waste rocks will be stored in OB dump yard and will be utilized for reclamation work and dressing of haul roads.

26 CHAPTER IV SITE ANALYSIS 4.1 Connectivity The mine site is connected to Barharwa Berhait State Highway (5 km from Barharwa). Mine access road is 0.4 km long. 4.2 Land Form, Land use, Land ownership Land within the lease area is hilly devoid of any vegetation with outcrop of rocks. The land within the lease area is barren Raiyati land & is taken on lease by lessee for which lessee paid rent to raiyats. Department of Mines & Geology, Govt. of Jharkhand had granted mine lease for a period of 5 years. 4.3 Topography with map The land within the lease area is hilly. 4.4 Existing Land use pattern (Agriculture, n-agriculture forest, water bodies, shortest distance from periphery of project of forest to national park, wild life sanctuary from sensitive area, water bodies (distance from HFL of River) n agricultural barren land. 28 CHAPTER V PLANNING BRIEF 5.1 processing Area (Crusher) Stone mined from the quarry are to be crushed to size for the use as road metal or building aggregate. For this purpose a crusher unit has been installed within the lease area. 5.2 Residential Area The skilled & semi-skilled staffs are to be recruited from nearby area. For them no residential facilities are required. 5.3 Green Belt 7.5m wide green belts consisting of 6 rows of trees are proposed to be developed along the periphery of the leasehold as well as promises in which infrastructures are located. It is proposed to use native species that are evergreen and fruit bearing. 5.4 Social Infrastructure Social infrastructures like school, primary health centers already exist around the mine site. And since no residential complex is proposed to be developed, there is no proposal to develop additional social infrastructure for the project. 5.5 Connectivity The mine site is connected to Barharwa Berhait State Highway (5 km from Barharwa). Mine access road is 0.4 km long. need for constructing new connectivity. 5.6 Drinking Water Management A bore well has already been provided for drinking water and other purposes. Drinking water requirement has been estimated as 2 KLD. 5.7 Sewerage System A septic tank cum cess pool is proposed to be provided to treat sewage produced from toilets, washroom etc. located in office rest shelter & first aid centre.

29 5.8 Industrial Waste Management There is no source for industrial waste water generation however during raining season, water will accumulate in the stone quarry. This will be pumped and stored in a tank located in green belt area. 5.9 Solid Waste Management The mined off topsoil will be stored in OB dump yard and will be utilized for reclamation work and dressing of haul roads Power Requirement Since the mine site is located in isolated area, electricity connection has not been taken. However a DG set is there to fulfill energy requirement.

30 CHAPTER- VI PROPOSED INFRASTRUCTURE 6.1 Introduction The proposal relates to obtaining Environmental Clearance for an existing opencast stone mine. This is an existing mine. So infrastructures required to operate the mine have already been developed. 6.2 Industrial Area Project involves mining of stone boulder by opencast mining method. Mined out boulders are to be transported to crusher unit located within the lease area. This covers an area of 3.49 hectare (8.62 acre). 6.3 Residential Area There is no provision for residential area. Local people will be employed in the mine. 6.4 Green Belt It is proposed to develop green belt over an area of ha of land of 7.5 m width consisting of 6 rows of Trees. Only native species of trees will be used. 6.5 Social Infrastructure Social infrastructures like School, Primary Health Centre, post office etc already exist in proximity (within 1 to 5 KM) of mine site. 6.6 Connectivity The mine site is connected to Barharwa Berhait State Highway (5 km from Barharwa). Mine access road is 0.4 km long. 6.7 Drinking Water Management One Tube well has been developed within Lease area. This is sufficient to meet potable water demand which is 2 KLD.

32 CHAPTER VII REHABILITATION AND RESETTLEMENT (R & R) PLAN 7.1 Policy to be adopted (central/ State) in respect of the project affected persons including home oustees, land oustees and landless laborers (a brief outline to be given). The land required for project has been taken on lease by the lessee from raiyats. Land is barren. Land has been taken on lease for which lessee pays annual rent to land owners. There is no habitation on the lease area. Hence there is no issue related to resettlement & rehabilitation of project affected persons related to the project.

34 CHAPTER IX ANALYSIS OF PROPOSAL (Final Recommendations) 9.1 Financial and social benefits with special emphasis on the benefit to the local people including tribal population, if any, in the area. The project assumes importance in both national & local context as the project will supply raw material for construction of roads, industrial projects and housing projects in the area. The project will offer opportunity for employment in the mine. New job opportunity will also open in secondary & tertiary projects & industrial projects. These projects will also lead to industrial & economic development of the area.
